TestIPC failures in Jenkins

Can someone with administrator access to the Jenkins VMs please take a look at the /etc/hosts configuration? TestIPC often fails in Jenkins runs due to a timeout in InetAddress.getLocalHost. Most likely a missing entry in /etc/hosts for the system hostname. e.g. https://builds.apache.org/job/PreC

Fair points, Jason. The fact that we include this in the compatibility guideline "should not" affect how developers go about this. We should still strive to annotate every new class we add, and reviewers should continue to check for them. However, in case we miss annotations, we won't be burdened
