Historically, the refresh rate supported is determined by the monitor. When LCDs first came out, they were limited to operating at 60 Hz. LCDs don't do the same kind of refresh that CRTs do, so it is less of an issue (in theory). I have seen LCDs that support higher refresh rates, but I am not
