Just been through this exact scenario. Basically the phones will show the
+ symbol in the calling lists and on the display on inbound calls, but if
you try and dial the +E164 stored number it will drop the + and dial the
remaining digits. Basically we just had to setup a TP to allow calling
E164

Doesn't CAPF need to be running along with CTL for phones to get an ITL, so
that Corp Dir can use the https of "Application:Cisco..." ?

primary circuit was down in such a way that the normal backup routing was also
destroyed.

The closest equivalence would be SS7 over IP. The problem is if your local
class 5 is down and alternates are also down, you have no path.
