How the Serbs
outfoxed NATO




NATO claims its aircraft destroyed 120 Serb armored vehicles and tons of
other military hardware during its recent Balkans bashing. But as reported
in this space last week, down in the Kosovo mud our grunts say, "It ain't
so."
Our warriors say it sure looks like NATO, after blowing a cool $4 billion on
bombs and missiles, didn't do the demo job as hyped. Pound for pound of
enemy gear destroyed, this is America's costliest war.

So how did the Serbs pull the wool over NATO's electronic eyes and foil the
most high-tech military force in history?

Simple. They used their imaginations and adapted tricks and deceptions
that've been around since long before the Trojan Horse rolled into Troy. And
our electronic spies in the sky and other high-tech gadgets, gadgeteers and
generals fell for it.

During the conflict, smart bombs and missiles costing from 50 grand to 2
million bucks repeatedly blew up decoy "tanks," "artillery pieces" and other
"targets" made of sticks and plastic, some of which included primitive heat
sources for faking out gold-plated thermal-image systems in NATO aircraft.

Our guys in Kosovo have found hundreds of imitation tanks, trucks, artillery
pieces, missiles and missile launchers, roads and even bridges, which NATO
aircraft and cruise missiles had "destroyed." "From up close they look like
junk, but from three miles up, they'd look like the real thing," says an
Army sergeant.

Real roads and bridges were painted to show "battle damage" to con NATO
satellites and reconnaissance aircraft into thinking they'd already been
knocked out.

Another trick used by the Yugoslav army was to set up dummy
mobile-air-defense missile units. Many of these were placed next to fake
bridges (made out of logs) and mock roads -- strips of black plastic
sheeting laid across open fields with "tanks" and other "military vehicles"
painted on them.

U.S. aircraft flying at 15,000 feet had a field day blowing up these "Serb
air defense units" and other dummy targets, while their spinners back at
NATO headquarters daily chanted to the world, "We are significantly
degrading their air defense and combat ability."

Serb commanders worked out that NATO did most of their reconnaissance during
the daytime, after which targets were laboriously picked by generals,
diplomats and horse-holders for presidents and prime ministers to approve,
then assigned to pilots who'd be tasked to zap them. So as soon as darkness
fell, Serb units scooted to new positions and began the mock-up game. One
Serb commanding officer said, "From the 300 projectiles which NATO has
fired, only four have hit something of substance."

Another Serb CO said his unit would fire at attacking NATO aircraft and then
quickly move his firing batteries, replacing them with dummies. "The time it
took NATO's photo-reconnaissance people to identify the point of fire ...
and return to bomb the mock-up was a minimum of 12 hours. So we knew when we
had to move our equipment -- every 12 hours," he said.

The same officer said that Serb army technicians had taken apart an
unexploded $1 million U.S. Tomahawk missile and figured out that its
targeting largely depended on a chip that guided the rocket by heat sources.
As a result, soldiers burned tires parallel to major roads and bridges. The
burning tires emitted more heat than the surface of the bridges themselves
and attracted the missiles away from the vital bridges.

Saddam Hussein used similar tricks during Desert Storm. His heat source was
a can with burning oil, set next to a plywood or rubber tank. An Iraqi
prisoner of war said he knew of one such "tank" that was "knocked out 10
times" by U.S. aircraft.

In February 1991, the Air Force reported they'd destroyed half of Iraq's
tanks. This news triggered Stormin' Norman's ground attack. U.S. units on
the ground later discovered that only 13 percent of the enemy tanks were
knocked out. Luckily, the Iraqis didn't have the stomach for a fight, or we
would've paid for this bad call in American blood

Fortunately, Milosevic's army bugged out before our ground force hit the
deck, or our generals would be relearning the hard way that an opposing army
cannot be defanged at 15,000 feet regardless of how smart the weapons and
how all-seeing the eyes in the sky.

male children, either naturally or otherwise?  What's wrong with female
children?

And what does homosexuality have to do with straight couples having
children of either sex?

But WHATEVER you are on about, I still don't see what that has to do with
the right of 2 consenting adults to do whatever they wish in the privacy
of their bedroom, without fear of being discriminated against and
possibly being beaten up and killed because of their sexual preference.

I do not think that external sex has to be taught at all!

Do you realize that you are responding to 2, possibly 3, different people
in your post?  You seem to have a problem being able to differentiate

There is a saying that if someone is so intent on gossiping to youthat when your
back is turned they will gossip about you.
Wonder what this guy does that is so intresting that the Doctor
it pumping him to tell by giving him these juicy tibits.

And the supposed doctor is violating Standard Practice if indeed he's
sharing such tidbits with a non-medical person not involved with the
case...and such gossip could result in the doctor having his license
revoked.

So I sincerely doubt such a person exists, other that in the original
poster's imagination...and if indeed this gossiping doctor IS a real
person, _I_ definitely wouldn't want to be treated by him, or anyone else
who would violate a patient's privacy in such a manner...

   IN I988 I WAS WORKING as a consultant at Specialty Labs in Santa Monica,
CA, setting up analytic routines for the Human Immunodeficiency Virus (HIV).
I knew a lot about setting up analytic routines for anything with nucleic
acids in it because I invented the Polymerase Chain Reaction. That's why
they hired me.

   Acquired Immune Deficiency Syndrome (AIDS), on the other hand, was
something I did not know a lot about. Thus, when I found myself writing a
report on our progress and goals for the project, sponsored by the National
Institutes of Health, I recognized that I did not know the scientific
reference to support a statement I had just written: "HIV is the probable
cause of AIDS."

   So I turned to the virologist at the next desk, a reliable and competent
fellow, and asked him for the reference. He said I didn't need one. I
disagreed. While it's true that certain scientific discoveries or techniques
are so well established that their sources are no longer referenced in the
contemporary literature, that didn't seem to be the case with the HIV/AIDS
connection. It was totally remarkable to me that the individual who had
discovered the cause of a deadly and as-yet-uncured disease would not be
continually referenced in the scientific papers until that disease was cured
and forgotten. But as I would soon learn, the name of that individual - who
would surely be Nobel material - was on the tip of no one's tongue.

   Of course, this simple reference had to be out there somewhere.
Otherwise, tens of thousands of public servants and esteemed scientists of
many callings, trying to solve the tragic deaths of a large number of
homosexual and/or intravenous (IV) drug-using men between the ages of
twenty-five and forty, would not have allowed their research to settle into
one narrow channel of investigation. Everyone wouldn't fish in the same pond
unless it was well established that all the other ponds were empty. There
had to be a published paper, or perhaps several of them, which taken
together indicated that HIV was the probable cause of AIDS. There just had
to be.

   I did computer searches, but came up with nothing. Of course, you can
miss something important in computer searches by not putting in just the
right key words. To be certain about a scientific issue, it's best to ask
other scientists directly. That's one thing that scientific conferences in
faraway places with nice beaches are for.

   I was going to a lot of meetings and conferences as part of my job. I got
in the habit of approaching anyone who gave a talk about AIDS and asking him
or her what reference I should quote for that increasingly problematic
statement, "HIV is the probable cause of AIDS."

   After ten or fifteen meetings over a couple years, I was getting pretty
upset when no one could cite the reference. I didn't like the ugly
conclusion that was forming in my mind: The entire campaign against a
disease increasingly regarded as a twentieth century Black Plague was based
on a hypothesis whose origins no one could recall. That defied both
scientific and common sense.

   Finally, I had an opportunity to question one of the giants in HIV and
AIDS research, DL Luc Montagnier of the Pasteur Institute, when he gave a
talk in San Diego. It would be the last time I would be able to ask my
little question without showing anger, and I figured Montagnier would know
the answer. So I asked him.

   With a look of condescending puzzlement, Montagnier said, "Why don't you
quote the report from the Centers for Disease Control? "

   I replied, "It doesn't really address the issue of whether or not HIV is
the probable cause of AIDS, does it?"

   "No," he admitted, no doubt wondering when I would just go away. He
looked for support to the little circle of people around him, but they were
all awaiting a more definitive response, like I was.

   "Why don't you quote the work on SIV [Simian Immunodeficiency Virus]?"
the good doctor offered.

   "I read that too, DL Montagnier," I responded. "What happened to those
monkeys didn't remind me of AIDS. Besides, that paper was just published
only a couple of months ago. I'm looking for the original paper where
somebody showed that HIV caused AIDS.

   This time, DL Montagnier's response was to walk quickly away to greet an
acquaintance across the room.

   Cut to the scene inside my car just a few years ago. I was driving from
Mendocino to San Diego. Like everyone else by now, I knew a lot more about
AIDS than I wanted to. But I still didn't know who had determined that it
was caused by HIV. Getting sleepy as I came over the San Bernardino
Mountains, I switched on the radio and tuned in a guy who was talking about
AIDS. His name was Peter Duesberg, and he was a prominent virologist at
Berkeley. I'd heard of him, but had never read his papers or heard him
speak. But I listened, now wide

I believe that it is so important that I have begun teaching my
children at home (and learning alongside them). My six-year-old speaks
Spanish fluently. My four-year-old can converse with our Polish
neighbor in Polish, and is also learning Spanish. I'm finding it much
harder to become fluent. I'm not leaving it to American schools [aka
Morons 'R' Us] to educate my children. As my husband says "My honor
student hired and fired your bully."

Hey Tenorlove...good for you!! Far better to know 2 languages than one...
Noam Chomsky has written that our ability to learn new languages is at its
peak in early childhood when the "language center" of the brain is still
growing (hence the ability we have at an early age to learn the language of
our parents) and that our ability to learn new languages diminishes with
age...not that it's impossible, clearly it's not (though it may seem to be).

overcrowded housing.  In reality there is little material poverty in the
U.S. in the sense generally understood by the public."

Reality

In 1995, the poverty line for a single person was $7,470; for a family of
3, $12,590; for a family of 4, $15,150. 3

When asked by a Gallup poll in 1989 what amount of income they would use
as a poverty line for a family of 4 in their community, the average
person's response waws 24% higher than the official poverty line in that
year. 4

Myth

"The poor in this country are the biggest piglets at the mother pig and
her nipples...They're the ones who get all the benefits in this country.
They're the ones that are always pandered to."   Rush Limbaugh, radio
 talk show host  5

Reality

The affluent get more from the government than the poor.

In 1992, the government spent $464 billion on entitlements that people
receive regardless of their income level, such as Social Security,
Medicare, veterans' pensions and retirement, and unemployment insurance.
That's about ten times more than was spent on AFDC and Food Stamps in the
same year.  6

In 1994, 29% of families with income of $150,000 or more received
government benefits averaging more than $16,000 through programs such as
Social Security.  Families with incomes of less than $10,000, in contrast,
received benefits averaging less than $8,000." 7


Aid to Dependent Corporations

Myth

"Corporate welfare is anti-business as well as anti-taxpayer."

Reality
  Despite criticism, corporate welfare has resisted reform, enjoying
enormous support from special interest groups and powerful businesses.

The federal government doles out $85 billion yearly in direct subsidy
programs to private business, a sum that amounts to about a third of the
annual federal budget deficit. 9

The total cost of bailing out failed savings and loan associations over a
period of 10 years has been estimated at least $200 billion. 10

In 1992, susbsidies to agriculture amounted to $29 billion, more than was
spent on AFDC.  11

Corporations are getting more and more tax breaks.

