However, the pages of Father Juans' manuscript had become so deteriorated from the effects of age, only the first page could be read. Father Juan insisted he, and another priest, Father Joe, accompany us to meet with my brother Cheeway. He said their presence would balance things out. That we were being pursued by members from the dark side of the church, and their presence would remind us not all priests were like Father Sanchez, and his Brotherhood, The Illuminati. Father Juans' knowledge of the history of the area, and local theology, would prove invaluable, and Father Joes' contribution would come from his youth and educational background. For he had a Ph.D. in Archeology and was eager to assist uncovering the second ancient site, the final three Commandments, and the last warning. Father Sanchez, and his Brotherhood, have been called the Illuminati throughout history. They have been responsible for keeping truth hidden from humanity for just one reason. However, what is contained in the original Eleven Commandments posed a threat to their control, and their way of life. Wilson, jailed since 1983 for illegal arms smuggling to Libya, has filed an appeal accusing federal prosecutors of knowingly using a false affidavit to convict him. Wilson's claims are accompanied by hundreds of secret government memos that his lawyers obtained. Wilson's main job for the CIA before he retired in 1971 was setting up front companies abroad while posing as a rich American businessman. He lived his cover to the hilt and made himself a multimillionaire in the process. He was arrested in 1982 after being lured out of Libya by a government informant and was sentenced to 52 years in prison. The appeal is of a 1983 conviction for shipping 20 tons of C-4 plastic explosives from Houston's Intercontinental Airport to Libya. Even if his appeal were successful, Wilson would still face prison time on two other convictions. But his defense attorney, David Adler, believes similar evidence exists that could throw out a Virginia conviction of Wilson for illegally exporting guns to Egypt. Adler said the secret government memos detail lengthy efforts to hide the use of the false affidavit and prosecutors' failure to release information that would have aided Wilson's defense during his 1983 Houston trial on charges of selling tons of explosives to Libya. Wilson claims that his dealings with Libya, for which he was convicted, were the result of a CIA request that he ingratiate himself with the Libyans after he officially retired from the agency. The affidavit by then-CIA Executive Director Charles Briggs, the agency's No. 3 official, said the agency had not asked Wilson either directly or indirectly to provide any service to the agency after he retired. A four-volume appeal filed Sept. 8 includes more than 800 pages of exhibits that allegedly show government lawyers knew the crucial affidavit was false the night before it was presented in court. The documents show that Wilson in fact had some 80 contacts with the CIA from his retirement through 1978 and provided a variety of services, including arranging gun sales to a Saudi Arabian security agency and the shipment of two desalinization units to Egypt. Documents also show prosecutors then spent nearly eight months discussing whether to disclose that fact to the court and Wilson's lawyers. The evidence was enough to prompt an unusual courtroom admission earlier in March from Justice Department attorney Arlene Reidy. ``We have a lot of documents already that I think show that there was a clear problem with the affidavit's accuracy and that the individuals involved were well aware of that problem,'' Ms. Reidy told U.S. District Judge Lynn Hughes, according to a transcript. Vise and Lorraine Adams Washington Post Staff Writers Friday, October 8, 1999; Page A16 The FBI has turned over to investigators thousands of pages of newly discovered internal documents that paint the most detailed picture yet of the aggressive federal tactics used during the 51-day siege of the Branch Davidian compound near Waco, Tex., in 1993 and offer a revealing look at the inner workings of the operation. Included among the intelligence reports, operational plans, logs, photos and videos that the bureau did not produce during previous congressional and federal probes is new information that agents sought approval to shoot at Branch Davidians who were not carrying weapons during the final siege but that headquarters rejected the request. The documents also outline seven instances in which the FBI threw or launched hand-held "flash-bang" grenades at Davidians who were exiting the compound earlier in the standoff. The new documents were discovered in boxes at the FBI's complex in Quantico after fresh subpoenas and other requests from the Justice Department, various congressional committees and former senator John C. Danforth (R-Mo.), who is spearheading a new federal probe. Federal officials, who asked not to be identified, said the FBI had not previously provided the records, some of which are stamped "Secret" or "Confidential," because earlier congressional requests were drafted too narrowly or the bureau overlooked the records. Sen. Charles E. Grassley (R-Iowa) said yesterday that the newly discovered FBI documents raise troubling questions. "The material does fill in more pieces of the puzzle and paints a disturbing picture of the FBI's judgment and tactics during the final days of the siege," Grassley said. "Did all of the Waco-related documents that would have reflected poorly on the FBI end up at Quantico? How do we know all the documents have been turned over now?" The FBI documents range from the first day of the failed Bureau of Alcohol, Tobacco and Firearms raid, in which heavily armed Branch Davidians killed four agents, through the aftermath of the fire of April 19, 1993, that left about 75 sect members dead. They appear to contain no conclusive evidence that the FBI contributed to the start of the fire, or fired at the Branch Davidians. But the new records do provide clues relevant to Danforth's inquiry regarding the possible use of deadly force. And, they give a day-by-day description of the FBI operations during the almost two-month siege, ranging from the often humorous daily weather