Well, you can't make calls because there are no resources available to negotiate the call, that much is clear. I assume this issue came about after you upgraded the IOS on the router? What platform do you have and what code are you currently running? The firmware for the DSP is in the IOS

I'm guessing the router is on IOS 12.4(24)T3 maybe?12.4(24)T2 has 24.3.2 and 12.4(24)T4 has 24.3.4. If everything was working fine, reboot the router. Maybe you're facing a bug in that IOS version or DSP firmware. Did you maybe have a custom dsp image on the router flash (guido.dsp, etc)? I