The Office of OMB estimates the cost of tax breaks to corporations and
wealthy individuals in $440 billion, more than SEVENTEEN times combined
state and federal spending on AFDC. 12

Today, federal taxes paid by corporations average only about 24% of
profits, compared with about 45% in the 1950s. 13

As a result, corporations now account for a smaller share of tax revenues,
leaving individual taxpayers to make up the difference.  In 1995,
corporate taxes amounted to only 10% of total federal tax revenue compared
with 23% in 1960.  14

Myth

"The poorest people in America are better off than the mainstream families
of Europe."  Rush Limbaugh  15

Reality

The main reason for lower poverty rates in Europe is simple: Their tax and
transfer programs work better than ours.

The US devotes a smaller percentage of its GDP to social expenditures than
France, Sweden, the UK, or Germany.  16

They also provide much more support for parents than the US does, in the
form of family allowances, publicly subsidized child care, and paid family
leaves from work. 17

 For those of you unfamiliar with this, below is a brief synopsis
 followed by an analysis.

 G. Russbacher, "the October Surprise Pilot", Templar, Austrian
 Royal, godson of Kurt Waldheim-- his ex-wife Rayelan--assert the
 following based on bona fide sources in places of power:

 The world intelligence community is fragmented along three lines:

 * Those working for the goal of a monolithic, top-down
 "New World Order"; an end to personal  national sovereignty,
 with central global institutions under elite control (Faction 1)

 * Those working for a return to Constitutional rule in the U.S.,
 and a return to a form of "constitutional monarchy" throughout
 Europe: originally/mainly continental European royals and nobles,
 their leadership now hides within U.S. Naval Intelligence.
 (Faction 2)

 * Rogue agents who follow their own inner voice, and who now
 apparently have control of the funding of all black budget
 projects world wide--and are therefore able to force desired
 compromises between the other two factions.

 While I do not doubt the Russbacher's sincerity, nor even necessarily
 the "good intentions" of their sources, there is usually a much
 deeper game to these intrigues tahn even many of the conspirators
 see.

 Given the usual divide and conquer antics of esoteric/conspiratorial
 agitators, I would not be suprised if the following scenario
 ended up being played out:

 Everyone knows the theory of the "Zionist" conspiracy; many explain
 NWO mainly in these terms. We know the tendency of Europe to slip
 into totalitarian rule; they would certainly more vulnerable to it
 if monarchy were to return, even under the banner of "constitutionalism"
 (that held Fascism back for about a century
 here--halve that, then halve it twice more for Europe).

 It is therefore an illustrious possiblility that a neo-Fascist,
 neo-Roman ("Aryan" alien backed?) federation of (10) kings, allied with a
 re-interpreted "Christanity" might portray itself as the savior of mankind
 from an evil Jew/Banker/Illuminati(/Reptilian?)attempt
 at world domination: thesis + antithesis=synthesis.

 It is at least equally likely that the same power (not even
 necessarily human) sits behind both "factions", and that "Faction
 1" may "out" itself as "the Beast" via a promulgated apocalyptic
 scenario--complete with an Antichrist (Maitreya?), demons (posing
 as aliens, posing as demons), and an "Armageddon" crisis in the
 mideast.

 "Faction 2", continental royalty, probably menaing those claiming
 descent from Jesus  the House of David, could "solve" the
 mideast problem by claiming Jerusalem, destroy that Masonic/Illuminist
 stronghold, the U.S. (while portraying itself as the savior of the
 PEOPLE?), and the regional holdouts of "Zionist"-promoted
 toatlitarianism, Russia  China (see Daniel 12).

 After all the Protocols of Sion (not a "Jew" conspiracy, but a
 bunch of Christian super-Catholic hermeticists of supposed
 Jewish descent--please, level no charges of anti-Semitism),
 in protocol 3, state that the final phase of the operation
 before the coming global king is to engender dissatisfaction
 with ALL established authority, including that of the (NWO) elite.

 Jus one man's speculations, of course...

Myth

"If working steadily at any job is enough to avoid poverty in the great
majority of cases, then features of the economy become largely irrelevant
to poverty or dependency.  Motivation is inevitably more at issue than
opportunity."  Lawrence Mead, political scientist


Reality

Working steadily at a job is NOT enough to avoid poverty.


In 1994, an individual working full time at the minmum wage earned $8,840
a year.  The EITC could add as much as $2,528, for a total of $11,368.
The poverty line for a family of 3 in that year was $11,817.

The percentage of workers who earn poverty level wages and receive few or
no benefits has increased in recent years.

In 1993, 27% of all workers earned less than the amount needed to keep a
family of 4 above the poverty level, compared with 24% in 1973.
Government programs intended to help workers displaced from their jobs,
were cut back in the 1980s.

Myth--

"What happened in the 1980s--prosperity at home, strength abroad--directly
contradicts every liberal shibboleth."  Rush Limbaugh

Reality

Most families have experienced increased economic stress during the 1980s
and 1990s.

Facts:

Both average hourly wages and median weekly earnings are lower now in
terms of real purchasing power than they were in the 1970s.

Real wages have declined most dramatically for those without a college
degree.

Only those families who were able to send another person, usually a wife
and mother, into paid employment have been able to increase their total
income.  THey did so at the expense of time previously devoted to family
labor, including child care.

The threat of job loss has increased, even among older, better-educated
and highly paid workers.

Downsizing, layoffs and general restructuring increased the likelihood of
an unexpected decline in earnings, especially among lower income workers.

Only the richest Americans are paying lower taxes than they were in the
1970s.

The tax rate on the rich has declined at the expense of ordinary working
people.Tax cuts implemented in 1978 and 1981 on the richest 1? lowered tax
revenues.  If 1977 tax rates had been in effect in 1992, the government
would have enjoyed an additional 164 billion dollars--84billion in
additional direct revenues and 80 billion inreduced interest on debt.

Inequality inwealth in the US is at its worst point since the 1920s.  The
richest 20 percent of all households held nearly 85% of the US household
wealth in 1989.

The top 20 percent of wealth holders received 99% of the total gain in
marketable wealth between 1983 and 1989.  The top one percent alone
garnered about 62 percent.

Wealth is now more unequally distributed in the US than in other developed
countries, including Great Britain.


In other words, during the Reagan-Bush-Clinton years, the United States
has been converted into a nation of haves and have-nots...  If these
dynamics are not reversed, in a few short years, the US will begin to look
like a developing country, if it doesn't already, for those of youw ho
have visited some of our inner cities

In 1948 the UN partitioned Palestine. The Palestinians rejected
partition because they thought they could drive the Jews into the sea.
They gambled and lost. You pay your nickel, you take your chances.

Today's " Peace Plan " is an NWO generated blueprint for destruction.
They want to set up a trade zone like NAFTA for the Mid East. The
Barak government is a US puppet regime which James Carville helped
bring about. The Labor elite are NWO. Netanyahu was a nationalist.
The US State Department could not control him. The US interfered in
another country's sovereign election to further NWO interests.

The " peace plan " CAN NOT WORK!!! Tribalism, not Globalism, is the
active ingredient here. Religious dominance is also a major factor.
But the absolute bottom line reason that there can't be a sustained
Israeli/ Palestinian peace, is that the ecology of the region CAN NOT
SUPPORT BOTH POPULATIONS.

If the Palestinians get their state, they have every right to expect
their people to return from their diaspora. The State will be situated
over the only viable ( but dwindling ) fresh water aquifer left in that
region. An increased population will require economic development which
will require more water for light industries and agriculture, as well
as more water for the new arrivals. Development will also bring
pollution.

Who will control the water?

What will happen when there will come a serious drought and there isn't
enough water to go around to sustain Israel, Palestine, and Jordan.
Jordan is already out of water and barely hanging on.

A Palestinian state in that geographic spot will put its inhabitants on
a path to destruction. A sovereign entity controls its own resources.
Jordan
and Israel will not allow them to control the water.

All the players will sorely regret this " peace " in the end.

THE black hole of the California prison system) how current could his
information have been??

The FBI's selectively leaked documents only tell HALF the story, but the
media seems happy to repeat that half story parrot-style, all over the place.
No doubt what the FBI wanted.

Belgian establishment accused of closing ranks to block

Belgium is being convulsed by new revelations  in the paedophile
scandal that rocked the country more than two
years ago and shook the   state to its foundations.

Anguish over the abduction and death of girls   as young as
eight at the hands of a convicted
sex offender, Marc Dutroux, together with
persistent allegations of official cover-ups,
has been revived by an announcement that the   chief investigating
magistrate in the case wants to reopen medical
evidence of sexual   assault on the children.
And, in further disclosures which Belgium is
doing its best to ignore, a book by the highly
respected chairman of a parliamentary inquiry   into
the case claims that his commission's   findings were
muzzled by political and
judicial leaders to prevent details emerging of
complicity in the crimes.
The revelations, just seven weeks before a
general election, could sink the chances of
the prime minister, Jean-Luc Dehaene, whose government has been
severely damaged by the scandal that made Belgium a byword for
horror   and incompetence in 1996.
The parents of the two girls have reacted with   outrage to
the news that, 2 years on, the
magistrate, Jacques Langlois, wants to reopen the
autopsy specifically to see whether
Melissa Russo and Julie Lejeune were sexually   assaulted.
The families, who have faced a nightmarish four
years since their children disappeared, and will
have to wait another two years before   Mr Dutroux is tried,
have experienced scarcely credible official callousness
during their   ordeal.
On top of police scepticism when they
originally reported that their children had
vanished, and an incompetent police inquiry to trace
them, the parents were even confronted   by the
original postmortems' gynaecological revelations
of assault during a live
television appearance after the bodies were
found.
Although Mr Langlois has said he does not want to open the
children's graves, he has referred the original
postmortem findings by three   Belgian
pathologists to a French expert, Michel
Durignon, for medical review.
For us it is a confirmation that the inquiry
is being mishandled,' said Gino Russo,
Melissa's father. 'We had our doubts but this
confirms them. What on earth is there left to
believe in in Belgium?'
The children received what amounted almost to
a state funeral in August 1996 after their
  bodies were found buried in Mr Dutroux's back garden
in Charleroi. They had disappeared 14   months before, and had
apparently starved to   death, locked in a cell in Mr
Dutroux's
basement, while he served a three-month prison sentence for
another crime.
The bodies of two teenage girls were also found
buried in the garden, with that of
Bernard Weinstein, an associate with whom he had fallen
out.
Two other teenage girls were found alive in   the
basement cell after the police, who had
previously searched the property three times without
noticing it, finally broke into the
house.
Although there is plenty of evidence that Mr   Dutroux
kidnapped the children, allowed them to die and then
buried them, Mr Langlois now apparently wants to
establish whether he also sexually assaulted them and,
if not, whether anyone else did during his
absence in prison.
Some psychologists' reports have cast doubts   about
whether Mr Dutroux is a sexual abuser of   girls.
Belgians have long been suspicious of an   official
cover-up of his activities, partly
because of the sheer ineptitude of the police investigation and
because he was released

early after a previous conviction for sex
offences. In a hidebound and bureaucratic country with one of the
biggest black economies in Europe suspicions and conspiracy theories
flourish - in this case that Mr Dutroux either received
  protection or that senior figures used his
services.
One of the rescued girls, Sabine Dardenne, 12,   who was
locked up in the cell for three
months, told police of being taken to a
'beautiful white house' by Mr Dutroux and
  being sexually assaulted.
A parliamentary inquiry in 1997 stilled some
criticism by stating it had found no evidence of
high-up involvement, but that is being called
into direct question by its former
  chairman.
Marc Verwilghen, the Flemish parliamentarian   who became the
most popular politician in the country after leading the
inquiry, claims in a book that the Belgian

Today's Lesson From A Critique of Religion and Philosophy

   Most men are born into their religion and accept it without
investigation. A study of other religions is generally considered irrelevant,
and a knowledge of
   one's own is rare. Most people know what they like without knowing
what they like.

