2019-09 from the announced 0.16.0 to 0.16.1.
The new release is a service release containing only bug fixes. The release

I got the same error when I tried to use the p2 site in my Buckminster build
for Graphiti and was not able to get it working. In the end I also used the Git
repo directly; it seems this is the only way to make it work.

I just updated the Bugzilla. In short: we don't have a direct dependency to ICU
but get it through GEF. GEF already provided a fix for this and I'm working on
