I can confirm that this is to do with having the taskbar on the second
screen,
switching the primary to being the taskbar screen solves the maximizing

Well google's a very big company and the projects can't really all be
perfectly
integrated. but we have found the problem - GC can't cope with docked app
bars

For all ultramon users: turn off extended taskbar and try it then. this has
solved
the problem for me. The browser now maximises adequately on both monitors
