To import users CUCM/CUC uses AXL. Can you please gather AXL logs: /var/log/active/tomcat/logs/axl/log4j Look for axl.log file. There is going to be a request and a response, what we need to look at is The time it takes for the Query to return a response, e.g: INFO [http-8443-Processor21] axl.AxlListener - Request 1173323669700 was process in 356ms In the same log you can also check for any SOAP errors.