   One picks and chooses, discounts some parts of the tradition, and
emphasizes others. But all this is usually done erratically and rather
irresponsibly.

   One inherits a religion like a house and makes some slight changes to
make it more comfortable. One keeps some old beliefs as one keeps old
pictures to
   which one is used from childhood: one does not really like them but
they seem to belong there; one is hardly conscious of them, but if they were
removed
   the house would no longer be our childhood home. But one also
believes, if only a little, without being at all sure in one's own mind what
these beliefs
   might mean. At that point irresponsibility begins: a belief that is
believed, even if only half, is no longer a picture, and it compromises
honesty if we
   treat it like a picture.

   We are responsible for our beliefs. We are also responsible for our
loyalties, even if they do not involve us in beliefs. Adherence to a religion
may be the
   choice of a vehicle for living, the acceptance of a tradition and a
way of life. But men who have left a lasting imprint on their religion are
rare indeed,
   and even they were usually more influenced by the tradition than they
influenced it. In general, the great religions have molded man; and after his
   childhood is over, a man is responsible for what he allows to mold
him.

   Russian Spies Penetrate NATO's Eastern
Front

  Files for
blackmailing politicians

  POLISH counter-intelligence has arrested three army officers on
charges of spying for Russia, as evidence grows that Moscow has established
  networks of agents on Nato's newly-created eastern front.

  Reports in Warsaw suggest all three were colonels in military
counter-intelligence, the nerve centre of Poland's armed forces. They were
unmasked
  by a Russian double agent "bought" by Polish intelligence.

  The arrests were made in the past two weeks, even though the Polish
authorities were first informed of the officers' alleged spying activities in
the
  early 1990s. The officers were left to continue in their jobs, but
were moved to less sensitive posts. Polish newspapers suggested that
intelligence
  chiefs postponed the arrests to protect the identity of their
Russian source.

  The military and the government have played down the significance
of the incident - the Prime Minister, Jerzy Buzek, last week claimed that two
of
  those detained had retired, while the third held no post with
access to important information - but public accusations of spying will
deepen Poland's
  longstanding enmity with Russia, still smarting from the expansion
of Nato into its former client states four months ago.

  But a different story was emerging elsewhere. A
counter-intelligence officer said he was shocked by what the officers were
alleged to have handed
  to Russia. He said: "It appears they would pass on everything they
knew, without hesitation." The chairman of parliament's secret service
  committee described two of the arrested men as key officers with
access to top-secret papers.

  The scandal is the most serious since communism's collapse 10 years
ago. Although there have been many accusations of treason in Poland, few
  spies have been caught. Jozef Oleksy resigned as prime minister
three years ago after an "imprudent" friendship with a KGB agent, but was
never
  prosecuted.

  Until the current case, the worst proved incident was when Polish
agents swooped on Major Marek Zielenski, a secret policeman, as he handed
  papers to a Russian military attaché in 1993. He was sentenced to
nine years.

  According to government spokesmen, the officers worked for the
Soviet Union until its collapse after the 1991 coup and then, without pause,
for
  Boris Yeltsin's new Russian state. All three were commissioned
during the communist era and were said to be motivated by pro-Russian
sentiment.

  They are untypical. Most Poles remain anti-Russian, pro-Western
sentiment is strong and intelligence ties are close. One of America's
greatest spies
  was the Polish Colonel Ryszard Kuklinski, who passed 300,000
classified documents to the CIA in the 1970s.

  The National Institute of Health released the results of a
controversial new study today, one that links the drug marijuana
to sitting around and getting high. The study, a comprehensive
five-year survey of drug use among Americans, also suggests a
possible connection between marijuana and getting baked off your
ass.

  "We have found that where there's marijuana," explained
Institute spokesperson Roger Krell, "there's also a good chance
of finding stoners on a couch passing around a bong." Krell added
that in such situations, "There is also a strong likelihood of
finding incense, a TV, and some chips, usually Ruffles."

  Krell would neither confirm nor deny the alleged link
between marijuana and Pink Floyd's The Wall. He would confirm,
however, that the album rules. "There is some seriously fucked-up
shit on that album," he said. "Especially side two. Mother do you
think they'll drop the bomb..."

  Marijuana, or "pot," as it is called on the street, is a
harmless drug that helps you relax and feel mellow. Its only
known side-effects are occasional uncontrollable laughter and
mild hunger, or "the munchies."

  Not everyone agrees with the survey's findings. "Getting
high is the least of marijuana's uses," said Matt Henner,
President of Hemp For Victory and a total pothead. "The ancient
Egyptians used hemp to build the pyramids. In the 1930s, the WPA
used it to construct bridges and dams. Today it is used for
medicine and as a non-polluting alternative to gasoline." Henner
then admitted he was "wasted beyond belief."

  According to experts, drug use among 15-24 year olds is
cool. "That's really the cool age to do drugs," said U.S. Drug
Czar Bertrand Seaver. "When you're young, that's the thing to do.
In fact, studies show that teenagers who smoke pot are far more
likely to be accepted by the in-crowd."

  While drug use among young people is cool, experts say
older people who still do drugs are losers. "A young person who
does drugs is healthy and normal," said Harvard sociologist Beth
Henterpen. "But if a guy's like 45, and he's still getting high,
it's like, 'Get a life!'"

  Marijuana also has been proven to have the wonderful
side-effect of enhanced sexual sensations, enabling some users to
achieve transcendental states of erotic bliss. The study found
that this link, however, was severely limited in many subjects
because they had, due to sitting around all the time, never
actually met members of the opposite sex. "But if they did," said
Krell, "then it'd be amazing."

  So far, the study has met with formal protest by only two
groups. The Alabama-based Center for the Christian Family,
claimed the findings to be terribly inaccurate, noting
marijuana's ability to "make users think they can fly and jump
out of buildings, like on Quincy, as well as its tendency to
induce demon possession, homicidal rampages, and homosexuality."

  Another group to object to the study was California rapping
group Cypress Hill. "Marijuana's not linked to sitting around,
man... It's linked to cruising the Barrio with a 40 and a 12
gauge, blowing pendejos away," said group member DJ Muggs. "Hand
onna pump, puffin' on a blunt... la la la la laaa..."

 When you look even further the bankers control the Corporations with
their money.  Convert the Federal Reserve from a private institution to a
bank for the United States and the Corporations will be put in their place
sice they no longer will have an endless supply of money.  Then, make it
illegal for lawyers to hold office and any President, congressperson,
Governor, Mayor, or cleck in the government that takes a bribe will go to
jail for the rest of their lives, lobbyists included.
 Then, if you really want to overcome poverty ... when a corporation is
loaned money from the US bank ... the shares will go to the workers, not the
worthless managers, CEO's and nonworking pukes that steal money from those
who do work. Soon there will not be any poverty for those willing to work.
Lastly, eliominate the IRS and have a flat 10% sales tax on everything and
government can use that money to run government, thereby limiting the power
of government (no deficeit spending allowed).

POVERTY, not welfare, gets transmitted from generation to generation.

Women who grow up on welfare are more likely to receive welfare than other
women.  But that doesn't mean that welfare CAUSES intergenerational
dependence.  Children who grow up in poor families are more likely than
others to be poor, just as children who grow up in rich families are more
likely than others to be rich. 2

A family's income level is a good predictor of how well its children will
be educated.

Adult sons have a 60% chance of having approximately the same income as
their fathers. 3

Public school quality, largely determined by educational expenditures per
student, is strongly influenced by the size of the local tax base.
Wealthy communities generally have better schools than poor ones.

religions - there'd be no Mormons, Moslems, Methodists,
we'd all be pantheists.  Fact: when conquerors sweep into
a region, they usually bring their belief systems along
with them, forcibly changing the thought patterns of
the conquered into their paradigm, their Dominant Heresy.
The various Xian, Moslem, Hindu, Communist sects are

U.S. To Send Envoy to Cuba

WASHINGTON (AP) - The Clinton administration has given the U.S. Chamber of
Commerce approval to send its president, Tom Donahue, to Cuba this week to
promote private enterprise, the White House said Sunday.

The Donahue delegation will include Craig Fuller, chief of staff when George
Bush was vice president, Time magazine reported.

P.J. Crowley, a spokesman for the National Security Council, said a license
for the trip was issued by the Treasury Department's Office of Foreign
Assets Control, which ruled the visit a ``people-to-people'' exchange and
not an effort to support the government of Cuban President Fidel Castro.

``It is a private initiative that is consistent with the president's policy
of finding ways to help the Cuban people while continuing to isolate the
Castro regime,'' Crowley said.

As head of the Chamber of Commerce, Donahue has opposed U.S. trade sanctions
against any country, including Cuba.

He is described as seeking contact with Cuban entrepreneurs and laying the
foundation for an independent Chamber of Commerce in Havana, the Cuban
capital, according to the magazine report.

WASHINGTON (AP) - The Clinton administration is sending officials to Beijing
to discuss payments for 20 people injured and families of three killed in
the mistaken U.S. bombing of the Chinese Embassy in Belgrade, Yugoslavia.

The State Department said Saturday that Undersecretary of State Thomas
Pickering ``conveyed our willingness to provide a humanitarian payment''
when he visited Beijing last month to apologize for the ``awful tragedy'' of
the May 7 bombing.

Department legal adviser David Andrews will head the delegation going to the
Chinese capital this coming week, the department said. In addition to
following up on the offer of payments, it said in a statement, Andrews'
group will ``discuss issues related to property damage.''

The administration contends a series of errors, including erroneous CIA maps
pinpointing the embassy as a Yugoslav government building, led to the
mistaken attack during NATO's air campaign to drive Yugoslav forces out of

FBI Investigated King's Successor
By DAVID PACE Associated Press Writer

WASHINGTON (AP) - Within a month of the assassination of Martin Luther King
Jr., the FBI began investigating King's successor, looking for the same type
of ``immoral activities'' the bureau had tried to use to discredit King,
newly released FBI files show.

The files, obtained by The Associated Press through the Freedom of
Information Act, include an April 22, 1968, memo from FBI headquarters
ordering an investigation of the Rev. Ralph David Abernathy. He had been
King's right-hand man since the two led the Montgomery, Ala., bus boycott in
1955 that launched the civil rights movement. Abernathy died in 1990.

