couple of other themes included). There is a big lack of resources that
explain how to create themes with ExtJS...

The CF9 controls now use ExtJS 3.0. One of the major changes in ExtJS
3.x was to totally tear down the CSS and reorganise it, so old themes
will not work. This does however mean that it's easier to replace
them.
