I dearly love Jesse's skepticism about 911; however, I could never 
understand why he dicked around when he was Gov. of Minn.. He 
actually refereed a WWF match. At the time I sent him a letter 
stating that he was given one chance in a million when the people of 
Minn. elected him and that he should stop F*cking around and do some 
good.

Jesse could have done us all a big favor on the Predator shoot, but, 
Alas, Ahhnold is now the Governor of Ca.

first, again, I wanted to believe 9/11, you know. But the problem I 
have with 9/11 is just a real simple one. I'm trying to figure out --
 and of course they're now attempting to answer it somewhat -- how 
we could have failed so miserably in not having air defense. 
  
 Because if you look back particulalrly -- I don't know if you're 
familiar -- remember Payne Stewart, the golfer? 
  
 LANGLEY: Yeah, that's been brought up a few times on this 
program... 
  
 GOV. VENTURA: He was flying in a private jet. And when they had 
that mechanical malfunction that apparently killed everyone on 
board, and the jet was up there flying on automatic pilot; well it 
only took them a matter of minutes to scramble a fighter jet and 
have it up there on the wing. And had Mr. Stewart's plane, if it 
looked like it was going to go down and hit a metropolitan area, of 
course they would blow it out of the air. But when they saw it was 
just going to land in a field in Nebraska [sic. - actually South 
Dakota], why they just let it go down and crash on its own. 
  
 And the problem I have with 9/11 is that. Where the heck was our 
defense? Who was sleeping at the wheel? While all of these planes... 
I mean, I've been to air traffic control when I was Governor, and 
you've got a dozen people there looking at these dials, watching 
every plane in their sector. They know where it's going and they 
know what direction it's supposed to be going.
  
 Now, how is it that these planes were able to be hijacked at half 
hour intervals, turned directly opposite the way they're supposed to 
be going and no bells went off, no emergency sirens went off, no 
fighter jets were scrambled? Just what the hell happened in that 
area of time?! And that's the part that troubles me about 9/11. 
  
 HOST LEN OSANIC: Yeah, I find it troubling that the Pentagon got 
hit at all. 
  
 GOV. VENTURA: Yeah, I mean, here's the Pentagon, the head of our 
military. How was this plane able to circle the city of Baltimore 
[sic. - actually Arlington] at least once, picking out a target, and 
then drive into it, and we didn't have -- nothing up in the air? 
There wasn't one scrambled fighter jet up there to defend in any 
way, shape, or form? Wow. 
  
 OSANIC: Or a missle battery to defend the Pentagon...

  Elihu Yale's life spanned a time of great changes in 
  British History and also great achievements in the spheres of the Arts and 
  Sciences, development in the form of government, the foundation of the 
  British Empire and the expansion of trade and 
  commerce. 
  Yale's father was taken to 
  America (seventeen years after the first settlers sailed in the 
  'Mayflower') by his stepfather to avoid discrimination against the 
  Puritans during the reign of Charles I.
  Elihu was born in the same 
  year that Charles I was executed and Oliver Cromwell came to power. Rule 
  by an absolute monarch was succeeded by rule by a dictator both apparently 
  equally intolerant of those subscribing to any religion other than their 
  own. The family returned to England during the Commonwealth and must have 
  witnessed the collapse of the Commonwealth after the death of Cromwell and 
  the triumphant return of the Stuarts in the person of Charles 
  II.
  These were exciting and 
  dangerous times. Elihu must have been in his father's counting house in 
  London during the Great Plague and the Great Fire and during the wars with 
  the Dutch when the Dutch fleet sailed up the Thames, setting fire to 
  British warships and temporarily cutting off London from the sea. This was 
  also the period when Charles II founded the Royal Society to encourage the 
  Arts and Sciences. The age of Isaac Newton, Christopher Wren, the poets 
  John Milton and Dryden and many others.
  While Yale was in India he 
  will have heard of events at home; the accession of James II, the failure 
  of the Monmouth rebellion and the bloody revenge meted out to the rebels 
  by the notorious Judge Jeffreys, the flight of James II and the Glorious 
  Revolution, when William of Orange and Mary were welcomed to the throne of 
  England and James' final defeat at the Battle of the Boyne which 
  consolidated William's hold over Ireland.
  During this period the 
  foundations of the British Empire were laid. The colonies in the New World 
  were strengthened by emigration from Britain. Trading posts were 
  established on the coast of India which would eventually lead to the 
  inclusion of the whole of the subcontinent as a British 
  possession.
  After Yale returned from India 
  Queen Anne came to the throne and the Duke of Marlborough won his famous 
  victories against the French. Then in 1714 the Georgian era started with 
  the accession of George I. This was the time when government by Parliament 
  and Cabinet as we know it today first started with Robert Walpole the 
  first Prime Minister in all but name. Walpole was appointed in 1721, the 
  year of Elihu's death.
  This was also a time when 
  trade and commerce greatly expanded and prospered. When Elihu went to 
  India as a humble 'writer' the East India company was notorious for the 
  small salaries it paid to their servants. Even the Governor was only paid 
  £100 per year. They were no doubt expected to make money by trading with

MILAN, June 25 -- For 19 American intelligence operatives assigned to 
apprehend a radical Islamic preacher in Milan two years ago, the mission was 
equal parts James Bond and taxpayer-financed Italian holiday, according to an 
Italian investigation of the man's disappearance.