report that included a "mud index" to intelligence reports on Waco-related Internet activities by militia groups. They also reveal for the first time that FBI officials sought medals of honor for the agents involved in the deadly siege; headquarters rejected that request too. Among the documents are seven drafts of the FBI's operational orders for the final siege, including two that said agents could use deadly force against Branch Davidians carrying no weapons as they emerged from the compound if they failed to respond to commands as they approached law enforcement officials. However, Secretary of Defense William Cohen said "it is very clear (the command) is subordinate to civilian control." Pentagon officials say the idea behind the change is to give a president options short of martial law to deal with domestic crises. "The reason that you want the Defense Department working now with the FBI, with the Justice Department, with FEMA is so we know how we will work when the time comes and we don't have to resort to extreme measures nobody wants in this country," said Deputy Defense Secretary John Hamre. Also, a defense bill signed this week by President Bill Clinton contains a little-noticed provision that expands the authority of the military to assist law enforcement authorities in case of chemical or biological attacks. The Pentagon argues that only the military has the field hospitals, helicopters and special chemical and biological equipment that would be vital in the aftermath of a major gas or germ attack. "I should think the taxpayers would be upset if they thought we weren't preparing to help out the citizens in case of a catastrophic event," said Adm. Harold Gehman, who heads up the U.S. Joint Forces Command. But the specter of armored military vehicles and armed troops on the streets of American cities has its critics. "If the plan were simply to carry cots, to deliver supplies, to rescue people, we would be talking about a plan that included, as a feature, no armored vehicles and no armed soldiers," says Gregory Nojeim, legislative counsel for the American Civil Liberties Union. "I haven't heard a peep about that from the Pentagon." Critics point to the disastrous siege of the Branch Davidian compound in Waco, Texas, in 1993 -- in which military officials were called in to assist the FBI and the ATF -- as evidence that the military is already too involved in law enforcement. Vise and Lorraine Adams Washington Post Staff Writers Friday, October 8, 1999; Page A16 The FBI has turned over to investigators thousands of pages of newly discovered internal documents that paint the most detailed picture yet of the aggressive federal tactics used during the 51-day siege of the Branch Davidian compound near Waco, Tex., in 1993 and offer a revealing look at the inner workings of the operation. Included among the intelligence reports, operational plans, logs, photos and videos that the bureau did not produce during previous broad-based congressional and federal probes is new information that agents sought approval to shoot at Branch Davidians who were not carrying weapons during the final siege. But headquarters rejected the request. The documents also outline seven instances in which the FBI threw or launched hand-held "flash-bang" grenades at Davidians who were exiting the compound earlier in the standoff. The new documents were discovered in boxes at the FBI's complex in Quantico after fresh subpoenas and other requests from the Justice Department, various congressional committees and former senator John C. Danforth (R-Mo.), who is spearheading a new federal probe. Federal officials, who asked not to be identified, said the FBI had not previously provided the records, some of which are stamped "Secret" or "Confidential," because earlier congressional requests were drafted too narrowly or the bureau overlooked the records. Sen. Charles E. Grassley (R-Iowa) said yesterday that the newly discovered FBI documents raise troubling questions. "The material does fill in more pieces of the puzzle and paints a disturbing picture of the FBI's judgment and tactics during the final days of the siege," Grassley said. "Did all of the Waco-related documents that would have reflected poorly on the FBI end up at Quantico? How do we know all the documents have been turned over now?" The FBI documents range from the first day of the failed Bureau of Alcohol, Tobacco and Firearms raid, in which heavily armed Branch Davidians killed four agents, through the aftermath of the fire of April 19, 1993, that left about 75 sect members dead. They appear to contain no conclusive evidence that the FBI contributed to the start of the fire, or fired at the Branch Davidians. But the new records do provide clues relevant to Danforth's inquiry regarding the possible use of deadly force. And they give a day-by-day description of FBI operations during the almost two-month siege, ranging from the often humorous daily weather report that included a "mud index" to intelligence reports on Waco-related Internet activities by militia groups. They also reveal for the first time that FBI officials sought medals for the agents involved in the deadly siege; headquarters rejected that request too. Among the documents are seven drafts of the FBI's operational orders for the final siege, including two that said agents could use deadly force against Branch Davidians carrying no weapons as they emerged from the compound if they failed to respond to commands as they approached law enforcement officials. The final version of the operational orders reverts to standard FBI policy, which prohibits the use of deadly force except as necessary in self-defense or in the defense of another person. Byron Sage, the FBI's chief negotiator at Waco, said the modification in the agency's deadly force policy was proposed after FBI agents received information from a Davidian who had left that others inside were considering exiting the compound with explosives strapped to their bodies. In that instance, he said, the Davidians would have posed a danger even though no weapons were visible. The proposed orders were reviewed by Jeff Jamar and Richard Rogers, the two senior FBI agents at Waco. Rogers also played a role in the pivotal change in deadly-force