The memo asked the Atlanta FBI office to search its files for ``background
information'' on Abernathy and to begin following all his activities
``through established informants and sources.'' The investigation continued
until 1974.

FBI spokesman Tron W. Brekke said the Abernathy files ``should be viewed in
their historical context and should in no way infer that the FBI currently
initiates investigations utilizing the standards of that era.''

Before King's April 4, 1968, assassination, the FBI had used wiretaps to
gather detailed information about his private life and extramarital affairs
and had leaked it to reporters and government officials in attempts to
discredit him.

The FBI files on Abernathy - previously released only to an attorney for
James Earl Ray, the man who pleaded guilty to killing King - suggest the FBI
under former Director J. Edgar Hoover hoped to use similar information to
discredit Abernathy after he became president of the Southern Christian
Leadership Conference.

``Little information has been developed regarding promiscuous activity on
the part of Abernathy,'' the Atlanta FBI office told headquarters in an
April 29, 1968, memo responding to what Atlanta called ``the bureau's recent
request for information dealing with immoral activities on the part of''
Abernathy.

Atlanta noted that FBI headquarters in 1964 had been sent transcripts from a
1958 Alabama court case in which a woman accused Abernathy of having
``normal and abnormal sexual relations'' with her when she was 15. It also
noted that Abernathy had contact with a woman in San Francisco in 1965
``that suggested a degree of affection between them.''

``Our limited knowledge of Ralph Abernathy suggests he might have had some
extramarital experiences,'' the Atlanta office concluded. ``It by no means
supports the conclusion his experience has been extensive or may be
continuing.''

A month later, Hoover had the Washington, D.C., field office checking out
allegations that Abernathy was ``involved in illicit relations with white
women'' and had been ``beaten by five Negroes who surprised him in bed with
a white woman.''

The Washington office reported back that three confidential sources, as well
as the local police department and the U.S. Park Police, had been unable to
confirm any aspect of the allegation. The FBI files do not provide the
source of the allegation.

The FBI files, heavily censored to remove information considered by the FBI
to infringe on the privacy rights of others, include several instances in
which the bureau used sexual information in an attempt to undermine
Abernathy.

In November 1968, FBI headquarters approved sending a detailed report on the
woman's testimony from the 1958 Alabama Court case to church officials in
Pittsburgh, where Abernathy was scheduled to speak.

In 1970, Vice President Spiro Agnew called Hoover to complain about
Abernathy's ``inflammatory pronouncements.'' Hoover wrote that Agnew ``said
he thought he was going to have to start destroying Abernathy's credibility
so anything I can give him would be appreciated.''

The next day, the FBI sent Agnew a report that included ``militant
statements'' by Abernathy, as well as ``information about sexual immorality,
Abernathy's luxurious accommodations during the Poor People's Campaign and
his support of the Black Panther party.''

Abernathy had complained in 1975, when the FBI's attempts to discredit King
were fully disclosed by a Senate investigation, that he had been
investigated by the FBI far more than King.

His FBI files, however, do not bear that out. While the bureau released
1,169 pages of Abernathy files, its preassassination file on King includes
some 16,000 pages. There also is no evidence in the files that Abernathy
ever was the target of an FBI wiretap.

Abernathy was ostracized by many prominent civil rights leaders shortly
before his death because he wrote in his 1989 autobiography that King had a
weakness for women and that on the night before he was killed, he had sexual
encounters with two women and fought with a third.

FBI Reaching out to Militia Groups

DEW, Texas (AP) - Born out of the destruction of the Alfred P. Murrah
Federal Building in Oklahoma City, a little-noticed program has made strange
bedfellows of FBI agents and militia members.

On the orders of FBI Director Louis Freeh and Attorney General Janet Reno,
agents in the 56 FBI field offices around the country have been finding ways
to reach out to members of militia groups in their local areas.

The program, established just weeks after the April 19, 1995, bombing that
killed 168 people, has been an open secret with positive consequences for
the nation's top police agency and the militia movement.

``I think you're seeing it throughout the communities, law enforcement
trying to reach out and say, 'We're human beings, too,''' said FBI spokesman
Bill Crowley, who is an agent in the Pittsburgh, Pa., office. ``The idea
we're pushing is that it's not a crime to be a member of the militia, or to
be an FBI agent, for that matter.''

The FBI has been pleased that many members of the nation's militias are in
agreement.

``They are our FBI. We needed to get a face on them,'' said Raymond Smith, a
commander with the Texas Freedom Fighters and a member of the National
Militia Advisory Board. ``Our government can't be our enemy. If it is, we're
in trouble.''

The outreach program takes many forms.

In Texas, several meetings have taken place in hinterland burgs like Dew, a
community of 71 people located some 100 miles south of Dallas.

Crowley said the No. 2 agent in the Pittsburgh office, which includes the
militia hotbed of West Virginia in its territory, was a guest on a shortwave
radio show highlighting militia topics.

In early 1996, the head of the FBI's Kansas City office spoke to about 100
members of the Missouri 51st Militia at the group's annual meeting.

The meetings give militia members a chance to meet people like FBI Special
Agent-in-Charge Danny Defenbaugh, who has been the subject of dozens of
Internet newsgroups because of his role in leading the Oklahoma City bombing
investigation.

The sit-downs also help the FBI set the record straight on its motives. Last
year, Defenbaugh requested a meeting in Dew to dispel rumors that he was
charged with disbanding the groups.

``They get to realize you have integrity, and that you're a human being,''
said Defenbaugh, who heads the FBI's Dallas office.

The militia movement aims to protect Constitutional rights and provide for
the nation's defense in times of war or emergency. Generally, the groups
believe in state's rights and a limited federal government.

The FBI and some militia groups are at loggerheads largely because of a 1992
incident at Ruby Ridge, Idaho, and the 1993 Waco standoff with the Branch
Davidians that ended with the death of about 80 people.

At Ruby Ridge, an FBI sniper shot and killed the unarmed wife of white
separatist Randy Weaver, the day after Weaver's 14-year-old son and a deputy
U.S. marshal were killed in a firefight.

Smith and other like-minded militia members said they believe they are
fighting the same enemy as the FBI: people who want to undermine the
Constitution and the American way of life.

``What we believe and what they think are not that far different,'' said
Lynn Van Huizen, a commander with the Michigan Militia Corps-Wolverines.
``We're all concerned Americans. We all have to raise our kids here.''

Federal agents and militia members say the outreach program helps
distinguish true Constitutional militia members from hate groups and changes
the public perception that militias are ``anti-government.''

``Christian Identity groups, Ku Klux Klan, Nazi groups, they claim to be a
militia. The media gets a hold of it, and that group is a militia,'' Smith
said. ``Once you break the law, you are no longer militia. We don't want
Americans killing Americans.''

'Mystery' Of Bomber Crash May Soon Be Solved
PITTSBURGH (Reuters) - Mystery buffs should prepare themselves for a letdown
if a warplane said to be carrying everything from nerve gas to a nuclear
bomb is pulled from the Monongahela River this summer, a researcher said
Friday.

``As far as secret cargo, we're going to find absolutely nothing,''
predicted Robert Shema, an aquatic biologist involved in the
search-and-recovery mission for a B-25 bomber that plunged into the river
Jan. 31, 1956.

``It was simply an accident -- this plane ran out of gas,'' he said.

Occurring at the height of the Cold War in a region surrounded by missile
bases, the crash become one of Pittsburgh's most beloved and enduring
mysteries.

Stories circulated that the plane was transporting
billionaire-turned-recluse Howard Hughes, nerve gas, or a nuclear bomb.

Some even insisted the U.S. military, concerned about the plane's secret
cargo, pulled the plane to the surface in the dead of night, dismantled it
and shipped the parts down the river on barges.

``At that time we were really at odds with the Soviet Union and there was a
lot of suspicion surrounding military activity,'' said Betty Arenth, senior
vice president of the Sen. John Heinz Pittsburgh Regional History Center,
which is planning an exhibit on the bomber.

``The disappearance of that plane really fueled people's worries and
concerns.''

Shema said extensive research on the accident has shown the plane carried
nothing more than a crew of six on a flight from Michigan to Olmstead Air
Force Base in Harrisburg, Pennsylvania.

Two crew members drowned and four survived.

Shema and five other researchers say they think they have located the plane
under 20 feet (6 meters) of water and a pile of muck and silt.

The recovery effort is set to start this month, with the group using
electronic equipment to pinpoint the plane's remaining parts and divers or
recovery equipment to bring them to the surface.

people of about 200-300 years earlier.

Even though history written by that circa's ruler's paid
historians (as well as these rulers's official art, architecture,
poetry, literature, theatre, music, etc., etc.) invariable claim
their conquered people to have the same cultural and religious
beliefs as their current rulers ... it is OBVIOUS WITH EVEN A
CASUAL LOOK (i.e., at the peasant grave's dressing, preparation,
artifacts, orientation of the bodies, how children were burried
touching or in the arms of parents, etc., etc., etc., ALL SHOW
WITHOUT A DOUBT) that the people NEVER CHANGED, not in THOUSANDS
OF YEARS (dozens of dyanasties).

And remember, the people buried in the castle's court were THE
MOST LOYAL of that dynasty's.  IF ANY OF THE CONQUERED PEOPLE
would have been demonstrably practicing the cultures and
religious beliefs of their rulers (as most official historical
accounts would suggest), it would have been these that were
buried WITHIN SIGHT OF WINDOWS OF THE CASTLE ITSELF that would
have demonstrated such (i.e., the kings, rulers, etc., KNEW FULL
WELL/ALLOWED THEIR PEASANTS TO KEEP THEIR CULTURE/RELIGIONS...HAD
TO!).

Though we have some of the best medical facilities in the world, many
people lack access to them.  Infant mortality rates are lower in 21 other
countries, including Canada, Germany, and Japan.  Infant mortality rates
are higher among African American children than in 40 other nations,
including Sri Lanka, Malaysia, and Cuba.  (3)

The number of Americans who lack health insurance is growing.  In 1993,
17% of the population under age 65 lacked health insurance, up from 13% in
1980. (4)

Many low income families cannot afford health insurance.  In 1993, 35% of
all Americans under age 65 with family incomes of less than $16,000 lacked
health insurance, compared with 5% for those with family incomes of
$50,000 or more. (5)

More and more employers are reducing health benefits for their employees.

Racial and ethnic inequalities in health insurance access are large.
Among people under age 65, 34% of all Latinos and 23% of all
African-Americans lacked health insurance, compared with 16% of all

Individuals without health care insurance are often unable to obtain
adequate medical care.  Although Medicare covers all people age 65 and
over, Meicaid provides assistance for only about half of the poor. (8)

In 1991, uninusred patients had death rates significantly higher than

LONDON - A secret protocol has been found documenting that Britain,
France and the Israelis agreed to fabricate an excuse to bomb Egypt
in the 1956 Suez crisis, London's Times newspaper said Thursday. The
secret agreement, known as the Sevres Protocol because it was signed
at Sevres near Paris, was discovered in the Negev Desert by the makers
of a BBC documentary on the Suez crisis. A British copy of the protocol
was ordered destroyed by British Prime Minister Anthony Eden, the
newspaper said, and a French copy by that government. The Israeli copy
that has survived was signed by then-prime minister, David Ben-Gurion.

