sexual openness is about to extend its health insurance coverage to
include sex-change operations for municipal employees.

The Board of Supervisors and Mayor Willie Brown are expected to sign the
measure within the next couple of weeks. It will extend up to $50,000 in
benefits to city workers who want to switch their gender.

San Francisco apparently would be the only governmental body in the
nation to make sex-change benefits available. The issue was discussed in
Oregon, but a commission decided against it in 1999.

"I'm very pleased that we're doing it," board President Tom Ammiano said
Friday. "We have a noticeable transgender population in San Francisco,
and many are city employees."

The benefits would be available starting July 1.

The benefit would cover male-to-female surgery, which costs about
$37,000, as well as female-to-male surgery, which runs about $77,000. It
also would cover hormones and other procedures.

Transgender advocates said the measure's symbolism is more valuable
than the benefits.

"I think it's really politically important to do that," said Susan Stryker,
executive director of the Gay, Lesbian, Bisexual, Transgender Historical
Society of Northern California. "Transgender rights are often considered as
a joke: 'What are those wacky San Franciscans going to do next?"'

Stryker, who had male-to-female surgery 10 years ago, said San
Francisco's transgender community numbers about 15,000.

The term transgender covers a broad range of categories including cross-
dressers, transvestites, transsexuals and those born with characteristics of
both sexes.

Employees would have to work for the city at least one year before they
would be eligible. People wanting sex-change surgery would have to pay
15 percent out of pocket if they use a doctor in the city's health network. If
an out-of-network doctor is used, that goes up to 50 percent.

http://www.nandotimes.com) - A majority of the Swiss support loosening the
laws banning marijuana, according to a survey by a drug and alcohol
agency.

The figures, released Thursday by the private Swiss Institute for Alcohol
and Drug Problems following a study in November, say that 54 percent
favor a softening of penalties for smoking, possessing and selling the drug.


"Cannabis consumption is becoming normal," institute director Richard
Mueller said.

In the survey of 1,600 people between the ages of 15 and 74, more than a
quarter said they had smoked a marijuana cigarette at least once in their
life, with the figure rising to 50 percent among teen-agers and young adults.
No margin of error was given for the poll.

The study suggests that around 87,000 of the 7 million Swiss smoke a
marijuana cigarette daily.

The institute supports legalizing possession and use of cannabis, and also
wants to allow the sale of small quantities of the drug.

However, its thinking is not out of tune with that of the Swiss government.
Last year, the government proposed parliament decriminalize marijuana
use, though other drugs would remain illegal. Parliament is due to consider
it by June.

Penalties for use of so-called soft drugs are rarely imposed, and
Switzerland is rated as having one of the world's most liberal drug policies.

The study said there should still be controls on use of soft drugs in public
places, and that any moves toward liberalizing the law should be
accompanied by a health education campaign similar to that aimed at
tobacco smokers.

Sub civilian was top Republican

Japan has sent an envoy to the United States to demand
a full explanation for the sinking of a Japanese
trawler by a US nuclear submarine, as news reports
confirmed that at least one member of a guest party on
board was a senior Republican Party figure.

Senior Vice-Foreign Minister Sishiro Eto will demand
that search operations continue for nine people who
were on board the Ehime Maru and are still missing,
presumed dead. Japan has condemned the US Navy for
allowing civilians to be at the control stations of
the submarine, which was hosting 16 civilian guests.

One of the guests of Commander Scott Waddle, the
submarine's captain, was what one US newspaper called
a Republican "fat cat" with connections to President
George Bush. Fourteen of the 16 were donors to a
private, non-profit foundation that is restoring the
World War II battleship Missouri and whose honorary
chairman is the former president George Bush.

It was on the deck of the Missouri that Japan's
leaders surrendered on September 2, 1945, marking the
end of the war in the Pacific. The trip was,
apparently, to thank them for their support.

"It is outrageous. [The US Navy] is slack," the chief
of the Japanese Defence Agency, Toshitsugu Saito, said
at a news conference, of the civilians' presence at
the controls.

President Bush ordered a review of all policies on
civilian activity during military exercises after USS
Greeneville surfaced rapidly off Hawaii, hitting and
sinking the Japanese trawler, which was carrying high
school fisheries students.

The manoeuvre was apparently performed for the
entertainment of the guests, two of whom were seated
at controls on the submarine's bridge deck.

Five of the 35 crew on the trawler drowned. Four
17-year-old students on a study trip were among those
missing and presumed drowned.