policy that critics of the FBI argue led to the 1992 fatal shooting of Vicki Weaver at Ruby Ridge, Idaho. In the first version of the Waco plan, dated March 4, 1993, the field agents propose that the standard FBI deadly-force policy be in effect: "Agents are not to use deadly force against any person except as necessary in self-defense or the defense of another." But in a later version, dated March 10, the FBI added language that said agents could use deadly force against Davidians emerging from the compound who did not respond to directions and approached FBI agents, even if they had no visible weapon. Then, in an April 9 version, the standard FBI policy is again listed, although it is followed by a section that was redacted in the document. Danny O. Coulson, the FBI agent who manned the command post in Washington during the evenings, emphasized yesterday that the rules ultimately approved by Attorney General Janet Reno did not include firing on unarmed Davidians. BARRETT Staff Reporter of THE WALL STREET JOURNAL Colt's Manufacturing Co., the storied gun maker, is restructuring in a way that will shrink significantly its role in producing handguns for the consumer market. The restructuring stems from several causes, but in one sense it is the most drastic response so far by a major gun maker to the wave of municipal litigation pending against the firearm industry. Lawsuits filed by 27 cities and counties across the country specifically target the sort of handguns that Colt's is planning to move away from. Internal company documents show Colt's, West Hartford, Conn., is in the process of spinning off into a separate company its controversial project aimed at producing a high-tech "smart gun" that can only be fired by an authorized user. The documents also indicate the remaining core business will be focused more narrowly on production of military small arms, an area that Colt's has emphasized heavily over the past two years. New York financiers Donald Zilkha and John Rigas, who control the manufacturer, have used Colt's as a vehicle to acquire other makers of small military arms, and the restructuring appears to be another step in that direction. In fact, there are rumors in the gun business that Colt's is close to a new acquisition of a rival, but those rumors couldn't be confirmed. While immediate plans for the company's well-known lines of consumer handguns aren't clear from the documents that were reviewed, the documents do show that litigation against the gun industry has been a major concern to Colt's owners. Messrs. Zilkha and Rigas have indicated in the past that they would consider getting out of consumer handgun manufacturing as a way of trying to minimize their exposure to the municipal lawsuits. Messrs. Zilkha and Rigas didn't return telephone messages. Steven Sliwa, chief executive of Colt's, said he is going to head the new high-tech spinoff, which is known as iColt. Retired Gen. William Keys, a Colt's board member, will take over the remaining core Colt's business, focusing on military small arms. "Gen. Keys and I are looking forward to working together on the two ventures and taking Colt's into the 21st century," Mr. Sliwa said. Among major gun makers, Colt's has been among the most determined to send signals that it wants to resolve the municipal litigation without a protracted and expensive court fight. But a quick settlement of the suits doesn't appear to be part of the restructuring plan, and lawyers representing Colt's are continuing to try to get those suits dismissed. The commercial handgun segment of Colt's business produces about 30% of revenue but a larger share of profit, because margins are greater in that segment than in military sales, the company documents show. Nevertheless, Messrs. Zilkha and Rigas are said to see the commercial handgun market as too risky to remain a major part of the overall business. The company has struggled financially for more than 15 years, seeing itself surpassed by more nimble competitors in markets ranging from law enforcement to military rifles. A Zilkha-led group bought the company while it was in bankruptcy-court proceedings in 1994 and since then, Colt's has won back some important U.S. military contracts for its M-16 family of rifles, among other weapons. In December 1998, Colt's also completed its acquisition of Saco Defense Corp., a smaller maker of military arms, and remains in the hunt for another acquisition in the area. In 1998, Colt's and Saco had combined revenue of about $136 million and operating profit of $13.4 million, said a person familiar with both companies' results. One risk the restructuring creates is a negative reaction from activist gun owners, who could perceive a withdrawal from the consumer handgun market as another indication of Colt's bending to gun-control proponents. Gun owners in New Jersey, California and other states mounted a boycott of Colt's products last year, partly in response to the company's development of the smart gun, which also was seen as a manifestation of weakness in response to gun foes. On the other hand, by spinning off iColt, Colt's may be able to distance itself from the smart-gun controversy. The smart gun is an effort to use microprocessor technology to prevent the misuse of guns by children, thieves or other unauthorized users. Colt's has developed a prototype handgun that can fire only when the trigger is pulled by someone wearing a wristband that emits a coded radio signal that is received by a computer microchip in the gun's handle. Still unreliable as recently as this spring, when it was demonstrated for The Wall Street Journal, the smart gun is ultimately seen as a product that would appeal to middle-class consumers who wouldn't otherwise buy a gun because of safety concerns. Y2K virus fears First there were reports that contractors working on updating Y2K-prone computer software might deliberately introduce "back doors" so that they can access the system after the contract had expired. Now we have the latest Y2K risk: viruses cashing in on the confusion likely to reign over the New Year period. A new Trojan Horse program, being circulated by email, is doing the rounds. It purports to be a year 2000 countdown clock. Once it is run, it copies the user's