Under the scheme, the Israelis attacked Egyptian positions near the Suez
Canal, then Britain and France called on Egyptian President Gamal Abdel
Nasser to allow their forces into the area to ensure safe passage for
ships. Given the Egyptian leader's strong nationalism, France and

WASHINGTON -- Evidence strongly suggests that the 16th Amendment, which
establishes the income tax, was not approved properly as required by the
Constitution and was fraudulently ratified.
"If this evidence is true, the income tax is the greatest hoax ever
perpetrated on the American people," says Robert L. Schulz.

Schulz is head of We the People Foundation for Constitutional Education,
Inc., a New York state-based organization that hosted a symposium in
Washington last week on the topic, "Are the Income and Social Security Taxes
Legal?" The foundation twice sent registered letters to President Clinton,
Senate President Pro Tempore Trent Lott, and House Speaker Dennis Hastert,
as well as the Internal Revenue Service, asking them to send representatives
to the symposium who could explain the government's case for the legality of
the income tax. They received no response, much less a speaker, but part of
the conference was covered by C-SPAN and that resulted in hundreds of
friendly responses from viewers.

A key speaker at the symposium was William J. Benson, author of a two-volume
investigative report on the ratification of the 16th Amendment entitled "The
Law That Never Was."

Benson was a special agent with the Illinois Department of Revenue for 10
years. He was fired after uncovering evidence of corruption in the agency.
It took more than six years to get his case into a federal court, but the
jury awarded him "a large amount," he says, for violations of his First
Amendment rights.

What followed his victory is an even more amazing story. Benson delved into
the history of the federal income tax -- the granddaddy of the state income
taxes -- and became suspicious. He noted irregularities in the ratification
of the 16th Amendment and pressed on in his research.

That research took him to the archives in the state capitals of each of the
48 states that were part of the United States in 1913, when the 16th
Amendment was passed by the Congress. The Constitution requires ratification
of amendments by three-fourths of the states, and Benson's meticulous
research says this was never properly done. Secretary of State Philander
Knox declared the amendment ratified on the basis of a report from his
solicitor, but that report was "fraudulent," says Benson.

In each state archive, Benson uncovered the records of that state's
consideration of the proposed amendment. To present a legally acceptable
case "you must have documents that are notarized and certified," he
explains. "Otherwise they're considered hearsay in court."

All total, Benson collected 17,000 documents, all properly notarized and
certified by officials of the states. And what they reveal is shocking.

The ratification required by at least 36 states -- three-fourths of the 48
states then in existence -- has to be identical to the amendment passed by
Congress. Benson cites federal documents affirming that for state approval
to be acceptable, neither words nor punctuation can be changed. And the
states may not violate their own state constitutions in ratifying the
amendment.

Of the 48 states, here's the story:


Eight states (Rhode Island, Utah, Connecticut, New Hampshire, Kentucky,
Florida, Virginia and Pennsylvania) did not approve or ratify the amendment.

Texas and Louisiana were forbidden by their own state constitutions to
empower the federal government to tax.

Vermont and Massachusetts rejected the amendment with a recorded vote count,
and only later declared it passed without a recorded vote after the
amendment was declared ratified by Knox.

Tennessee, Ohio, Mississippi, California and Washington violated their state
constitutions in their ratification procedures.

Minnesota did not send any copy of its resolution to Knox, let alone a
signed and sealed one, as required.

And Oklahoma, Georgia and Illinois made unacceptable changes in wording.
(Some of the above states also made such changes, in addition to their other
unacceptable procedures.)
Take 48 states, deduct these 21, and you have proper ratification by only 27
states -- far less than the required 36.

Benson's story doesn't end with the compilation and publication of his
research. As expected, his evidence that our present system of government is
based on a fraud did not get a friendly reception in Washington. Benson says
a senatorial aide attempted to bribe him. Suppress all copies of your books,
he was told, and "you will live in comfort for the rest of your life."

volumes.

The game plan is put into play
 when the laws are originally enacted by "our" legislators.  When have we
seen a truly surprising ruling by the supreme court?  I have not been
surprised in recent memory.

chilling detachment, plans to use the IRS to threaten political opponents.
In 1974, this was a landmark and most egregious breach of the public trust.
Today, despite the Clintons’ systematic testing of Americans’ threshold of
tolerance, the song does, and must, remain the same.

The story of the Western Journalism center started with a simple, if bulky,

One of the most significant trends of federal law enforcement in the last
fifteen years has been its militarization. The logical, perhaps inevitable,
consequence of that militarization was seen in the disaster at Waco, Texas,
resulting in the deaths of four federal agents, and seventy-six other men,
women, and children. In this article, we use the Waco tragedy as a starting
point to examine the militarization of federal law enforcement, and similar
trends at the state and local level.

Part Two of this article sets forth the details and rationale of the Posse
Comitatus Act--the 1878 law forbidding use of the military in law
enforcement.

Part Three explicates how that Act was eroded by the drug war in the 1980s.
The article then discusses how the drug exception to the Posse Comitatus Act
was used to procure major military support for the Bureau of Alcohol,
Tobacco and Firearms (BATF) raid against the Branch Davidians--even though
there was no real drug evidence against them--and how the drug exceptions to
the Posse Comitatus Act [ http://www.posse-comitatus.org/ ] have made such
abuses endemic.

Part Four examines the fifty-one day FBI siege of the Branch Davidian
residence, with a focus on the destructive role played by the FBI's Hostage
Rescue Team, an essentially military force which has proved
counterproductive in a civilian law enforcement context.(p.620)

In Part Five we look at the problem of groupthink, its role in the Waco
tragedy, and the importance of keeping groupthink-prone institutions--like
the military--out of law enforcement.

Finally, Part Six offers a broader view of the problem of the militarization
of federal law enforcement. We examine the proliferation of federal
paramilitary units and federal efforts to promote the militarization of
state and local law enforcement. After explaining the direct connection
between the drug "war" and law enforcement militarization, we propose
numerous statutory remedies to demilitarize law enforcement.


Soldiers are not peace officers.

At all levels of policing, it is time that police officers be restored to
their honored status as peace officers.

Police ethicist John Kleinig notes: "Were police to see themselves primarily
as social peace-keepers, they would be less inclined to 'overkill' in their
dealings with both ordinary citizens and those whose disruptive activities
properly require their intervention."[186]

To help prevent future Wacos, and the needless loss of life of law
enforcement personnel and other persons, law enforcement in the United
States should be demilitarized.

Cicero's advice to the Roman republic, "Let the soldier give way to the
civilian,"[187] must be heeded by those who are intent on preserving the
American republic, and the rule of civil law.

Our courts serve us best when the law advances the public interest.
Occasionally this happens in suits brought solely to protect a private
party's personal interest, but more often progress is made through a test
case brought and designed to further both public and private goals. Our
decade long fight to secure redress for the Canadian victims of CIA
brainwashing experiments, Orlikow, et al. v. United States,1 is an example of
such a public interest litigation.

But this case involving the CIA goes far beyond the typical public interest
litigation precisely because it addresses an area of lawbreaking where normal
political and legal remedies are not available. As the late Senator Frank
Church concluded, after leading the congressional investigation of the CIA's
improper activities in the 1950s and 1960s, that agency was "a rogue
elephant" operating outside the law and protected by a shroud of secrecy.
This is an account of that rogue elephant's reckless experimentation upon
unwitting Canadian citizens, as well as the story of a public interest
litigation against an opponent of immense power and dubious purpose.

The forty years since 1950 have been an unprecedented period of national
security hysteria fueled by the likes of the Dulles brothers, Joseph
McCarthy, J. Edgar Hoover and Richard Helms, and implemented through
repressive measures enacted by the state and federal legislatures. In the
course of this hysteria, individual liberties have too often been sacrificed
in the name of national security. During this period, federal court decisions
have occasionally restored liberties and protected traditional constitutional
values, but these judicial successes have been few and far between. The clash
between liberty and national security has never been as stark as in the
inhumane and illegal sponsorship of the Canadian brainwashing experiments by
our most powerful national intelligence agency -- an institution that was
created to protect and to preserve the very freedoms that were so devastated

The following article is about the book, "Masonry Beyond the Light"  by
William Schnoebelen, ordering information follows the article.

Though the book is Christian based and contains quotes from the Bible, I
believe the information is well researched. (Please note: all accusations are
alleged.)

After buying a book called "The God Makers." Mr. Schnoebelen realized that
"in the chapters on the Mormon temple, the authors brilliantly drew parallels
between the  temple  rites  and  Freemasonry it showed  the occult and
Luciferian roots of ... convincing me of both the Mormon  cult's  falsity
and the Masonic lodge's peril. The book provided me with a starting place to
begin some serious research into the dangers of the Lodge. My own background
in occultism, witchcraft and even Satanism... provided me with a
comprehensive  knowledge  of  occult  and
esoteric (hidden, high level) Masonry and ceremonial magick."

"Additionally,   I was deeply involved in American Masonry for over nine
years and went through both Scottish and York Rite bodies, the Mystic Shrine
and the Order of the Eastern Star. I held offices in  a  half-dozen Masonic
bodies... each of these offices demanded a high degree of zealous
involvement, memory work and study. " (Page 17)

The author mentions that he will use as references for his book, "The Ritual
Monitors,"  specifically "Duncan's  Ritual Monitor" which is "substantially
identical to the modern ritual work in Freemasonry."  (page  25)  He  also
used  Authoritative Writings  from largely 33rd degree Masons, information
from the "Masonic Bible" and other Masonic writers.

"If the lodge is just a "club", it would be harmless. Yet by all fair
standards and by the words of its own scholars, it is  a  religion... One  of
the standards for  Masonic admission is the belief in a supreme being. This
is borne out by the "Ritual Monitor" Because Masonry requires the belief
in a supreme being, it therefore has  the  first  distinctive mark  of  a
religion Does Masonry express this belief in conduct or ritual. The
answer to this question  is  Yes.  Masonry  is  highly
ritualized, much more than most Christian churches.  Lodge  ceremonies  are
replete with   prayers,   funeral   rites,   and initiations... Masonic
ritual   experts from the Grand Lodge observe the ritual teams in action and
critique them for minor infractions of either wording or gestureMasons
conduct funerals, open and close every meeting with prayer..." (pages 32-33)

The author also believes that Masonry has a code of ethics.  "Solemn norms of
behavior   are   enjoined   upon   every Mason... Masons  are  sworn  to
expect torturous death at the hands of their brother Masons as the immediate
result of violating any of their rules... the Masonic belief system also
includes:

1) The immortality of the soul.
2) The judgement of Masons by the labors they have wrought.
3) A belief in extending charity and beneficence  to all,  and especially to
brother Masons..." (page 34-35)

The author concludes that "Freemasonry bears all the distinctive features of
a religion  according  to  the  dictionary!" (page 35)

Mr. Schnoebelen also quotes two famous Masons. Albert Pike, a 33rd degree
Mason said, "Every Masonic Lodge is a temple of  religion  and  its
teachings  are instructions in religion." Albert Mackey, a 33rd degree Mason
said, "The religion of Freemasonry is not Christianity." (Page 36)

