I have this problem too, I tried to make an SE map rotation excluding
nuke_se. I believe it might have been due to sourcemod still using
mapcycle.txt to determine map rotations.
Change the maps in mapcycle.txt to match your mapgroup and see what happens.

Also i have casual servers with mg_allclassic, but server is working
only with de_ maps when mapgroup has cs_ maps too.