Internet account details (passwords etc.). Another Trojan Horse alleges to be a "fix" from Microsoft Corp. Still another, W32/Fix2001, is circulated in an email messages purporting to be sent by the "system administrator" with advice that the software fixes a Y2K Internet problem. If launched, the virus attaches itself to all outgoing email messages (ala the Melissa macro virus). As usual, users are warned not to accept any executable code on its face value and to check its true origin. Keep in mind that few companies issue software updates by email (Microsoft certainly does not). Keeping passwords safe Security systems are only as strong as their weakest link. In most cases, the weakest link is the human operator. Passwords are a classic example. Good practice mandates that passwords be difficult to guess and changed regularly. No user should use the same password for two or more systems. Passwords should not be written down. How many of us actually follow these rules to the letter? One of the main reasons why we don't is that passwords can be notoriously difficult to remember (especially if they are, as recommended, alphanumeric and comprised of words not found in dictionaries). Info-Keep offers a solution. It is a password management utility, which you can use to store your various usernames and passwords, login details etc. The data stored by Info-Keep is encrypted, so all you need to remember is the Info-Keep password. The others can be safely forgotten until you need to use them. SiteJacking is a fairly straightforward scam, so we will no doubt see a lot more of it. Basically, a scammer visits a legitimate Web site, copies data and graphics from the site, and then creates a replica of the Web site (either on their own host or, more likely, using a free Web page hosting service). The scammer then submits the URL of their fake Web site to a number of Search Engines, which proceed to index them. When an unsuspecting user searches for the legitimate site, the results may include links to the fake site. Most users don't check the URLs of matched sites displayed in Search Engine results - they just click on the hyperlink provided. If they click on the hyperlink to the matching fake site, their Web browser is hijacked. The fake Web sites contain Java scripts which automatically divert the Web browser to a Web site specified by the scammer (generally porn sites). Furthermore, the Java code disables the Back button and also prevents the browser window from being closed. As I mentioned, this is a fairly trivial thing to achieve from a programming point of view. It will be interesting to see how Web browser publishers respond to the issue. So I found myself approaching the security checkpoint at Terminal 1 of LAX at 6:10 a.m., preparing to catch the 7:56 to Vegas. I pushed my carry-on bag through the X-ray machine, submitting to its scan of my personal effects despite the fact neither the airline nor the airport administration held any warrant to search them, nor even offered me any probable cause. But was that enough? Not last Tuesday. As my bag came down the belt, a tall, sleepy-eyed young man with a shaved head and an ill-fitting blue blazer, standing on the other side of the conveyer belt, asked "Sir, do you mind if I search your bag?" Special Agent Keith Tate, an investigator with the Long Beach branch of NASA's Office of Inspector General, has been calling Silicon Valley sources, including The Examiner, seeking information about a planned Tuesday meeting between research scientists and Silicon Valley high-tech executives. At that meeting, first reported by The Examiner, attendees, including scientists from the NASA Ames Research Center in Mountain View, will discuss propulsion technologies. "We're trying to determine if any proprietary information will be talked about at that meeting," said Tate. "We're very concerned about this." Staging the meeting will be the International Space Sciences Organization. Its founder is Joe Firmage, a 28-year-old, high-tech executive who made headlines late last year when he published a Web site and book in which he recounted his beliefs in space aliens. On the ISSO site, he claims to have been visited in his bedroom one night by such an alien. Firmage also has stated that some of the high technology of today was obtained from the legendary alien space craft crash at Roswell, N.M., in 1947. Firmage stepped down from his post as CEO of the giant Santa Clara-based USWeb Internet consulting firm following his revelations, due to shareholder concerns about his extraterrestrial pursuits. ISSO spokesman Tony Young had no comment on the NASA probe. Over the last several years, NASA has been researching an array of exotic propulsion technologies through a small program dubbed Breakthrough Propulsion Physics. Some of these techniques thumb their noses at Albert Einstein's theory of relativity, which postulates that nothing can travel faster than the speed of light - 186,00 miles per second. These include using technologies familiar to science fiction fans: worm holes and warp drives. Firmage, according to his Web site, believes "there is stunningly good evidence that UFOs are real starships." WILLIAMS The battle many companies are fighting to find highly skilled workers - especially for technology jobs - has spilled over into Congress. Within the past three months, three federal lawmakers have introduced bills to boost the number of temporary work visas that U.S. companies can use to hire foreign nationals. Many Carolinas companies and trade associations are watching the proposed legislation that addresses the limits set on the visas, called H-1B's. "If somebody has a position to fill, they try to fill it with the best person they can. Some of those folks are from other countries," said Joan Myers, president of the Raleigh-based N.C. Electronics and Information Technologies Association, a 300-member trade group. "We want to keep jobs in North Carolina and not move them offshore. Computer uses cat's brain to see
Scientists have literally seen the world through cat's eyes

In what is bound to become a much debated and highly controversial experiment,
a team of US scientists have wired a computer to a cat's brain and created
videos of what the animal was seeing.
