This is a textbook scam. They take your info and sign you up up without
your consent and by the time you get your first bill you're none the wiser.
Don't show these people your bill or anything else!
I've linked a flyer that a community put up in Brooklyn to warn their
neighbors. In the case

Suspicious Activity is cause for calling 911 so you did the right thing.
If you described the activity you observed that should have been enough to
get a squad car out to question the suspect. And it is certainly enough to
put the police on the lookout for this individual. I get
I didn't call the police. My neighbor did. I don't know how that
conversation went. I never saw the unit assigned to the call. I flagged
a police car driving by. I told him the above. He says he didn't get the
call but would pass on info to the officer who was assigned to the call.
