Alternatively you could create a pilot on the 9.1 system to use the 10.5
voicemail rather than sending the calls across the CUCM SIP trunk. Just send it
via a SIP trunk directly to CUC.

TFTP on the phone by enabling alt-tftp but that should not be
required.
If it works as expected with cert-based VPN but not username/password then this
likely a phone bug. Please open a TAC SR so it can be investigated further.