The Americans stayed at some of the finest hotels in Milan, sometimes for 
as long as six weeks, ringing up tabs of as much as $500 a day on Diners Club 
accounts created to match their recently forged identities, according to Italian 
court documents and other records. Then, after abducting their target and flying 
him to Cairo under the noses of Italian police, some of them rounded out their 
European trip with long weekends in Venice and Florence before leaving the 
country, the records show.

Milan prosecutors and police spent the last two years documenting 
Americans' role in the Feb. 17, 2003 disappearance of Hussan Mustafa Omar Nasr, 
42, an Egyptian cleric. On Thursday, a Milan judge ruled that there was enough 
evidence to warrant the arrest of 13 suspected CIA operatives on kidnapping 
charges.

The Americans' whereabouts are unknown, and Italian authorities 
acknowledged that the odds were slim that they would ever be taken into custody. 
The CIA has declined to comment.

While most of the operatives apparently used false identities, they left a 
long trail of paper and electronic records that enabled Italian investigators to 
retrace their movements in detail. Posing as tourists and business travelers, 
the Americans often stayed in the same five-star hotels, rarely paid in cash, 
gave their frequent traveler account numbers to desk clerks and made dozens of 
calls from unsecure phones in their rooms.

During January 2003, they were regular patrons at the Hotel Principe di 
Savoia in Milan, which bills itself as "one of the world's most luxuriously 
appointed hotels" and features a marble-lined spa and minibar Cokes that cost 
about $10. Seven of the Americans stayed at the 80-year-old hotel for periods 
ranging from three days to three weeks at nightly rates of about $450, racking 
up total expenses of more than $42,000 there.

The first operative came to Milan on Dec. 7, 2002 and stayed for 11 days at 
the Milan Westin Palace, according to the court documents. The others started 
arriving in early January and by Feb. 1 almost all of them were in place. They 
eschewed safe houses and private homes, bunking instead at places such as the 
Milan Hilton ($340 a night) and the Star Hotel Rosa ($325 a night).

In early February, most of the operatives gathered for a rendezvous in La 
Spezia, an Italian seaside resort town on the Ligurian coast, almost a 
three-hour drive from Milan. Hotel records show that they checked into two 
hotels in La Spezia but stayed for only a few hours before departing. Some of 
them then drove to Florence for an overnight trip, but the rest returned to 
Milan.

According to Milan investigators, there were two distinct groups. One crew 
of six was in charge of planning and surveillance, checking out possible escape 
routes and procuring cell phones. Each of those people left the country about a 
week before Nasr was reported missing.

The other group -- which included almost all of those whose arrests are now 
being sought -- was in charge of the kidnapping operation itself, according to 
court documents.

On Feb. 17, shortly after noon, Nasr walked down the Via Guerzoni toward a 
mosque to attend daily prayers. He was being watched by a crew of eight 
operatives, who accosted him on the sidewalk, sprayed chemicals in his face and 
shoved him into the back of a white van, according to an eyewitness statement 
given to investigators.

The Americans, who between them were carrying 17 cell phones, immediately 
started dialing numbers in Italy and the United States, according to 
investigators, who reported that by piecing together records of those phones' 
electronic signals they were able to trace the route of the van as it headed 
toward Aviano Air Base, a joint U.S.-Italian military installation.

The van entered the base without being stopped at the regular security 
checkpoints, Milan investigators found. Court documents show that a U.S. colonel 
at the air base in charge of security received three phone calls from the 
operatives as they drove toward Aviano.

I think there's a good reason why so-called Liberals are easy targets for 
derision. I believe it has a lot to do with a serious problem in the analytical 
thought process department. I mean, it seems they have a problem in thinking 
seemingly simple things through logically. The Neo-cons, on the other hand, are 
just out-and-out crooks and masters of deceit. Being skilled in dishonesty – and 
getting away with it – requires years of practice as well as a very gullible 
audience. Here's where American Joe-Average – who is always readily taken 
advantage of – steps in along with his very dim Liberal friends. The combination 
of the two makes for, literally, an entire carnival of little kids to steal 
candy from.

In a 
recent article, Liberal writer Joe Conason counter-attacked Karl Rove 
because of Rove's attempts to divert American public attention away from the Downing Street memo, George 
Bush's lies, and the disastrous Iraq War. Up to his tried and true trickery, 
Karl Rove started pointing fingers at events of 9/11 and using them as 
justification for questioning the patriotism of Liberals in America. Mr. Conason 
writes:

"In attacking liberals' reaction to Sept. 11, Bush's senior advisor once 
again resorts to McCarthy-style tactics. Karl Rove is a liar and a scoundrel. He 
is not a patriot but a pure partisan, as his own record proved long before 
now."

