Thanks for testing and sorry for wasting your time, the issue was an old saved 
Template for PHP Class which did not contain namespace line, after deleting the 
file ~/.netbeans/10.0/config/Templates/Scripting/PHPClass.php all is now 
correct.

Review process consists of the following steps:
 * Find the images that have not been donated, and create alternatives.
 * Fix any formatting issues from the automated process.
 * Review the "language" of the code examples, so syntax highlighing is correct.
 * Create learning trails.
 * Remove the "*Contents*" section of the tutorial pages (if any, the automatic 
process should have removed most of them), we should also remove the list of 
links to headings in the content in the Contents section. We're generating a 
Table of Contents automatically, so we don't need to manually create one.

h2. Asigning a tutorial to yourself

The review process will tackle different sets of Tutorials in the following 
order:
 # IDE Tutorials in src/content/kb/docs/ide
 # Java Tutorials in src/content/kb/docs/java
 # PHP Tutorials in src/content/kb/docs/php
 # Rest of tutorials: javaee, javame, web, webclient, websvc. Order will be 
defined later.

If you want to review some tutorials please create a subtask using the 
*"More"/"Create sub-task"* menu entry, like so

irrelevant.

i have a maven project (lets say project1) which depends on another maven 
project (lets say project2, it is not developed by me). project2 has modified 
build path to 'build' instead of default 'target' (see snippet below).

when i try to debug tests in project1, netbeans does not set up the classpath 
in generated surefire file correctly and points to '.../target/classes' 
directory (which does not exist) instead of '.../build/classes' which is the 
real output of project2 compiled classes. this results in classnotfound 
exception while debugging the tests. i was able to workaround this bug by 
creating symlink in the project2 root directory from 'build' to 'target'.

following is the incorrect line from generated surefire file:

classPathUrl.2=/home/fordfrog/src/fordfrog/trader/ib-fast-trader3.git/tws-api/IBJts/source/JavaClient/target/classes

it should be this instead:

classPathUrl.2=/home/fordfrog/src/fordfrog/trader/ib-fast-trader3.git/tws-api/IBJts/source/JavaClient/build/classes

In Windows 7 when dragging Netbeans pane to rearrange them, the pane outline 
showing where it will be placed does not match the actual result of the move. 
For example because I have a wide screen I often work with two code editor 
windows/pane side by side. Starting with Netbeans 9 this placement has been 
very difficult to achieve because the window does not move to the outline shown 
when dragging the window.

 * Submodule #1 - The "common" module (beans & DAOs)
 * Submodule #2 - A console application to generate a JAR
 * Submodule #3 - A HTML5 project (contains a pom AND a packages.json) for the 
frontend of the app (Angular 7)
 * A simple console application project with a single main class to test code

All the projects are using Maven. Unfortunately this is a company project, so I 
can't give you the sources.

I tried to isolate an action that trigger the CPU overload, but I didn't 
succeeded. It happens sometimes when editing a file, or using the "refactor" 
feature, or even if the Netbeans window is not the active one. I will continue 
to analyze the error and post updates in the comments if I find something.
