Thanks Peter. I think I was just in denial because I really would rather
write code than wordy documents and submissions. It was the whole reason I
studied computer science ahead of lesser subjects in my student days.

clean, simple standards-compliant HTML will take you a long way to
having it rendered correctly on a mobile device.
I wouldn't go so far as to specifically target Android, iPhone simply
because you'd be writing so many (and the skills in getting there...)
unless you had a targeted audience
I guess it depends on whether they want:
a) A mobile application
b) A website that is accessible from a mobile device.
Those are two different things, with different requirements.

even know there is a difference, which is why I am also extremely
vague about what I need to deliver.

and manage them through a process of getting them to be clear about
the high-level objectives, and then give them a sense of the
opportunities and constraints and the need