According to a paper published in the Journal of Neuroscience, Yang Dan, Garret
Stanley and Fei Li of the University of California at Berkeley have been able
to "reconstruct natural scenes with recognizable moving objects."
The researchers attatched electrodes to 177 cells in the so-called thalamus
region of the cat's brain and monitored their activity.
The thalamus is connected directly to the cat's eyes via the optic nerve. Each
of its cells is programmed to respond to certain features in the cat's field of
view. Some cells "fire" when they record an edge in the cat's vision, others
when they see lines at certain angles, etc. This way the cat's brain acquires
the information it needs to reconstruct an image.
Recognizable objects
Scientists saw recognisable objects
The scientists recorded the patterns of firing from the cells in a computer.
They then used a technique they describe as a "linear decoding technique" to
reconstruct an image.
To their amazement they say they saw natural scenes with recognizable objects
such as people's faces. They had literally seen the world through cat's eyes.
Other scientists have hailed this as an important step in our understanding of
how signals are represented and processed in the brain.
It is research that has enormous implications.
Artificial brain extensions
It could prove a breakthrough in the hoped-for ability to wire artificial limbs
directly into the brain. More amazingly, it could lead to artificial brain
extensions.
By understanding how information can be presented to the brain, some day,
scientists may be able to build devices that interface directly with the brain,
providing access to extra data storage or processing power or the ability to
control devices just by thinking about them.
One of the scientists behind this current breakthrough, Garret Stanley, now
working at Harvard University, has already predicted machines with brain
interfaces.
Such revolutionary devices should not be expected in the very near future. They
will require decoding information from elsewhere in the brain looking at
signals that are far more complicated than those decoded from the cat's
thalamus but, in a way, the principle has been demonstrated.

While the State Department's concerns about the government's handling of the case were disclosed years ago to the family of the journalist, Charles Horman, the newly declassified memo includes the most explicit reference to date about possible CIA involvement in Horman's execution by Chilean operatives after Gen. Augusto Pinochet came to power in a coup. Drafted in August 1976 by Rudy Fimbres, then head of the State Department's office of Chilean affairs, the memo says: "U.S. intelligence may have played an unfortunate part in Horman's death. At best, it was limited to providing or confirming information that helped motivate his murder by the [government of Chile]. At worst, U.S. intelligence was aware the [government of Chile] saw Horman in a rather serious light and U.S. officials did nothing to discourage the logical outcome of [Chilean] paranoia." Joyce Horman, the journalist's widow, read emotionally from the document at a Washington news conference yesterday and later said in an interview, "I think this is close to the smoking pistol here." Horman and human rights activists were celebrating a British magistrate's decision hours earlier to extradite Pinochet to Spain to stand trial for human rights abuses. The CIA responded yesterday by releasing a 1978 letter to the Justice Department, drafted in response to a lawsuit filed by Horman's family, stating that the "CIA had no prior knowledge of and played no role in either the death of Mr. Horman or in the events surrounding the subsequent disposition of his remains." Mark Mansfield, a CIA spokesman, also promised that "covert action-related documents will be reviewed for declassification and released in the future." Peter Kornbluh, a researcher at the nonprofit National Security Archive, said another State Department document released yesterday confirms for the first time that a U.S. official assigned to handle the Horman case, identified previously as a deputy consul, was actually a CIA officer. Kornbluh said the official served as a go-between with Rafael Gonzalez, a Chilean intelligence operative involved in the Horman case. A State Department document released yesterday notes that Gonzalez made repeated claims that the "CIA got 'mixed up' in Horman's death and was 'behind it.' The document states, "Enclosed for your review and comment is the draft Army regulation on civilian inmate labor utilization" and the procedure to "establish civilian prison camps on installations." Cherith Chronicle, June 1997. Civilian internment camps or prison camps, more commonly known as concentration camps, have been the subject of much rumor and speculation during the past few years in America. Several publications have devoted space to the topic and many talk radio programs have dealt with the issue. However, Congressman Henry Gonzales (D, Texas) clarified the question of the existence of civilian detention camps. In an interview the congressman stated, "the truth is yes - you do have these stand by provisions, and the plans are here...whereby