In a different chapter, he talks about his  beliefs  while  he  was  a
Mason. "When I applied for Lodge membership, I was a witch...I was stupid
enough to think the witch god, Lucifer, was the supreme being So when two
Masons name calling to check me out as a candidate, and asked me if I
believed in God, I said yes, without hesitation  knowing  that  my  god  was
Lucifer... After a couple of years, I met two high ranking Masons who were
worshipers of Lucifer. One was a famous ritualist in the York Rite, and one
was a Master of a Lodge. (Page 45)

God has different names in the Masonic Lodge. During the Royal Arch degree
(York Rite)  the  name  is JAH-BUL-ON. "JAH... represents the name Yahweh or
Jehovah,  the name of the God of Abraham, Isaac and Jacob... BUL . .
.represents the name Ba'al or Bel... the name of the god of Jezebel and Ahab,
perhaps the most wicked couple ever   to   sit   on   the  throne  of
Israel...ON.. represents  the   name  of the Egyptian sun god... That is the
god of Pharoah!"  (page 57-58)

In the degree of the Knights of East and West (17th degree) in the Scottish
rite... there is a "sacred" .. This name is Abaddon 'And they had a
king over then,  which is the angel of the bottomless  pit, whose name in the
Hebrew tongue is Abaddon (Revelation 9:ll)...these terms mean "destroyer" and

[CTRL] History of the Hunley

This article was written in 1995, shortly after the rediscovery of the Wreck
of the Hunley. The historical information is still valid, hence the article

The history of the Confederate Submarine Hunley and its rediscovery
by Ray Taylor

When the Confederate submarine H. L. Hunley sank the USS Housatonic off
Charleston Harbour in 1864, it became the first submarine ever to sink an
enemy ship. Unfortunately for the crew, they did not live to enjoy their
fame, and mystery still surrounds the sinking of their craft. Now, that
mystery looks set to be solved with the recent discovery of a wreck that is
almost certain to be the remains of the Hunley.

A group of scientists from the University of South Carolina first became
interested in the Hunley in 1980, when American explorer and author of Raise
the Titanic Clive Cussler set out to locate various Civil War wrecks off
Charleston Harbour. He used a device called a Magnetometer which was towed
back and forth across the harbour to help locate any large metal objects on
the sea bed.

A magnetometer works by measuring the Earth's natural magnetic flux and then
detecting any anomalies caused by large metal objects resting on the sea bed.
A good operator can detect any object, and work out the approximate shape,
using the instrument. With this process, Cussler managed to map the position
of eight fairly large objects.

But it wasn't until 1993 that the University invited Cussler to return to
Charleston Harbour to help locate these sites a second time so that a team of
divers could 'ground-truth' them. This they did in 1994, but without much
success. However, says Chris Amer - who is head of underwater archaeology at
the University - they did find some other iron-clads, included what remains
of the wreck of the Housatonic.

Cussler continued with his group to look for sizeable anomalies, dropping
buoys over suitable sites, allowing a team of divers to investigate. By May
3rd this year, they had pinpointed the location of what Amer believes to be
the remains of the Hunley.

'An underwater video shows what could be one of the turrets,' says Amer. The
wreck lies a couple of feet under sediment but a small section has been
exposed to show rivets and other features. Unfortunately, now that a section
has been exposed, it is likely to deteriorate much faster. Amer is quick to
point out that the wreck would not have been exposed but for an over-zealous
diver.

Further visits to the site of the Hunley have since allowed divers to work
out an outline of the craft using long probes and metal detectors. On the
basis that the exact shape of the object in the mud is a close match of
drawings taken from contemporary eye-witness accounts of what the Hunley
looked like, Amer is confident he has found what is left of the craft. In
Amer's own words, 'if it looks like an elephant, smells like an elephant and
tastes like an elephant, it is an elephant.'

The next phase for Amer and his team, is to take identification a stage
further. Given the delicate balance of chemical forces that has stabilised
around the remains, the last thing anyone wants to do is to disturb the site.
Instead, electronic systems will be used to provide an ever more detailed
picture of the Hunley and its immediate environment - and this will be a
joint effort between Amer's team, which will provide scientific expertise,
and Cussler, who will put up a lot of the money and specialised equipment
required.

Next, Cussler's team will investigate the site with a sonar profiling craft
known as the Cherub. This will be towed from the surface at a depth of about
5-feet above the sea bed, while on-board equipment will produce many
different electronic profiles of the Hunley. When pieced together by
computer, the result will be a fully three dimensional image of the craft,
its contents and the surrounding material, with detail resolved down to two
or three cm. It will be possible to view slices through the craft in much the
same way as modern computer-aided tomography allows doctors to take visual
slices of the body.

The archaeological team is as much interested in the sediment deposits around
the hull as with the hull itself, since the ability of divers to raise the
Hunley will depend a lot on how well it has, or has not, been preserved. 'We
are hoping it can show the differences in sediment structure and determine
the amount of corrosion,' says Amer. This will show how much metal is left.
'If there is a lot of metal there we can hook some slings under it and pull
the thing up,' he says.

Once this survey has been completed, Amer will pass on the results to various
teams of specialists who will help assess the results to decide ,firstly, if
the remains are those of the Hunley and secondly, to determine what condition
they are in.

ARGUMENTS OVER, JUDGE WEIGHS DECISION IN SILVERMAN CASE Separation Activist
Smeared By Team Lawyer For "Tawdry Little Spectacle"

It's all over but the verdict.  That is the situation in a legal
dispute pitting Pennsylvania atheist and First Amendment activist Carl
Silverman against the Hagerstown Suns baseball team which, charges
Silverman, discriminated in its promotion of a "church bulletin"
discount night.

Arguments in Silverman's case concluded late last month before
Administrative Law Judge Georgia Brady, who could wait until
mid-October before rendering a decision.  Silverman is asking the
court to end the six-year-old promotion which offers fans money off
the regular admission ticket price to Suns' games if they produce a
bulletin from a church.  Arguing that the team is a "public
accommodation," Silverman says that the practice discriminates against
persons who might not have a religious belief.

Silverman, a Pennsylvania resident, says that he to took his family to
nearby Hagerstown, Maryland in April, 1998 to see the Class A minor
league Suns play.  On that day, the club was having a promotional
"church bulletin" discount.  "I informed the ticket clerk that, 'I'm
not religious and I don't have a church bulletin.'  " Silverman was
then told that he would have to pay the full price of admission.  He
soon filed a "Charge of Discrimination" complaint with the Maryland
Commission on Human Relations.

The Commission agreed with Silverman and quietly suggested that the
Suns drop their church promotion and settle the matter for a token
fine.  Team management became increasingly belligerent, though, and as
the story spread on the news wires, religious groups expressed praise
and support for the Hagerstown Suns.  Suns General Manager David
Blenckstone declared, "We have never required fans to have a religious
affiliation to receive our special Sunday discount.  We only ask that
they provide a church bulletin."

On June 12, 1998, the Commission issued a "Cease and Desist" order,
and on July 29, 1998 ruled that there existed "probably cause" for a
valid charge of religious discrimination against the Hagerstown Suns.
Team management responded by promoting a "Faith Community Night," and
announced that a portion of the receipts would be used for legal
defense against Silverman and the MHRC.  Suns players also began
wearing an angel "halo" insignia on the uniforms.

The hearing before Judge Brady began in late June, with Suns attorney
Joseph A.  Schwartz III suggesting that Mr. Silverman "targeted the
team" after reading about the promotion.  He accused the First
Amendment activist of "wanting a controversy," adding further insult
by declaring, "This is a pretty tawdry little spectacle of posturing,
trying to set up a case."  Schwartz then compared his clients to "the
little engine that could" in standing up to Silverman, and opined that
other forms of ball team discount promotions like Boy Scout nights or
senior citizens discounts were in legal jeopardy as a result of the
complaint.

Under questioning, Silverman challenged the church bulletin promotion
saying, "By publicly presenting a religious document that I don't
agree with and don't subscribe to I'd be making a statement that I
don't believe in..."  Schwartz also suggested that Silverman could
have gotten the discount by presenting a copy of an "atheistic
newspaper" or some other item.

The Suns' Director of Ticket Sales testified that he offered Mr.
Silverman a copy of a church bulletin so he could obtain a discount.
Silverman's attorney, Michael Berman, then asked to see the specific
church bulletin in question, but was told that it had been discarded.
He also question the claim, noting that previous accounts of the case
contained no mention of Silverman being gratuitously offered a
religious bulletin so he could get into the game at the discount
price.

The team's owner, Winston Blenckstone, told the hearing that Silverman
or anyone else could have received the church bulletin discount by
writing "nonreligious" on a blank piece of paper.  The Hagerstown
Herald-Mail newspaper observed that according to Blenckstone, "A broad
definition of church bulletin has always been in effect."  Michael

 Much of world sees Kosovo war as a show of raw American power


 TETOVO, MACEDONIA - Americans were told the war in Kosovo was a
 humanitarian struggle to prevent the murder and expulsion of
 ethnic Albanians from Kosovo.

 But ask the leading ethnic Albanian politician in neighboring
 Macedonia, where hundreds of thousands of Kosovar refugees took
 shelter, and he sees things very differently. Arben Jaffari, ally
 of Kosovo leaders and spokesman for the large number of ethnic
 Albanians in Macedonia, believes the war was about power, pure
 and simple. "It proves there is a new relationship between global
 forces and that NATO is on top," he tells me.

 "The war tested weapons, it tested political loyalties, it showed
 that the Russians have nothing to offer," he says with relish,
 sitting in his political office in this all-Albanian town.
 Jafferi is busy writing an article entitled "The Kosovo war:
 leading the world towards a new century."

 Welcome to the real world. We think we bombed to save Albanians'
 lives, but they think we bombed to show who really runs the
 world. And they are not the only ones.

 Much of the world is busy trying to assess the meaning of NATO's
 bombing campaign to the 21th century world. They care little for
 the irony that NATO bumbled into the war, believing that
 Yugoslavia would give in within days. They see the war as a
 victory for raw American power. After all, three-quarters of the
 missions were flown by Americans.

 Only European leaders endorse the argument that NATO intervention
 was humanitarian. Other parts of the world are more likely to
 assume some deeper geopolitical motive. The Chinese think we
 bombed their embassy to show who was boss.

 Russian resentment of a perceived NATO dictate is plain in
 Pristina. Commanders of the 700 Russian troops who dashed to take
 the airport ahead of NATO have sulked to themselves, refusing to
 send a liaison to the media center in downtown Pristina run by
 KFOR (the predominantly NATO force in Kosovo).

 Russian generals in Moscow are said to believe that NATO is
 redefining Europe's power balance, outflanking Russia to the
 south by basing 50,000 troops in the Balkans and contemplating
 the accession of several new Balkan members to NATO. So it will
 be instructive to see how the 3,600 Russians scheduled to deploy
 in Kosovo relate to U.S., French, and German commanders within
 whose sectors they will be based.

 Two thousand Russians will soon arrive inside the American
 sector. Will they play by NATO's rules? Gen. John Craddock, U.S.
 commander within Kosovo, says he believes the terms governing the
 Russian presence are clear: "I'll tell them what they can and
 cannot do. I have tactical control."