In Tokyo, the Prime Minister, Mr Yoshiro Mori, is
clinging to office by his fingertips, with some senior
figures in his Liberal Democratic Party openly calling
for a leadership vote next month. A junior coalition
partner, New Komeito, yesterday refused to rule out
support for a no-confidence motion.

Mr Mori was roundly criticised for staying on the golf
course after being informed of the trawler's sinking.
His stock sank further yesterday after it was revealed
that a businessman had bankrolled his 40 million yen
($650,000) golf club membership.

Navy officials have confirmed that at the time the
Greeneville pierced the hull of the Ehime Maru,
sending the trawler and nine of its crew to the ocean
floor, two civilians were in the main control
positions of the sub.

They are adamant that while the VIPs may have had
their hands on the controls, they were in no way
responsible for the emergency ballast blow that sent
the Greeneville rocketing to the surface, or for the
crash that followed.

The navy has refused to release the names of the
civilian guests, citing privacy concerns, although two
of them have appeared on US television recounting
their version of the events leading up to the
collision.

One, Mr John Hall, said he had accepted an invitation
from the Greeneville's commander to pull the levers to
begin the surface drill.

The nearest crew member was seated right next to him
"elbow to elbow". "I mean, what's important to know
here is you don't do anything on this vessel without
someone either showing you how to do it, telling you
how to do it, or escorting you around," Mr Hall told
NBC's Today show.

Both men said Commander Waddle had carried out
numerous safety checks, including a periscope sweep,
before beginning the dive and subsequent
ascent.

Mr Hall said he distinctly remembered a loud bang and
the submarine shuddering, followed by Commander
Waddle's exclamation: "Jesus, what the hell was that?"

Speaking before a budget meeting in Washington,
President Bush said the Hawaiian tragedy had made it
necessary for the Pentagon "to review all policy
regarding civilian activity during military
exercises".

Rear Admiral Steve Pietropaoli said that it had been
navy policy for decades to allow civilians to visit
bases and view manoeuvres as a way of bolstering
public appreciation of and support for the armed
forces.

Pentagon officials said Commander Waddle could face a
court martial if he was found to have caused the
accident.

egregious examples of owner, advertiser and government influence on the
news: "Fear  Favor 2000: How Power Shapes the News."

A "serious" talkshow turns itself into an infomercial for Campbell's Soup,
complete with a veteran news anchor leading a chorus of the "M'm, m'm,
good!" jingle. A Boston reporter is suspended without pay after writing
critically about a bank that is a major advertiser in his paper. A network
news show interviews a sock puppet-- a puppet that is the mascot for a
company the network's owner has a stake in.

Welcome to the sometimes whimsical, frightening world of the corporate-owned
media, where the "fear and favor" of the powers that be can shape-- and
twist-- the news. A few items detailed in the report:


--In the final days of the 2000 presidential campaign, conservative
Pittsburgh Tribune-Review publisher Richard Mellon Scaife ordered all photos
and prominent mentions of Al Gore removed from the front page.  As a result,
the pre-election Sunday edition featured George W. Bush in every front-page
campaign-related headline and photo.

--The AP's longtime Bolivia correspondent, Peter McFarren, resigned amidst
revelations that he had lobbied the Bolivian legislature for a $78 million
water privatization project profiting a foundation he presided over. One of
the biggest stories in Bolivia, water policy was central to McFarren's beat.
After a query from FAIR, the AP did a story on the resignation, but glossed
over key aspects.

--After receiving pre-publication complaints from various bigwigs, Brill's
Content watered down a piece whose subject-- entertainment reporter Lynn
Hirschberg-- apparently has too many powerful friends. Brill's editor David
Kuhn reportedly told staffers, "You don't understand: I have to go to
cocktail parties with these people."


Many journalists have heard war stories about controversial articles that
got cut or quashed before they were written, or, more chillingly, of careers
cut short. The breakneck consolidation of media ownership means news
divisions are increasingly subject to corporate control, but it can be
difficult to find documentation of specific instances in which this has
distorted the news. With that in mind, FAIR has compiled reports of some of
the most outrageous examples of "fear and favor" in the newsroom from the
last year.

We hope "Fear  Favor 2000" will serve to support journalists who are
struggling to seek truth and report it, empower the public to demand
accountability from the media and inspire all of us to fight back when the

Defense subsection 783.

