[OSL | CCIE_Voice] access CUE AA in router from another site via SIP or H323

Greetings.

i currently facing a problem to get access of an AA menu on a CUE device in
one site, from the voice gateway that is installed in other place.

the topology is quite hard to draw, but in simple, i had the CUCME in one
site behind an ASA Firewall, the other site where is placed the
VoiceGateway is directly connected to internet.

both asa and vogw are establishing a VPN IPSec tunnel and normal voice
traffic is passing between the VoGW to CUCME.

now i need to send the voice traffic not to the operator directly, now is
directly to the AA on CUE.

the operator number is 8200 and works fine, but when i sent to the 9900
(which is working fine), the call bounce back to outgoing calling instead
to goes directly to CUE.

i try 2 different approaches, one send the voice traffic from vogw to cucme
and the second approach was sent vogw to cue.

none of those test work, the first attempt bounce back to PSTN, the second
attempt goes to limbo and the cue never answer the call.

the log on voice-gateway when i try directly to CUCME says (VoGW to CUCME):

i had enabled the Toll-Prevention Mechanism.

i had this log on my voice gateway.