Well, I don’t have too many problems with this so far. Of course 
Rove is a liar and a scoundrel. He's involved with American politics isn't he? 
Of course he's not a patriot but a pure partisan – did you Liberals just figure 
that one out? If so, no wonder we're in the mess we're in. What planet have you 
guys been living on?

Here's where the problem for you, dear reader, and yours truly comes in; we 
have the liars and scoundrels on the one side; and the liars, scoundrels, and 
simpletons on the other. Take your pick.

Then Mr. Conason really drops my jaw when he writes:

"The truth is that liberal New York – and the vast majority of American 
liberals and progressives – stood with the president in his decision to invade 
Afghanistan and overthrow the Taliban. On the day of the attacks, I wrote a 
column that endorsed "hunting down and punishing" those responsible because the 
dead deserved justice – and noted that when the culpability of Osama bin Laden 
and the Taliban was established, the United States 'is fully capable of dealing 
with them.' "

You can't be serious here. On the day of the attacks?! You, Mr. 
Liberal, supposedly the guys who are to be sticking up for the little guys – you 
actually wrote a column condoning the bombing of innocent people in Afghanistan 
on the day of the attacks – before any proof was presented?! And you are 
boasting about it? You are bragging about being suckered? Astounding! 
Maybe I missed something here, but I seem to remember that Colin Powell promised 
proof that Osama bin Laden was responsible for Sept. 11, within 72 hours after 
the event. I don't ever remember when any proof was given yet to this day. Do 
you?

No wonder the so-called Liberals in America are so gutless and worthless. I 
can't believe that Liberals cannot see the crass hypocrisy and brainlessness of 
all this. How was bombing and murdering 20,000 innocent Afghani old men, women, 
and children to make up for – or compensate – 3,000 people who were murdered in 
a crime? That's right a crime – not an "act of war," Mr. Conason? 
I do not believe that there could be a single logically thinking person in the 
entire world who could come up with a suitable answer to that question.

Then he goes on to write:

"Six weeks after 9/11 and two weeks after the United States started bombing 
the terrorist camps in Afghanistan, I appeared on CBS's 'Early Show' to support 
the Bush administration's actions. Correspondent Lisa Birnbach made the point 
that liberals and Democrats who had once opposed the war in Vietnam were 
standing shoulder to shoulder with a president they didn't much like (and, 
although she didn't mention it, whose legitimacy they continued to doubt).

"Noting the ubiquitous presence of American flags as we walked around the 
very liberal neighborhood where I live, Birnbach said, 'This old lefty [Conason] 
is suddenly siding with the White House.' "

Pathetic. Simply pathetic. I do not wish to seem rude, but what is written 
here seems the apex of hypocrisy. What was it, Mr. Conason and the rest of you 
Liberals, that made you so blind to what was obviously going on? Was it a group 
"victim" complex? Or was it a savage primordial urge for revenge – an urge to 
show someone your powers of domination? No wonder right-wing drug addicts can go

TORONTO -- The United States, Canada and Mexico pledged Monday to shore up 
security by integrating their terrorist watchlists and beefing up joint 
protection of borders and bridges.

At the same time, they promised to expand what is already the world's 
largest trading partnership by developing a single program to facilitate the 
free flow of people and goods across their shared borders.

"We are three countries, three friends living in the same neighborhood, so 
we have a common interest in our mutual security and our mutual prosperity," 
Homeland Security Secretary Michael Chertoff told a news conference in Ottawa 
after he and his Canadian and Mexican counterparts unveiled their list of 
targets and initiatives.

"We want to confront external threats; we want to prevent and respond to 
threats to North America and we want to facilitate the flow of traffic across 
our borders," Chertoff said. "The more secure our region is, the more our 
prosperity will flourish."

Canadian Deputy Prime Minister Anne McLellan said 300 proposals were under 
review to ensure security and the free flow of North American trade and 
harmonize the screening of dangerous people or cargo.

"The proposals today will go a long way toward protecting North America, 
while maintaining each country's sovereignty," she said.

Monday's session follows the March 23 formation of a Security and 
Prosperity Partnership initiative announced by President Bush, Canadian Prime 
Minister Paul Martin and Mexican President Vicente Fox after their meeting in 
Waco, Texas.

The three leaders, who have sought to improve coordination since the terror 
attacks of Sept. 11, 2001, asked their top security and trade ministers to 
report back within 90 days on initiatives to enhance security and promote the 
economic well-being of their citizens.

