Your example should work, but I've always had trouble changing the session
timeout.
Just keep track of it manually instead.
Put this in application.cfm:

cfapplication name=someappname
sessionmanagement=Yes
Make sure you change the maximum session timeout in the CF administrator. It
defaults to 20 minutes and if you haven't changed that it won't matter what
you put in the cfapplication tag.
