clean, simple standards-compliant HTML will take you a long way to having it rendered correctly on a mobile device. I wouldn't go so far as to specifically target Android, iPhone simply because you'd be writing so many (and the skills in getting there...) unless you had a targeted audience

In my view, a clear case of needing to 'manage upward'. I suggest you convene a meeting with those who're agitating for this and manage them through a process of getting them to be clear about the high-level objectives, and then give them a sense of the opportunities and constraints and the need