Some other proposals include:

* Coordinating programs to ensure governments are prepared for large-scale 
emergencies or terrorist attacks;

* Joint protection of critical cross-border infrastructure, such as the 
Ambassador Bridge that spans the Detroit River and facilitates one-fourth of the 
daily $1.4 billion in trade between Canada and the United States;

* Strengthening approaches to maritime and aviation security;

* Establishing a second site for a Canada-U.S. pilot project that would 
check cargo and passengers before they cross the border;

* And creating a single, integrated program to allow "trusted travelers" 
who frequent the borders to travel quickly by air, land and sea.

The partnership initiative has its detractors, who are concerned that 
further integration of North American security and trade will be skewed toward 
big business and a threat to Canada's sovereignty.

New Democratic Party member of Parliament, told the House of Commons earlier 
this month as he pledged to fight the plan.

On the economic front, U.S. Secretary of Commerce Carlos Gutierrez and his 
Canadian and Mexican counterparts, David Emerson and Carlos Abascal, said they 
would develop a coordinated strategy to combat counterfeiting and piracy by the 
end of next year; create more regulatory consistency and further integrate their 
automobile and steel industries; and relax rules that will allow for an 
additional $25 billion worth of duty free goods.

Gutierrez said the United States, Canada and Mexico have a trading 
relationship worth more than $700 billion a year; an increase of 88 percent 
between 1993 and 2003.

"So we have a lot of jobs and a lot of prosperity tied to this very 
important trading relationship," Gutierrez said, but added: "No market economy 
can thrive without safety and security for its people. The threats we face 
require seamless cooperation that extends beyond our borders."

Emerson said the three nations must stand as one powerful trading block 
against other growing economies. North America accounts for one-third of the 
world's gross domestic product and he said investors would continue to look 
toward North America only if it is competitive.

"The rest of the world has not been standing still -- far from it," Emerson 
said. "A booming China is changing the competitive landscape and causing the 
reconfiguration of global supply chains. India is not far behind; the European 
Union, despite recent setbacks, will continue to get bigger and stronger."

The White House praised the efforts of the ministers, who said they would 
report back to their leaders in the fall.

"Their report represents an important first step in achieving the goals of 
the SPP," read a statement from the White House.

In Baghdad, American soldiers killed an Iraqi news executive when
he
did not pull over as a U.S. convoy passed on a road in Baghdad,
according to Muhanad Jawad, a physician quoted by the Associated
Press.
Ahmed Wael Bakri, a program director at al-Sharqiya TV, was
the third
Iraqi journalist alleged killed by U.S. forces in similar
incidents in
the past week. The U.S. military said it was
investigating.
On
Sunday, Maha Ibrahim, a news editor with al-Iraqiya television in
Baghdad, was killed in the capital when U.S. troops opened fire
after
apparently coming under attack, channel director Saad
al-Bayati told
the Associated Press.
On Friday, [Yasser Salihee] an Iraqi reporter working for an
American news organization was shot and killed in Baghdad,
allegedly by
U.S. troops, after he apparently did not respond to a
shouted signal
from a military convoy, witnesses said.

Under the Same Sun reader Pesic asked for pictures of the banner that was unfurled inside the courtroom. It was not composed of, as it was sometimes reported, pictures only of Fallujah, but a compilation from around Iraq. I have some pictures of it, as well as a video of it being circled around the room. It's pretty hard stuff to look at, but there it is:

Brendan Smith and I co-wrote a piece for Truthout about the Tribunal which can be found here. Here's how we described the moment the banner was brought in, as well as testimonies from that same panel:
Former US Air Force combat veteran Tim Goodrich stunned the jury by revealing his role in the "softening up" of Iraq months before the US declaration of war. "We were dropping bombs then, and I saw bombing intensify," Goodrich explained to a hushed room. "All the documents coming out now, the Downing Street memo and others, confirm what I had witnessed in Iraq. The war had already begun while our leaders were telling us that they were going to try all diplomatic options first."

Goodrich's testimony had just begun when a 75-foot banner prepared by the Iraqi delegation and composed of harrowing pictures of Iraqi child victims of the war was carried into the courtroom. In the presence of the father of one of the victims shown on the banner, Goodrich and others stood and a moment of silence spread through the room while the banner was carried through the hall. The teeming press contingent rushed to photograph the scene as some members of the audience cried.