you could, in the name of stopping terrorism...evoke the military and arrest Americans and put them in detention camps." HISTORY OF CIVILIAN INTERNMENT CAMPS The concept of mass internment camps was implemented during the decade of the 1930's when the idea was either integrated into national security planning or put to actual use in the world's three socialistic experiments - the Soviet Union, Nazi Germany and the United States under Roosevelt. On March 9, 1933, Adolph Hitler put his Dachau detention center into operation where thousands of his own countrymen were sent. (Source: Martin Gilber,The Holocaust). Stalin exterminated 7 to 10 million in his rural collectivization program from 1931-1933 and another 10 million in the purges of 1934-1939. It was this decade that the Soviet Gulag proved its worth. On August 24, 1939, FBI Director J. Edgar Hoover met with FDR to develop a detention plan for the United States. Five months after this meeting, Hitler opened the Auschwitz detention center in Poland. On August 3, 1948, J. Edgar Hoover met with Attorney General J. Howard McGrath to form a plan whereby President Truman could suspend constitutional liberties during a national emergency. The plan was code-named "Security Portfolio" and, when activated, it would authorize the FBI to summarily arrest up to 20,000 persons and place them in national security detention camps. Prisoners would not have the right to a court hearing or habeas corpus appeal. Meanwhile, "Security Portfolio" allowed the FBI to develop a watch list of those who would be detained, as well as detailed information on their physical appearance, family, place of work, etc. (David Burnham, Above the Law). Two years later Congress approved the Internal Security Act of 1950 which contained a provision authorizing an emergency detention plan. Hoover was unhappy with this law because it did not suspend the constitution and it guaranteed the right to a court hearing (habeas corpus). "For two years, while the FBI continued to secretly establish the detention camps and work out detailed seizure plans for thousands of individuals, Hoover kept badgering...[Attorney General McGrath for] official permission to ignore the 1950 law and carry on with the more ferocious 1948 program. On November 25, 1952, the attorney general...caved in to Hoover." ibid. Congress repealed the Emergency Detention Act of 1950 more than twenty years later in 1971. Seemingly the threat of civilian internment in the United States was over, but not in reality. The Senate held hearings in December, 1975, revealing the ongoing internment plan which had never been terminated. The report, entitled, "Intelligence Activities, Senate Resolution 21", disclosed the covert agenda. In a series of documents, memos and testimony by government informants, the picture emerged of the designs by the federal government to monitor, infiltrate, arrest and incarcerate a potentially large segment of American society. The Senate report also revealed the existence of the Master Search Warrant (MSW) and the Master Arrest Warrant (MAW) which are currently in force. The MAW document, authorized by the United States Attorney General, directs the head of the FBI to: "Arrest persons whom I deem dangerous to the public peace and safety. These persons are to be detained and confined until further order." The MSW also instructs the FBI Director to "search certain premises where it is believed that there may be found contraband, prohibited articles, or other materials in violation of the Proclamation of the President of the United States." Michael Mello, author of the recently published book, "The United States of America vs. Theodore John Kaczynski," notes that at some point in his Harvard years -- 1958 to 1962 -- Kaczynski agreed to be the subject of "a psychological experiment." Mello identifies the chief researcher for these only as a lieutenant colonel in World War II, working for the CIA's predecessor organization, the Office of Strategic Services. In fact, the man experimenting on the young Kaczynski was Dr. Henry Murray, who died in 1988. Murray became preoccupied by psychoanalysis in the 1920s, drawn to it through a fascination with Herman Melville's "Moby Dick," which he gave to Sigmund Freud, who duly made the excited diagnosis that the whale was a father figure. After spending the 1930s developing personality theory, Murray was recruited to the OSS at the start of the war, applying his theories to the selection of agents and also presumably to interrogation. As chairman of the Department of Social Relations at Harvard, Murray zealously prosecuted the CIA's efforts to carry forward experiments in mind control conducted by Nazi doctors in the concentration camps. The overall program was under the control of the late Sidney Gottlieb, head of the CIA's technical services division. Just as Harvard students were fed doses of LSD, psilocybin and other potions, so too were prisoners and many unwitting guinea pigs. Sometimes the results were disastrous. A dram of LSD fed by Gottlieb himself to an unwitting U.S. army officer, Frank Olson, plunged Olson into escalating psychotic episodes, which culminated in Olson's fatal descent from an upper window