If trust is broken, I think the phones will not load signed files like the
ringlist or background selection, if that is what is going on
It doesn’t make any sense that _deleting_ files would fix this

to a SIP provider. The older 7940/60 will function as a basic SIP phone without
NAT but other than for some fun during ham radio events, lacking security or
traversal capabilities makes them sort of rough nowadays.
Hope any of that is helpful.

It is included with premium, but it is best if you are content with what it
offers in your environment, as it’s relatively rudimentary.

Yeah, that seems a bit extreme
I need to find it, but of course can't right now, but I swear this is in the ER
documentation somewhere, some version, that the system must be re-installed if
it shuts down unexpectedly. Outside of this message.
I got called out on it by TAC, and they have documentation way preceding that
Nice (or not nice depending) to see another real life example of the unexpected
outage causing unexpected pain - it's real !

Most of the vendors like redsky are just the front end as it seems like Intrado
literally has a monopoly on the backend E911 service.

If the devices are “remote” then I believe it is limited to the unique DID
formed between the extension on the device and the e164mask with CER. V911
solutions all seem to use call routing and can’t differentiate which thing
originated the call in any way other than the calling number. That’s
give a minute or
whatever you’re comfortable with, which should alleviate this issue.

It's sort of annoying to do this, the common configuration settings don't show

If you're looking at the device level, this seems to work just poking around:

I looked at how to secure this briefly for a polycom endpoint and the
explanation in that documentation was that you had to supply a certificate as
the client.
So, from that much your assessment that the softphone needs to be presenting
some sort of client certificate sounds about right.
