IMO If he did something serious like heavy spamming It`s a good reason to

Don`t think giving a user an @Guest*.users.undernet.org is so much complex.
(without the removal after 60 seconds and all that) ... Users are given
@Guest*.users.undernet.org
and it will swap to @Username.users.undernet.org upon login and never
showing their real ip.