WASHINGTON, June 28 - The names of more than 30 fugitives, including 9 murder 
suspects and one person on the Federal Bureau of Investigation's most-wanted 
list, did not trigger any warnings in a test of the nation's passport processing 
system, federal auditors have found.
Insufficient oversight by the State Department allows criminals, illegal 
immigrants and suspected terrorists to fraudulently obtain a United States 
passport far too easily, according to a report on the test by the Government 
Accountability Office to be released Wednesday. 
The lapses occurred because passport applications are not routinely checked 
against comprehensive lists of wanted criminals and suspected terrorists, 
according to the report, which was provided to The New York Times by an official 
critical of the State Department who had access to it in advance. For example, 
one of the 67 suspects included in the test managed to get a passport 17 months 
after he was first placed on an F.B.I. wanted list, the report said. 
The State Department also too often fails to aggressively pursue leads that 
could allow the government to catch black-market sellers of fake identification 
documents essential to getting a fraudulent passport, said Michael Johnson, a 
former State Department security official.
Once issued, a passport typically becomes a critical tool for illegal 
immigrants who are seeking work or who want to travel internationally, as well 
as for people involved in drug smuggling, money laundering, Social Security 
fraud and even terrorism, the federal auditors said.
"A fraudulent passport can enable a holder to conceal his true identity and 
his citizenship," said Senator Susan Collins, Republican of Maine and chairwoman 
of the Homeland Security and Governmental Affairs Committee. "These are exactly 
the kinds of problems that allowed the terrorists to attack our country." 
The security committee is scheduled to hold a hearing on the subject of 
passport fraud on Wednesday.
State Department officials said they were already moving to expand the 
crosschecking of passport applications against more complete lists of suspected 
criminals and terrorists. But they disputed reports that the department had been 
lax in its investigation of suspected fraud.
"The United States passport, I believe, is among the most valuable documents 
on the planet," Maura Harty, assistant secretary for the State Department's 
Bureau of Consular Affairs, said in an interview on Tuesday. "What we have is a 
tremendous challenge knowing how people who ought not have a passport would like 
to try to get one from us."
The State Department has long been engaged in a campaign to crack down on 
passport fraud, which with older, less tamper-proof passports was often simply a 
matter of switching a photograph. 
Current passports have the bearer's image laminated onto the identification 
page, with a holograph over it. Soon, the State Department plans to issue 
electronic passports embedded with a computer chip containing a digital image 
and biographical information about the holder.
But the department has not done enough, federal auditors say, to prevent 
people using fraudulent documents from getting passports.
Mr. Johnson, who was the special agent in charge of the Miami field office of 
the State Department's Bureau of Diplomatic Security from 2002 to 2004, said the 
department placed too much emphasis on rapidly processing passport applications. 
He also said it insufficiently pursued suspicions of fraud, missing 
opportunities to arrest leaders of crime rings that sold forged documents.
He said that while he was in Miami, he was 
asked by his bosses to terminate investigations into more than 400 cases because 
the department did not have enough staff to complete the inquiries within a 
year. 
In the G.A.O. report, the State Department did not dispute that many cases 
had gone unresolved, saying that "the field 
officers had been encouraged to close old cases."
The real problem, Ms. Harty said, is the ease with which people can obtain 
fraudulent identification, like birth certificates, to apply for a passport. The 
State Department, she said, tries to block fraudulent applications by checking 
them against other records, like Social Security files. 
Ms. Harty said that to screen passport applicants better, she had secured 
commitments from the F.B.I. and the federal Terrorist Screening Center to 
provide more complete access to records, including the comprehensive list of 
suspected terrorists.
"Nobody should have a passport in an attempt to flee from prosecution," Ms. 
Harty said.

