While I agree that the listed proposals all seem to have reached
consensus and that final decisions need to be made in order for the
development of CellML 1.2 to progress, this seems a rather arbitrary
manner in which to be declaring the proposal handling method. Especially

This currently only applies for the CellML specification work.