 But will Russians commanders on the ground obey Craddock or
 follow their own interests? Already, Russian commanders say they
 won't arrest suspected Serbian war criminals in Kosovo.
 NATO-Russian military relationships in Kosovo will reveal whether
 Moscow still wants to cooperate with the western alliance.

 The Europeans, too, have had strong reactions to the U.S.-led
 bombing campaign. Dismayed at the technology gap between European
 and U.S. forces, they are determined to prove that their
 militaries of are ready for prime time.

 The British have taken the lead, led by the tough Gen. Mike
 Jackson, who is the commander of KFOR. They have the biggest
 force, at 13,000, and play tough. They are happy to run the show
 if U.S. politics dictate that U.S. forces should take a backseat,
 running the quietest of the five Kosovar zones, in the southeast.

 But pacifying Kosovo, after the war's end, doesn't prove European
 troops can match the Americans. That will take bigger defense
 budgets, which European publics don't support. Moroever, the
 Europeans have taken on other huge challenges in Kosovo, in an
 effort to demonstrate political strength.

 Along with the United Nations, they've pledged to set up civilian
 government in Kosovo, and to reconstruct Balkan economies. In
 effect, they have pledged to do for the Balkans what the United
 States did for them with the post-World War II Marshall Plan.

 This is a tall order. It's not clear that European governments
 have the will or the wallet. If they don't, it may dash British
 and French hopes that the European Union can become more of a
 political and military force. So consider Kosovo a power testing
 ground, where challengers jockey to narrow the U.S. lead.

 Oil pipeline disaster 'imminent'

 An ecological disaster far worse than the Exxon Valdez
 catastrophe in Alaska 10 years ago could happen at any moment,
 according to six senior employees of the company that runs the
 800-mile Alaskan oil pipeline.

 The six whistleblowers have written to BP Amoco's chief
 executive, Sir John Browne, and three US congressmen warning of
 an imminent threat to human life and the Alaskan environment from
 irresponsible oil operations there.

 The letter contains evidence of compliance failures, falsified
 safety and inspection records, intimidation of workers and
 persistent violations of procedures and government regulations.

 The whistleblowers fear a possible rupture of the ageing pipeline
 or an explosion at the Valdez oil tanker terminal. BP Amoco owns
 50% of the company, Alyeska, which operates both installations on
 its behalf.

 The Exxon Valdez disaster was one of the most ecologically
 destructive spills ever. The Alaska state government blamed oil
 industry complacency and broken promises.

 The whistleblowers, all senior employees on the 22-year-old
 Trans-Alaska Pipeline System (Taps), believe conditions exist
 today for an even worse disaster. "It's not a matter of if it is
 going to happen, it's when it is going to happen," said one. The
 group provided the Guardian with evidence of compliance failures,
 illegalities and mismanagement:

 • Alyeska's quality assurance programme, vital to the safe
 operation of Taps, is being deliberately undermined by middle
 management.

 • Alyeska executives turn a blind eye to "the culture of
 harassment, intimidation, retaliation and discrimination".

 • Alyeska executive management instructed middle managers not to
 issue critical audit reports of Taps safety and quality
 compliance because it could "negatively influence" their
 employment prospects.

 • Alyeska executive management instructed middle managers "to
 disregard and/or circumvent" compliance manuals and codes of
 conduct and to "tone down, alter or delete negative reports
 including internal audits and surveillance reports".

 • Maintenance and inspection records before 1996 are lost and
 audit results were falsified to make it seem otherwise.

 • Record keeping is "totally dysfunctional" and Alyeska executive
 management is hiding the problem from government regulators.

 The six whistleblowers are risking their careers. They say they
 represent a much bigger group of concerned employees who are too
 afraid to speak out because of an embedded "shoot the messenger"
 culture in the Alaskan oil industry.

 The scandal is a blow to Sir John, who has spent two years
 repositioning BP as the leading "green" oil and gas company. The
 letter demands "immediate intervention" by the chief executive
 and the US government to "send credible and qualified auditors to
 verify the evidence" that the whistleblowers are willing to
 provide.

 The Guardian has established that senior executives in Alaska
 were made aware of many of these problems. But the group says
 Alyeska is gambling with people's lives and the environment by
 not addressing the problems. "It's more dangerous now than it
 ever was because Alyeska is being run by spin doctors," said one
 whistleblower.

 The last time senior Taps inspectors blew the whistle, in 1993,
 there was a congressional investigation in Washington. An audit
 questioned the integrity and safety of the pipeline, which
 carries 1m barrels of oil a day. BP Amoco and Alyeska's other
 main owners, Exxon and Arco, were told to address the many
 "imminent threats" identified by the auditors. Six years later,
 the whistleblowers say these safety issues have been
 "consistently disregarded".

 Last night no one from BP Amoco was available to comment.

 This latest scandal could threaten BP Amoco's proposed merger
 with the US oil giant Arco, announced last April. The $26bn deal
 would give the company a near monopoly in Alaska with 74% of the
 oil fields and 72% of the pipeline.

 However, the merger is under anti-trust investigation by the
 European Commission - with a decision due in October - and by the
 US senate.

 Environmental and safety considerations could now be used by
 political and environmental lobbyists to frustrate the merger.
 This is especially so in Alaska, where Alyeska's licence to
 operate the pipeline is also under government review.

 In Britain, safety concerns have been raised in the North Sea,
 where BP Amoco is the largest producer. Charles Woolfson, a
 senior lecturer in industrial relations at Glasgow University,
 said cost-cutting across the oil industry was creating the
 conditions for another Piper Alpha disaster.

 "Testimony from offshore workers suggests they feel safety is
 being compromised," he said. "The Exxon Valdez didn't happen out

 While the Packer and Murdoch controlled media keep Australians
 updated on corrupt IOC officials and cricket scandals, and we
 digest the latest information about the Clinton presidential
 penis over our soggy breakfast corn flakes, the world economic
 crisis is pushed to the back of editorial agendas. The
 International Monetary Fund is set to undergo some of the most
 sweeping reforms in its history and the benefactors will be the
 world’s largest financial institutions. Meanwhile the Australian
 government slavishly pushes ahead with structural adjustments,
 fuelling the hungry fires of the globalisation juggernaut as our
 hard won freedoms are traded for the IMF’s economic disasters.

 The myths of globalisation have been fully exposed and debunked
 in the wake of the Asian financial collapse, the ongoing
 disintegration of the Russian economy, and the recent shocks in
 Latin America. "Instead of economic prosperity and social
 stability that it promised for all nations, globalisation has
 brought economic turmoil, political and social tension, and
 widespread devastation to the world’s peoples and resources."1

 In the wash up from this debacle, the winners are the purveyors
 of globalisation: the International Monetary Fund (IMF) and a
 group of about six international banks. The world economic crisis
 being experienced at present is a masterstroke for the funny
 money people at the IMF and a financial coup d’état for the
 international banks.

 Basking in the glory of "saving" the Asian economies, the IMF is
 currently waging a campaign based on fear of further economic
 calamity, to institute a series of sweeping changes to its
 charter. The IMF wants an amendment to its Articles of Agreement
 that would make promoting unfettered capital movements one of the
 purposes of the IMF and to extend Fund jurisdiction over such
 movements. This amendment would effectively give the IMF the
 authority to regulate national investment policies, with an eye
 towards eliminating any restrictions on capital flows. It is a
 back door attempt to achieve the aims of the OECD inspired
 Multilateral Agreement on Investment (MAI), which was stopped by
 citizen opposition.2

 As part of its ongoing campaign to achieve these amendments, the
 Managing Director of the IMF Michel Camdessus, is openly
 advocating increased trade liberalisation, prodding countries to
 open up their economies, more than ever before, to foreign
 capital. Camdessus told the National Press Club in Washington on
 April 2, 1998, the IMF will encourage member countries "to
 liberalise capital flows in a prudent and properly sequenced way
 that will maximize the benefits and minimize the risks of freer
 capital movements. To this end, work is under way on an amendment
 to the IMF’s charter that would make the liberalization of
 capital movements one of the purposes of the Fund, and extend its
 jurisdiction to capital movements," Camdessus said.

 The premature liberalisation of capital markets pushed by the IMF
 is one of the main causes of the Asian crisis. It was financial
 market "reform" that allowed Thai, South Korean and Indonesian
 banks to tap into short-term international loans in the early
 1990s. Hundreds of billions of dollars in loans flooded in as the
 factories of the Asian tiger economies increased their exports to
 phenomenal levels, fuelling a decade of rapid growth.

 Thailand, South Korea and Indonesia were left smothered in bad
 debts, preventing companies from getting working capital to keep
 producing. When the Thai baht was devalued by 40%, the country’s
 unrepayable foreign debts, low level of foreign reserves, heavy
 deficits and open financial exchanges spearheaded its decline
 into economic abyss. South Korea and Indonesia suffered a similar
 fate. A cartel of international banks including BankAmerica,
 Citibank, Chase Manhattan, J.P. Morgan, Bankers Trust, Bank of
 New York, the First National Bank of Chicago and Morgan Guaranty
 with upward of US$20 billion in loan exposures in South Korea3,4,
 were bailed out to the tune of US$35 billion. The IMF acted as a
 free insurance broker as the foreign loans of international banks
 went bad.

 The standard operating procedure of the IMF is to bail out Wall
 Street and other lenders5, doling out harsh punishment to
 borrower countries, socialising the risk and privatising the
 profits. The IMF’s Asian bailout conditions were dependent upon
 stringent compliance to the Fund's economic regime of Structural
 Adjustment Programmes. In return for the bailout, Thailand,
 Indonesia and South Korea agreed to further open their economies
 to foreign investors and allow unprecedented Foreign Direct
 Investment in factories, agriculture, service operations (eg:
 tourism and banks), as well as portfolio investment in stocks,

 Blair denounces public sector workers to an audience of Venture
 Capitalists

 Prime Minister Blair took the opportunity of a speech July 6 to
 the Venture Capitalists Association conference in London to vent
 his spleen against public sector workers.

 Unveiling a £50m fund to back budding entrepreneurs, Blair said
 his Labour government wanted to be the "champion of
 entrepreneurs", and to bring about a "revolution" in peoples
 attitudes towards what he called the "front-line troops of
 Britain's new economy". "We need society as a whole to applaud
 you", he continued.

 In a departure from his prepared speech, Blair told the audience
 of speculators that British culture is "fundamentally
 anti-meritocratic."

 "Too often in Britain, if people saw someone with money, they
 were jealous of them, whereas in the US they wanted to emulate
 them". The years of "snobbery" against people making money was
 particularly entrenched in the public services, he went on. "Try
 getting change in the public sector and the public services. I
 bear the scars on my back after two years in government and
 heaven knows what it will be like after a bit longer. People in
 the public sector were more rooted to the concept that 'if it has
 always been done this way it must always be done this way' than
 any group of people I have come across."

 He would continue to try and "tear down the barriers to upward
 mobility" and help to change such "unhealthy" public attitudes,
 he pledged.

 Faced with an immediate barrage of criticism—particularly from
 public sector employees—Blair's spokesman attributed the Prime
 Minister's deviation to "stress". There is undoubtedly an element
 of truth in this. His outburst came amidst growing problems for
 the government in a number of areas.

