[collectd] OID for Collectd

Hi, as discussed in PR #545 "New Plugin notify_snmp: send notifications as snmp traps" https://github.com/collectd/collectd/pull/545 it would be good if the the Collectd project would have its own OID. @octo, would you mind registering one here? http://pen.iana.org/pen/PenApplication.page
