The parameters to forward are request attributes correct?
You can't add request parameters with server side forward.

In this case, there is no need for an internal redirect.
All web servers usually redirect the browser in this case.

I enjoyed doing those xslt's :)
BTW - I can see the use of internal redirects and the
portal code makes *heavy* use of it