The Council on Foreign Relations is a branch of an international group of
co-conspirators called the Round Table Group. Other branches include;
Britain's Royal Institute of International Affairs, the Canadian Institute of
International Affairs, the New Zealand Institute of International Affairs, the
Australian Institute of International Affairs, the South African Institute of
International Affairs, the Indian Institute of International Affairs, the
Netherlands Institute of International Affairs, the Japanese Institute of Pacific
Relations, the Chinese Institute of Pacific Relations, and the Russian Institute
of Pacific Relations.

The Secretary of the Treasury is the public official responsible for keeping an
eye on domestic and international monetary and financial policy. The following
Secretaries of the Treasury are members of the Council on Foreign Relations;
Robert B. Anderson(Eisenhower), Douglas C. Dillion (Kennedy/Johnson),
Henry Hamill Fowler (Johnson), David M. Kennedy (Nixon), William Edward

The National Security Council provides intelligence support to the Secretary of
the Treasury. The nature of the support, is classified. The support insures the
Department of the Treasury acts in accord with recommended national
security policy and makes its full contribution to the attainment of national
security objectives and to the particular climate of opinion the United States is
seeking to achieve in the world.

This opinion is formulated by Council on Foreign Relations members working in
an ad hoc committee called the "Special Group" and through a vast
intragovernmental undercover infrastructure called the "Secret Team". The
"Special Group" and "Secret Team" insure that a well coordinated economic
warfare campaign weakens non-Round Table Member controlled companies
and benefits Round Table Member controlled companies in the United States
and in other nations.

Even the most knowledgeable Treasury officials don't understand the role of
the National Security Council in international monetary and financial policy. The
"Special Group" and the "Secret Team" hide so-called national security
objectives behind a veil of secrecy. This is because these objectives are in the
best interest of the Round Table Group members, not in the best interest of
the American public.

In 1969 Paul Volcker became Undersecretary for Monetary Affairs in the Nixon
administration. Volcker's boss was Secretary of the Treasury David Kennedy.
In his book Changing Fortunes, Volcker writes;

"On inauguration day I sat down in my new office in the Treasury...A
memorandum arrived from the White House with, as I recall it, the title of
"National Security Study Memorandum Number Two." I clearly had not been on
the list for Number One but, after all, Number Two was not bad. I didn't really
know what a National Security Study Memorandum was in those days, but
since it was signed by Henry Kissinger on behalf of the president, it was
obviously something to be taken seriously.

The memorandum described administrative and other arrangements for the
conduct of international monetary affairs by the new administration. It
designated the Undersecretary for Monetary Affairs - the position to which I
would be nominated - to chair an inter-agency committee on the subject. The
previous administration had such a group, so that was no striking new
initiative, but it was nice for me to have my bureaucratic position confirmed.
The memo also said that in that capacity I should report to Henry Kissinger at
the National Security Council. That was unusual news to me, being in the
Treasury Department. I went running to Secretary Kennedy's office and said,
"You'd better take care of this quick, because it seems to cut you out of the
loop." He was not very close to Mr. Nixon at the time, and I sensed his
hesitation about what to do. I always suspected he just ignored that part of
the directive, because that's certainly what I did. Henry Kissinger had other
things to worry about during those days. Besides, one of his stable of
assistants, Fred Bergsten, was a member of the inter-agency group, and I
knew he was fully capable of keeping Henry informed.

I never heard another word about it, and I suspect papers on the intricacies of
international monetary affairs ended up at the bottom of Kissinger's in-tray,
assuming they ever got that far. But it was to me an interesting lesson in
bureaucratic one-upmanship. Kissinger had been designated to his position
many weeks earlier, had a staff in place, access to the president, and an
instinct to make good use of his head start"

 Is the "Reverend" Jackson really a reverend?

 It’s not clear.

 But NewsMax has undertaken an investigation to determine the
 legitimacy of
 Jesse "Who’s your daddy?” Jackson claiming the "Reverend” honorific.

 For decades the mainstream media has referred to "Who’s your daddy?”
 as the
 Reverend Jackson.

 The question remains, however, if he is in fact eligible to have
 adopted
 this appellation.

 From what little information is publicly available, it appears as
 though
 Jesse has been cutting corners and playing fast and loose with more
 than his
 marriage vows.

 He may also be improperly referring to himself as "reverend” when in
 reality
 he might be anything but.