Colombia and Cuba find an echo at the UK UNISON conference 

Hands Off Venezuela's Ray Smith reports 
from Glasgow (Scotland) that on the occasion of the UK National 
Conference of UNISON (public sector workers union) the Hands Off 
Venezuela and the Colombia Solidarity Campaign supporters in UNISON organized a 
meeting, June 22, to catch the attention of the delegates attending the 
conference of the biggest trade union in Britain.
The appeal of the meeting went beyond the UNISON 
conference and there were several students from the University of Glasgow, some 
Labour party members as well as Scottish Socialist Party (SSP) members who were 
responsible for organizing the meeting. 
Andy Higginbottom, Colombia Solidarity Campaign Secretary, 
opened the meeting. Andy explained the relationship between paramilitaries, 
government and multinational companies in Colombia who are right behind the 
onslaught that the social and trade union movement has suffered over 20 years. 
This repression has worsened since Uribe Velez was elected as president of 
Colombia in 2003. Andy illustrated the level of collaboration of the Colombian 
army and the paramilitaries by saying that the same soldiers wear the armbands 
of the Colombian army and the AUC (the main far right paramilitary 
group), depending of the actions they are going to execute. He also 
presented the Coca-Cola boycott as a tactic to denounce the violence that this 
company is employing against their workers in Colombia. 
Ramon Samblas, Hands Off Venezuela spokesperson, followed 
on by explaining the improvements that the Venezuelan Revolution has brought 
about. It was really inspiring to hear that four new universities had opened 
their door with the aim of providing education to these layers in society that 
had never had this chance before. 
“But all of that [the social programs on housing, 
education and healthcare] has not been free from harassment and attacks from the 
US administration and the Venezuelan oligarchy. They can see that their power is 
slipping through their fingers and they have organized reactionary attempts to 
defeat this movement,” Ramon said to the audience. He went on explaining the 
different attacks on the part of US imperialism against Venezuela: coup d’etats, 
lock-outs, terrorism, diplomatic harassment, amongst other. The HOV activist 
reported on the experiences of workers’ co-management and finished up his 
contribution explaining the need for “going all the way through,” completing the 
process and install socialism in the country. The debate that Hugo Chavez has 
sparked about the need of the Venezuelan Revolution to follow a socialist path 
will help for sure. 
Rosie Kane, SSP Member of the Scottish Parliament reported 
on her trip to Cuba where she had the chance to meet Fidel Castro. The MSP was 
invited to Cuba to attend an international event where people from all over 
Latin America and beyond denounced the crimes of imperialism. During three days, 
hundreds of people gave accounts of the abuse and violence they had suffered 
because of the terrorist methods of US imperialism. All these accounts were 
broadcast by Cuban TV which reaches the neighboring islands and some Latin 
American countries. While in Cuba, Rosie spoke on Western hypocrisy and the need 
of tackling it together with the system that sustains it, capitalism. In her 
contribution, she despised British media because of the lack of interest in the 
struggle of the Cuban people against US imperialism. She illustrated this with 
an anecdote that happened to her the day after she came back from Cuba. A 
Guardian journalist phoned her and asked her, “What do you think about the 
architecture of Scottish Parliament building?” Her answer was “For Christ’s 
sake, I have met the leader of the Cuban Revolution and you are asking me about 
the Scottish Parliament Building!” She finished her contribution by saying that 
we have to support all the revolutionary movements that are taking in Latin 
America and the groups that are developing solidarity with these movements from 
Britain. 
When the main speaker, Colombian trade unionist Juan 
Carlos Galvis started his speech there were 80 people packed in the room. Extra 
chairs had to be brought in to accommodate everybody. Some people had to stay 
outside because there was not enough space for them all. Juan Carlos spoke on 
behalf of SINALTRAINAL (Colombian beverages and food workers union) about 
the actions that the trade union had taken at a worldwide level against the 
abuse and violence that his trade union had suffered by Coca-Cola. Juan Carlos 
has been working for this company for 16 years. 
He explained how SINALTRAINAL had opened four court cases 
against this company in the United States with the help of one of the US trade 
union that organize workers in the food and beverages

Despite Concerns, NASA Is Planning to Go Ahead With Shuttle 
Launching

NASA got some unexpected and unsettling news on Monday, when its own advisory 
panel said the agency had not fulfilled all of the safety goals it had promised 
to meet before returning the shuttle fleet to orbit. But it is planning to go 
ahead anyway, launching the Discovery in as little as two weeks.
"I think, based on what I know now, we're ready to go," Michael D. Griffin, 
administrator of the National Aeronautics and Space Administration, told the 
House Science Committee yesterday.
It may sound like a recipe for trouble, or worse, especially since the work 
left undone includes three of the most critical recommendations of the board 
that investigated the loss of the Columbia in 2003, including elimination of the 
kind of launch debris that doomed the Columbia and the development of on-orbit 
repair techniques. 
Yet few experts, even some of those who have been critical of the space 
agency, seemed troubled by the failure to fulfill those recommendations 
completely. 
The consensus of these experts is that while missions are inherently risky, 
the remaining shuttle fleet has been made much safer over all.
"Our goal in the return-to-flight recommendations was to break the causal 
chain between debris shedding and killing astronauts," said John M. Logsdon, the 
director of the Space Policy Institute at George Washington University, who was 
a member of the investigative board. NASA's actions, he went on, "have broken 
the chain in enough places that the spirit of the recommendations has been 
accomplished."
Another board member agreed. "In some cases, it wasn't 'solve this problem 
completely,' it was 'get started on this problem,' " said James Hallock, an 
aviation safety official at the Department of Transportation. 
On Capitol Hill yesterday, Dr. Griffin told lawmakers that the board's 
recommendation were "admirable goals," but that "we have reduced the level of 
risk due to debris damage to an acceptable level."
That is a different tone than had been expressed by Dr. Griffin's 
predecessor, Sean O'Keefe. Before he retired this year, Mr. O'Keefe repeatedly 
said NASA would, as he put it in June 2003, "comply fully without any 
equivocation" with the recommendations.
Members of the independent investigation board and of the group that 
monitored NASA's progress in meeting the recommendations said that the agency 
had made impressive progress in upgrading safety, and that missing the high mark 
did not mean that the shuttle was too risky to fly. 
Moreover, they said, things had changed considerably since the Columbia 
Accident Investigation Board issued its scathing final report in August 2003. 
Five months later, President Bush announced that NASA would retire the shuttle 
fleet by 2010, so recommendations that would have taken many years to fulfill, 
like toughening the brittle carbon composite panels that line the leading edges 
of the wings and nose of the shuttle, were abandoned. 
Richard O. Covey, the former astronaut who served as co-chairman of the 
advisory panel, said in an interview yesterday that "those things that remain 
undone are not a reason to consider the space shuttle unsafe." The investigation 
board, he said, had "set a high standard," and his advisory group had decided 
early on to interpret the recommendations strictly - a decision that he said put 
the panel "in a box." NASA, he said, has done "an extraordinary amount" to 
reduce risk. 
And although some of the presentations from NASA on the chance of 
catastrophic damage from ice falling from certain areas could be as high as 1 in 
180, the overall risk appeared to be acceptable, and he did not doubt the 
methods used to determine the risk level. The decision to fly, he said, must 
rest with NASA.
Dr. Logsdon, of the Space Policy Institute, said risks were an inevitable 
part of human spaceflight. For example, he noted that when a shuttle blasts off, 
"you're detonating the equivalent of a small nuclear weapon, in terms of 
explosive power." 
In an interview this month, Dr. Griffin, the NASA administrator, said the 
risks were much on his mind. "We understand the shuttle a lot better than we 
ever did before," he said. "To our chagrin, but we do." 
Mr. Covey said that if he were an astronaut today, he would no longer be 
concerned about the risks of foam and ice. Instead, he said, "I'd be focusing on 
those other things that have traditionally been concerns," like the shuttle's 
main engines, "and those things that we do not know about yet."

