i found a problem in ircu:
- create a desynch: a normal/"good" op, and someone who is op from its
own point of view but de-opped from the point of view of the good op.
- the "good" op sets a lot of bans.
- the desynched op sets one ban which matches them all (+b *)
- now the bounce shows this * ba