 Blair was the most belligerent supporter of NATO's bombing of
 Yugoslavia. But the last weeks have exposed that, far from
 safeguarding Kosovar Albanians, NATO's actions inflamed ethnic
 conflicts within the region. Its aftermath has created a new wave
 of refugees and atrocities against Serbs and gypsies.

 In Northern Ireland, Blair's attempts to seal the so-called
 "peace process" through a combination of horse-trading,
 contradictory assurances and "deadline" ultimatums has yet to
 come to fruition.

 In Britain, mass abstentions in recent local government and
 European elections dealt a further blow to the Prime Minister who
 had sought to utilise them to establish his credentials as a
 popular leader.

 But Blair's attack on the public sector was specifically
 directed. As well as slashing spending, the government is
 attempting to push through their Private Finance Initiative
 (PFI). Under this scheme, the entire public sector is being put
 up for grabs to the highest bidder. Private contractors will
 build, own and operate a range of services—including schools,
 hospitals, roads, etc. Blair, in his speech, offered the Venture
 Capitalists Association government money as an inducement for
 them to participate in this "risk-taking", but highly profitable,
 venture. He also promised them further opportunities in the
 telecommunications market and called on pension fund managers to
 stop being “too cautious” in investing in risk-taking ventures.

 An element of Blair's frustration is rooted in the mounting
 opposition to his government's attack on the public sector. Far
 from being resistant to change, public services have changed
 beyond recognition over the last two decades under both Tory and
 Labour administrations. Whilst Blair praised the "get rich quick"
 spirit, some five million public employees have faced an
 effective wage freeze that has left them amongst the poorest paid
 workers in Britain. More than 60 per cent of full-time workers
 now earn less than the average wage of £20,770 per annum. The
 average has been skewed upwards due to large increases for a
 small group of high earners—executive pay increased by 7 per cent
 and boardroom bonuses by 23 percent last year—and the exclusion
 from the survey of 6 million part-timers, who mostly earn less
 than £100 a week.

 The growing levels of inequality have greatly exacerbated social
 problems and placed further strains on public services. Labour's
 response is to blame public sector workers for "failing their
 consumers" and to starve them of cash. The resulting crisis is
 then used to legitimise privatisation.

 Millions of public sector employees—who looked to Labour for
 salvation after two decades of Tory attacks—regard the
 government's actions as a betrayal. At the British Medical
 Association (BMA) conference last week, doctors openly denounced
 Blair's policies and complained that their hopes that health care
 would be safe in Labour's hands had been "massively
 disappointed".

 with a human face

 Global markets, global technology, global ideas and global
 solidarity can enrich the lives of people everywhere. The
 challenge is to ensure that the benefits are shared equitably and
 that this increasing interdependence works for people—not just
 for profits. This year’s Report argues that globalization is not
 new, but that the present era of globalization, driven by
 competitive global markets, is outpacing the governance of
 markets and the repercussions on people.


 Characterized by “shrinking space, shrinking time and
 disappearing borders”, globalization has swung open the door to
 opportunities. Breakthroughs in communications technologies and
 biotechnology, if directed for the needs of people, can bring
 advances for all of humankind. But markets can go too far and
 squeeze the non-market activities so vital for human development.
 Fiscal squeezes are constraining the provision of social
 services. A time squeeze is reducing the supply and quality of
 caring labour. And an incentive squeeze is harming the
 environment.  Globalization is also increasing human insecurity
 as the spread of global crime, disease and financial volatility
 outpaces actions to tackle them.

 The Report recommends an agenda for action: reforms of global
 governance to ensure greater equity, new regional approaches to
 collective action and negotiation and national and local policies
 to capture opportunities in the global marketplace  and translate
 them more equitably into human advance.

 In addition to the ranking of 174 countries on the human
 development index (HDI), this year’s Report presents a new table
 on trends in human development from 1975 to 1997 for 79
 countries. This new table reveals that, overall, countries have
 made substantial progress in human development, but that the
 speed and extent of progress have been uneven.

 This Report also includes special contributions. Nobel laureate
 Amartya Sen describes the success of the human development index
 in bringing a human face to the assessment of development
 processes. Professor Paul Streeten gives a 10-year perspective on
 the Human Development Reports. And media magnate Ted Turner
 appeals for partnerships with the United Nations to face the new
 global challenges of our times.

 Human Development Report 1999 was prepared by a team of eminent
 economists and distinguished development professionals under the
 guidance of Richard Jolly, Special Adviser to the Administrator
 of UNDP, and Sakiko Fukuda-Parr, Director of the Human
 Development Report Office. The panel of consultants included

 Ireland has the highest levels of poverty in the industrialised
 world outside the USA, according to a report from the United
 Nations published today.

 For the second year in a row, the Human Development Report ranks
 Ireland 16th out of 17 Western countries, with 15.3 per cent of
 the population living in "human poverty".

 For the first time in many years, Ireland has fallen in the main
 ranking of social progress used in the report prepared by the UN
 Development Programme.

North Korea's history of isolation and secrecy, it's never really possible to
know what motivates its communist government, especially when it plays
brinkmanship.

But whatever North Korea hoped to achieve by stepping up its missile
program, it has put China, its main ally, in a difficult diplomatic position and
motivated East Asia and the United States to step up their military
readiness.

It all began last August, when North Korea surprised everyone by suddenly
test-firing a new class of ballistic missile that flew across Japan and landed
in the Pacific Ocean.

The Taepodong-1 missile is believed to be fairly inaccurate, and therefore
not all that effective militarily. But the possibility of one hitting a city in Japan
sent shockwaves through the country.

The test also helped Japanese legislators adopt new defense guidelines to
strengthen Tokyo's military alliance with the United States by expanding the
role that Japanese forces are allowed to play while assisting U.S. forces in
Asia.

It was the first time the guidelines had been updated since 1978,
something never easy to do in Japan, where military issues have been
extremely sensitive since World War II.

Besides the 50,000 U.S. forces based in Japan, the United States also
guards the region with 36,000 in South Korea.

In Washington, U.S. legislators quickly began using charts showing that
Alaska and Hawaii could fall within range of North Korea's Taepodong-1
missile. And that information helped them build the support they needed to
pass legislation approving the development of a new American missile
defense system.

Japan and the United States also agreed to fund a joint research project on
a proposed Theater Missile Defense system in the Pacific. Taiwan said it
would be interested in either buying or getting protection from such a
missile defense shield. The whole plan has drawn bitter criticism from
China.

If North Korea had then redirected the world's attention away from its
fledgling missile program and back toward its battered economy and
famine, it probably could have quickly reduced tensions in the region.
Pyongyang may even have persuaded Japan to resume food aid that it
suspended after the first missile test.

But since then, North Korea has indicated that it may be about to test-fire a
more advanced Taepodong-2 missile, which might be able to reach as far
as the west coast of the United States.

U.S. and Japanese officials have said their forces have detected signs
North Korea is preparing for such a launch.

On July 2, South Korean President Kim Dae-jung visited Washington to
meet with President Clinton to discuss this and other issues. The two
warned North Korea that any further missile tests on its part would pose "a
serious obstacle to peace."

In late June, the Group of Eight issued a similar statement during its summit
meeting in Germany, expressing deep concern about North Korea's
missile proliferation. The G-8 leaders did so at the request of Japanese
Prime Minister Keizo Obuchi, the only Asian country that belongs to the
group of industrial powers.

North Korea replied by saying once again that testing ballistic missiles is
its "sovereign right" and criticized the United States for suggesting that
another launch would threaten its bilateral agreements with Pyongyang.

Worse still, President Kim's spokesman said Wednesday that North Korea
is building what appears to be a missile-launching base in the mountainous
area of Yongjudon near the Chinese border. A South Korean newspaper
said the site would be difficult for U.S. forces to attack because it's so
close to Chinese territory.

In addition to prompting countries such as South Korea and Taiwan to call
for improvements in their own militaries - such as longer-range missiles
and better missile defense systems - North Korea's behavior also has put
China in a difficult position.

China is North Korea's only remaining ally in Asia, even though Beijing long
ago dropped many of the closed-market, hardline communist policies that
Pyongyang still clings to.

Since President Kim was elected 17 months ago, Beijing has publicly
supported U.S. and South Korean efforts to expand peaceful contacts with
North Korea.

China has backed Kim's "sunshine policy" of social and economic
engagement with North Korea and allowed peace talks between North and
South Korea to be held in Beijing.

But that was before NATO jets mistakenly bombed the Chinese Embassy
in Belgrade during the fighting in Yugoslavia.

That, and the Chinese spy scandal in the United States, have strained
relations between the sole superpower and the rising power, and reduced
Beijing's cooperation with the United States.

NASA and the scientific community are actively searching for
evidence of extraterrestrial life, but what if we were confronted
with undeniable proof that ETs exist and have been visiting
Earth?

A nationwide survey by the Roper Organization has uncovered the
following:

...one out of four Americans think most people would "totally
freak out and panic" if such evidence were confirmed.

...eighty percent of influential Americans think the US
government would classify or suppress evidence of
extraterrestrial life.

The Roper survey was conducted on behalf of the National
Institute for Discovery Science (NIDS), a privately funded
scientific research organization based in Las Vegas, NV. The
pollsters asked a nationwide sample of 1,971 men and women a
variety of questions concerning a sudden confirmation of
extraterrestrial life. (The poll has error margins of 2.5
percent.)

Among other findings:

When asked what they thought UFOs were:

25% thought they were alien spaceships

19% said UFOs are normal events that are misinterpreted by
witnesses, and

12% thought they were secret government programs

9% said hallucinations

7% said travelers from other dimensions.

When asked whom they would choose to make first contact with ETs
on Earth:

20% said the military

29% said scientists

14% said the government

11% said religious leaders, and

20% said a private organization that had planned for such a contingency.

"There have been no systematic studies about the potential impact
of confirmed contact", says Dr. Colm Kelleher, deputy
administrator of NIDS. A 1960 report by the Brookings Institute
and an internal RAND document from 1968 predicted profound social
consequences if contact were confirmed, but there have been no
follow-up studies.

When asked how they would react psychologically to confirmation
of advanced extraterrestrial life:

32% said they were "fully prepared to handle it"

17% said they would "rethink their place in the universe".

Yet when asked how they think OTHERS would react to the same
news:

25% said that "most people would totally freak out and panic"

10% said most others would "act irrationally and become dangerous
to others

14% said that others would "begin to act very strangely"

36% said "most people would be very concerned", and only

13% said "most people would handle the information in a calm and
rational way".

Since 1995, NIDS has been conducting scientific research into
unconventional and novel areas including aerial phenomena
research.  NIDS's president and founder is Robert Bigelow. The
Las Vegas based organization employs a staff of Ph.D. level,
multi-disciplinary scientists and is advised by a world class
science advisory board.

Kelleher pointed to ongoing serious scientific studies on the
remote possibility of an asteroid striking the planet. "On the
other hand we have no government programs, no contingency plans
that are in the public domain for coping with the possibility of
E.T. contact. Yet these numbers from Roper say that 80% of the
trend-setters in America do not trust the government to inform
the public and one in four of the general public think there
would be total panic if confirmation of advanced
extraterrestrials occurred", said Kelleher.
