This is a normal behavior. It is cause by some sort of DOS protection in place.
If you ping from windows, you won't see this symptom. Basically from Linux or
iOS, they fire ping much more rapidly than windows.
It happens on physical server as well.

a. restart the TFTP CUCM services
b. remove the ip domain name command. try without this..
c. erase the complete config of the router and try again.

no mgcp bind control source-interface loopback 0
no mgcp bind media source-interface loopback 0
bounce MGCP on CUCM then activate on router
mgcp
once it registers, then add back your
mgcp bind control source-interface
i dont perticularly remember doing this on VM.. but yes i think i have.

The only reasons for MGCP to not register with the CUCM are -
a. Hostname mismatch
b. Domain Mismatch
c. cucm in not binded to the serial interface..

and on the real router, you have port 0/1, hence it can't register.