Venezuela, June 29 (RHC) - Cuban President, Fidel Castro, arrived in the 
Venezuelan city of Puerto La Cruz to attend the first Energy Summit of Caribbean 
Heads of States scheduled to kick off in that city Wednesday. 
The gathering is 
reportedly aimed at setting up Patrocaribe, a regional enterprise based on 
economic complementation rather than competition. The Cuban leader was welcomed 
by his counterpart Hugo Chávez at the airport. 
The Cuban delegation 
is also made up of the island's Vice-President Carlos Lage; and the Ministers of 
Foreign Affairs, Government and Foreign Investment and Cooperation, Felipe Pérez 
Roque, Ricardo Cabrisas and Marta Lomas respectively, and the President of 
Cuba's Central Bank, Francisco Soberón. 
Upon his arrival, 
Fidel Castro and Chávez agreed that the world is on the verge of an energy 
crisis which they described as almost apocalyptic, due to the continued 
unsustainable energy policies in industrialized countries. 
The Cuban leader 
noted that the current tendencies in the area of energy are leading the world to 
a survival crisis. President Fidel Castro added that there is no choice for 
Latin America but integration. 
The Petrocaribe 
project goes far beyond the commercial sphere, including aspects such as 
prospecting, production, storage, supply and exchange of 
technology.
The Energy Summit of 
Caribbean Heads of State, sponsored by Hugo Chavez, will be attended by 
representatives from 16 countries from the Caribbean basin to promote the area's 
integration in the field of energy. 
The Puerto La Cruz 
Summit includes representatives from Venezuela, Antigua and Barbuda, Bahamas, 
Barbados, Belize, Cuba, Dominica, Grenada, Guyana, Jamaica, Santa Lucia, San 
Kitts and Nevis, Saint Vincent and the Grenadines, Surinam, Trinidad and Tobago 
and the Dominican 
Republic.

(KRT) - U.S. Secretary of Defense Donald Rumsfeld's opinion piece, `` CAFTA 
vital to Latin stability, security and democracy,'' incorrectly alleges that 
Venezuela's government is ``attempting to subvert the democratic governments in 
the region.''
Venezuela's President Hugo Chavez, whose political party has won eight free 
and fair elections in the past six years, is part of a new democratic trend 
spreading throughout the region. Progressive, more-inclusive democracies, intent 
on providing health care, education and fundamental social services to their 
impoverished and historically excluded populations, are emerging in every corner 
of the Americas.
The Chavez administration has invested millions of dollars in a wide array of 
social programs that have brought primary, secondary and university education; 
basic health services, including clinics and dentistry; and subsidized food to 
the country's poorest.
Venezuela has also been at the forefront of efforts to ensure that Latin 
American countries effectively pursue policies that manifest a greater political 
and economic cohesiveness than ever before. This is needed to enable the region 
to confront the massive problems it faces and invest wisely for its future 
needs.
Likewise, the Venezuelan government has pursued an innovative energy 
strategy, reaching out to other countries regardless of political or economic 
ideology, in an effort to diversify its markets and supply the world's energy 
needs.
In March, India and Venezuela signed an agreement that will allow India's 
ONGC Videsh Ltd. to jointly produce oil with PDVSA, Venezuela's national oil 
company. Also, Venezuela has put together an Energy Cooperation Program that 
allows countries of the hemisphere to finance a significant part of their oil 
requirements, offering them long-term, low-interest loans with generous grace 
periods.
International commerce has particularly benefited from strong economic 
growth; in 2004, Venezuela's economy grew by 17.3 percent, one of the highest 
rates of growth in the region, climbing dramatically from its trough of prior 
years. Foreign investments in the region are steadily expanding; Venezuela is 
the United States' 16th-largest economic partner with nearly $29 billion worth 
of trade last year, behind only Mexico and Brazil among Latin American 
countries. Trade with Colombia has consolidated under the Chavez administration, 
as Colombia has become Venezuela's second-largest trade partner after the United 
States.
Of significance is that American businesses have invariably benefited from 
this economic progress and the government's openness to foster fruitful 
commercial relationships. Next week, the first Venezuela-U.S.A. business round 
table will be held in Caracas. This public policy initiative will seek to define 
and finalize business transactions between Venezuela and its U.S. commercial 
partners in the short, medium and long term.
Furthermore, the Venezuelan government has been active in the fight against 
terrorism and drug trafficking. In 2004, Venezuelan authorities interdicted more 
than 43 tons of cocaine, a 33 percent increase from 2003. In March, President 
Chavez, along with the president of Brazil, vowed to support Colombian President 
Alvaro Uribe's efforts to end his country's decades-long civil war.
To this end, Venezuela has a cooperative agenda with the Colombian 
authorities regarding the control of the common border and the presence of 
irregular forces in that area. Venezuela has turned over members of the FARC and 
ELN through legal, bilateral extradition processes. All extradition requests 
made by Colombia have been granted by Venezuela. Today, Venezuela is seeking the 
extradition from the United States of the terrorist Luis Posada Carriles, a 
Cuban-Venezuelan citizen accused of masterminding a 1976 attack on a Cuban 
airplane that led to the death of 73 innocent civilians, including a pregnant 
woman.
Let us be clear: Venezuela is a strong security ally for all countries, 
including the United States, that seeks to end the scourge of terrorism. 
Venezuela's pursuit of an economic development model that allows all citizens to 
benefit from economic prosperity - not just a privileged few - will do much to 
alleviate the grievances and conditions that give rise to terrorism.
Our success will benefit all of Latin America. It will also benefit the 
United States. It will do so in the context of respect for each country's 
self-determination, its sovereignty and adherence to universal human rights 
principles. The history of what has happened before in Latin America, in terms 
of stability, democracy and human rights, cannot be changed in just a few years. 
But a foundation for a new, more prosperous and politically and

