You can also include bundles in your category.xml no need for a feature. I just wonder if not Orbit itself should contribute its latest release to simrel and thus participate in sim-rel process directly. That would mean I never need to add Orbit directly but can only depend on what is at the

If Tycho is used it is probably the easiest to enable https://www.eclipse.org/tycho/sitedocs/tycho-p2/tycho-p2-repository-plugin/assemble-repository-mojo.html#includeAllDependencies to get the best user experience and fulfill this requirement without any additional actions. Am 14.01.22 um