in the Statler-Hilton in New York. Gottlieb was the object of a lawsuit not only by Olson's children but also by the sister of another man, Stanley Milton Glickman, whose life had disintegrated into psychosis after being unwittingly given a dose of LSD by Gottlieb. What did Murray give Kaczynski? Did the experiment's long-term effects help tilt him into the Unabomber's homicidal rampages? The CIA's mind experiment program was vast. How many other human time bombs were thus primed? How many of them have exploded? There are other human time bombs, primed in haste, ignorance or indifference to long-term consequences. Amid all the finger-pointing to causes prompting the recent wave of schoolyard killings, not nearly enough clamor has been raised about the fact that many of these teenagers suddenly exploding into mania were on a regimen of antidepressants. Eric Harris, one of the shooters at Columbine, was on Luvox. Kip Kinkel, who killed his parents and two students in Oregon, was on Prozac. There are a number of other instances. Apropos possible linkage, Dr. Peter Breggin, author of books on Prozac and Ritalin, has said, "I have no doubt that Prozac can contribute to violence and suicide. I've seen many cases. In the recent clinical trial, 6% of the children became psychotic on Prozac. And manic psychosis can lead to violence." A 15-year-old girl attending a ritzy liberal arts school in the Northeast told me that 80% of the kids in her class were on Prozac, Ritalin or Dexedrine. The pretext used by the school authorities is attention deficit disorder or attention deficit hyperactivity disorder, or ADHD, with a diagnosis made on the basis of questions such as: "Do you find yourself daydreaming or looking out the window?" Ritalin is being given to about 2 million American schoolchildren. A 1986 article by Richard Scarnati in the International Journal of the Addictions lists more than a hundred adverse reactions to Ritalin, including paranoid delusions, paranoid psychosis, amphetamine-like psychosis and terror. Meanwhile, uncertainty reigns on the precise nature of the complaint that Ritalin is supposed to be treating. One panel reviewing the proceedings at a conference on ADHD last year even doubted whether the disorder is a "valid" diagnosis of a broad range of children's behavior, and said there was little evidence Ritalin did any good. In 1996, the Drug Enforcement Administration denounced the use of Ritalin and concluded that "the dramatic increase in the use of [Ritalin] in the 1990s should be viewed as a marker or warning to society." In August, 1984, Armen Condo, Founder of Your Heritage
Protection Agency ("YHPA") was being prosecuted by the
Federal Government under numerous tax-related statutes,
as well as other collateral charges such as mail fraud.
The YHPA is still (the record holds to this day), the
largest organized tax protester group to ever have
existed in the United States (with respectful deference
to our Founding Fathers and innumerable fellow unsung
"tax protester" patriots living and laying their lives
on the line in the 1700s for our benefit today). In its
heyday in the 1970s/1980s, the YHPA's dues-paying
membership reached well into the 20,000 to 30,000
range, before it was ultimately brought into a state of
non-existence through the intervention of strongly
persuasive federal influences.
The YHPA published a fairly thick newspaper, and
continued on in their efforts for several years, with
their primary focus based upon the illegitimacy of
Federal Reserve Notes, contending thereon that receipt
of said Federal Reserve Notes did not constitute
"income," therefore, no one receiving said notes was
liable under federal income tax statutes. Although
additional proprietary "tax protester" positions were
routinely addressed, the YHPA's primary focus remained
centered around Federal Reserve Notes.
Curiously, as a side note, individuals choosing to join
the YHPA (usually in the context of a dinner/seminar
setting), were guided through a "joining process" at
the conclusion of the seminar, where dual ID photos
were taken (the YHPA kept one photo, and you received
the other, using a dual-photo camera similar to the
dual-photo cameras used at your local Department of
Motor Vehicles or local passport photo vendor) and
slick, professional looking "ID cards" were processed
on the spot and given to each new member at that time.
In hindsight, the stated reasons given at these
dinner/seminars with respect to the "necessity" of
having/creating a photo ID card were rather specious at
best, and in fact, there was some additional hindsight
talk that perhaps the YHPA was a Federal "Tax
Protester" Sting Operation all along, designed to
attract and then identify. [For example, in the
U.S.S.R., the KGB is known to have secretly "created"
(sponsored is more like it) -- various protester groups
for the sole purpose of throwing out some attractive
philosophy designed to attract a certain type of
individual, and then having "extracted" those
individuals from society, and having thus identified
them -- then shutting down the organization and
arresting the members. This practice is a utilization
of the principle known as the "Doctrine of False
Opposition."]