  PUERTO LA CRUZ, Venezuela (AP) - With oil prices hitting 
  record highs, Caribbean countries are looking with interest to a 
  Venezuelan plan that promises to bring them oil sales on preferential 
  terms. 
  Leaders from across the Caribbean will join Venezuelan President Hugo 
  Chavez on Wednesday for talks on forming a new joint company, Petrocaribe, 
  aimed at building a regional oil alliance and distributing fuel more 
  cheaply. 
  Chavez says the initiative is about more than just bargain oil prices, 
  and represents the "union of the Caribbean." Others say the plan is simply 
  "oil diplomacy." 
  While many Caribbean islands stand to benefit economically, Venezuela 
  will likely gain political capital by winning allies for its frequent 
  disputes with the United States, said Bishnu Ragoonath, a political 
  science professor at the University of the West Indies in Trinidad. 
  "Chavez is seeking regional support for his administration, and that is 
  what he's getting in return for the cheaper fuel prices," Ragoonath said. 
  "It's simply a matter of shoring up support." Opponents of the Venezuelan 
  president accuse him of pursuing his political aims through selling oil 
  cheaply to his close ally Cuba and other Caribbean countries. 
  
  Chavez has defended plans for Petrocaribe - and a similar South 
  American joint venture called Petrosur - as a way to help both Venezuela 
  and the region while moving toward a more cooperative international 
  economy. "Petrocaribe is a means of deepening our energy and integration 
  policy toward the region," Information Minister Andres Izarra told 
  reporters in the northeastern city of Puerto La Cruz. "It's a political 
  initiative." A harsh critic of capitalism and a U.S. government Chavez 
  calls "imperialist," he says he is leading Venezuela toward socialism. 
  He also is firmly opposed to the U.S.-proposed Free Trade Area of the 
  Americas and has instead sought to build support for his own brainchild, 
  the Bolivarian Alternative trade pact, named after independence hero Simon 
  Bolivar. 
  Venezuela, the world's No. 5 oil exporter, already has special deals to 
  provide oil to a number of Caribbean countries, as well as nations from 
  Uruguay to China. 
  Venezuela and Mexico supply subsidized oil to 11 Central American and 
  Caribbean countries under the 1980 San Jose pact. 
  Last year, Chavez signed a deal with the Dominican Republic to sell up 
  to 50,000 barrels a day of oil with preferential financing. 
  Two months ago, Venezuela opened a new office in Havana for its 
  state-run oil company Petroleos de Venezuela S.A., and announced it had 
  upped sales to Cuba to 90,000 barrels a day. 
  In turn, Fidel Castro's government has sent thousands of Cuban doctors 
  to Venezuela, where they work treating the poor for free. Chavez has said 
  Castro will not attend this week's oil meeting and that Cuban Vice 
  President Carlos Lage will attend in his place. 
  Officials said delegations from 15 countries were expected, including 
  the leaders of Grenada, Trinidad and Tobago and Dominican Republic.