After all, it is rather suspicious, if not ironic, that
an organization purporting to be highly critical of
"government," and taking a relatively "radical"
approach to same (non-filing tax protesters "sign up
here..."), and having an orientation favoring the
individual over government in general, would in fact so
closely emulate "Big Brother" tactics such as requiring
a photo ID card for all of its new members, and for
reasons that would not normally hold up to intellectual
scrutiny or inspection except for the fact that within
the context of the actual joining process, those people
were not concerning themselves at the time with such
incongruities, but were instead swept up in the
excitement and impetus of the "I'm Mad As Hell and I'm
Not Going To Take Anymore" sentiment generated at
typical YHPA recruitment seminars.
Against this backdrop, George Mercier wrote a
thoughtful advisory letter to Armen Condo in August of
1984, seeking to correctively alter the course Condo
was then pursuing vis-a-vis his federal case, with the
objective of the letter being oriented towards keeping
Armen Condo out of a federal cage. And with respect to
Armen Condo, the letter was a wash, as Armen Condo was
highly unreceptive to its contents (being in an
unteachable state of mind, and so he rejected it "in
toto"); however, the letter did not stop there with
Armen Condo. In fact, it somehow "exploded" into the
general patriot pipeline/network, and was widely copied
and circulated all across the country. (Although Armen
Condo reacted adversely to the letter, it found a very
receptive and appreciative audience amongst patriots
across the nation).
One such copy of the letter found its way into the
hands of Frank May, who subsequently wrote an
intelligent and thoughtful letter to George Mercier,
seeking an expansion of the enticing data contained in
the Armen Condo Letter. Expansion he wanted --
expansion he got, because George Mercier in turn wrote
a reply letter to Frank May -- a 745-page letter, which
then became a privately published book entitled
"Invisible Contracts - The Frank May Letter" (dated
December 31, 1985).

Updated 7:03 PM ET October 6, 1999 NEW YORK, Oct 06 (Reuters Health) -- Widespread mental health disorders would follow an act of terrorism involving chemical or biological weapons on US soil, making early and ongoing psychiatric treatment essential for affected communities, predicts a psychiatrist working with the US Navy. "Remote though the possibility of a terrorist-authored chemical or biological incident in an American community may be, we must prepare for one," according to Dr. Cleto DiGiovanni, Jr., from the National Naval Medical Center in Bethesda, Maryland. His review article is published in the October issue of the American Journal of Psychiatry. In his report, DiGiovanni catalogs the breadth of mental illnesses that can result from the actual or feared exposure to chemical or biological weapons. Nerve agents, for example, can cause depression, insomnia, impaired thinking, and antisocial thoughts. Even the drug most commonly used to treat nerve agent exposure, atropine, "can produce psychiatric side effects ranging from drowsiness to hyperactivity, hallucinations, and coma," he writes. Biological weapons can diminish the ability to think clearly and produce depression, irritability, and hallucinations, he adds. One role of psychiatrists in the management of domestic terrorism is to distinguish between physical effects and psychiatric effects of the agent or the threat of exposure. According to DiGiovanni, the uncertainty and surprise surrounding possible exposure to unfamiliar threats can spawn fear, panic, and psychosomatic disorders. A careful psychiatric examination can sort out the physical effects of the agents from the psychological response of the exposed person. In order to be able to distinguish between physical and psychiatric effects, though, "psychiatrists should become familiar with the effects of, and treatment for, the chemical and biological agents that may be used in a terrorist incident," he suggests. Psychiatrists will be involved in several aspects of the management of a chemical or biological incident, according to DiGiovanni. "That role includes immediate treatment of individual patients and groups of patients who are experiencing the psychological impact of a mass disaster, organizing and managing the delivery of mental healthcare by others to the community, and assisting local medical facilities and community leaders in the control of widespread anxiety, fear, and perhaps even panic," he writes. Potential patients can take some comfort in the fact that effective therapies are available for the range of psychological problems they might experience as a result of domestic terrorism, DiGiovanni reports, although survivors of any disaster could require prolonged care. Shortly after his death silver certificates disappeared forever and were replaced with the worthless toilet paper known as Federal reserve notes--backed by ZERO (NOTHING) -- which serves as U.S. currency today. With the earthquakes, HAARP has been used to direct energy into the fractured faults of the crust of the earth and as the earth tries to shift to releave the strain created by the HAARP energy the two touching crustal plates give and slip and cause an earthquake. As far as the death ray part, they have been able to use microwave energy created by antenna array and direct it towards a victim and fry them or merely destroy the victim's brain so as to take him/her out of commission and hopefully to die. As I said earlier, I have developed an instrument that can detect the very intense lethal microwave death rays and warn you to immediately get out of the way and to get behind something metal because microwaves are reflected by metal.