 Here is his "official” biography from the Rainbow/Push Coalition
 website:

 "Born on October 8, 1941 in Greenville, South Carolina, Jesse Jackson
 attended the University of Illinois on a football scholarship and
 later
 transferred to North Carolina AT State University. He attended
 Chicago
 Theological Seminary until he joined the Civil Rights Movement full
 time in
 1965." (Emphasis added.)

 Notice that his own organization discloses that Jackson merely
 "attended”
 the Chicago Theological Seminary.

 He did not graduate, and was not, therefore, an accredited
 seminarian,
 according to the Rainbow/Push information.

 Is he, then, qualified to be referred to as the "Reverend” Jackson?

 Repeated NewsMax calls to the Rainbow/Push coalition headquarters in
 Chicago
 remain unanswered.

 Whether or not Jesse L. Jackson is a bona fide "reverend” may seem an
 insignificant point not worthy of the effort necessary to make an
 actual
 determination.

 However, that this particular title carries with it a certain aura of
 morality and religiosity which, by its very nature, confers an added
 degree
 of both "godliness” and credibility unlike any other such title, it
 is
 important to ascertain the validity of Jackson’s insistence on the
 use of
 the title.

 When he ran for President in 1984, Jackson was invariably referred to
 as the
 "reverend” Jackson, granting him a more exalted status than would
 otherwise
 be the case.

 Further, unlike the media treatment of the Rev. Pat Robertson, who
 was
 derisively referred to as a "reverend" though there was never a
 question
 raised about his credentials - Jackson was accorded a modicum of
 respect and
 dignity to which he may not, via his credentials, or lack of same, be
 entitled.

 His failure to earn a degree from the Chicago Theological Seminary
 would
 seem to present a prima facie case of his having no business
 whatsoever
 employing the "reverend” title when he didn’t make the grade.

 If he has been making use of the title in error, his reputation will
 have
 been even further severely diminished at his own hand and ego.

 He has, of late, laid down a rather reprehensible marker, which ill
 serves
 the very people he takes great pains to imply he has the moral
 authority to
 lead.

 Not to mention the rather lucrative and transparent con game he plays
 with
 American corporations, who regularly lay down and fall prey to his
 implied
 threats, which amount to: "pay up or be singled out for protest” in
 order
 that he might continue to feather his own nest to the tune of
 millions of
 dollars in blackmail.

 And to be able continue to enjoy special kid-glove treatment by the
 I.R.S.
 and state authorities too timid to subject him to the same scrutiny
 applied
 to others.

 Such thinly veiled threats amount to nothing more than a classic
 protection
 racket.

 Whether he is a legitimate "reverend” or not remains to be seen.

 What is sure is the fact that not even an ounce of credibility should
 be
 accorded such a shady and demagogic character.

 First Pregnant Cadet at Virginia Military Institute

 A female cadet at the prestigious Virginia Military Institute is four
 months
 pregnant and has decided to stay on, living in the barracks as a
 cadet in
 full standing, Institute officials told the Roanoke Times Friday.

 Because the military school's regulations forbid marriage for cadets,
 her
 decision means she's opted to remain an unwed mother.

 "After weighing the woman's right to privacy, the health of her and
 the
 unborn child, the 'morale of the VMI community' and the law, VMI
 officials
 offered the woman three options," the Virginia paper reported.

 "She could take a leave of absence, she could live in separate
 quarters on
 the VMI campus, most likely the post hospital, or she could remain in
 barracks."

 The pregnant cadet has Institute officials scrambling to comply with
 legal
 regulations, since VMI remains under Justice Department supervision
 as a
 result of a 1997 lawsuit that ended the school's males-only admission
 policy.

 Lawyers for the school have consulted with the Virginia Attorney
 General's
 office, the U.S. District Court in Roanoke and the Justice Department
 in an
 effort to comply with that decision and to protect the woman's
 rights.

 Federal Title IX laws require VMI to treat the pregnancy like any
 other
 disability.

 Some cadets told the Times they thought the pregnancy would be
 disruptive.

 "I think it might be a little weird seeing a pregnant cadet march
 by," Jen
 Jolin, a former cadet who was among the first women at the academy,
 told the
 Times. "I mean, VMI's got an image."

 Other are more sanguine.

 "They are accommodating her, and it sounds to me like they're being
 reasonable," former VMI board of visitors member Charlie Lindsey
 said.

 Lindsey, who opposed admitting women to his alma mater, told the
 Times,
 "It's just something else they're going to have to get used to."

 VMI has not revealed the pregnant cadet's identity, age or any
 information
 about the child's father.

I have started a petition drive to ban all baseball bats;
knives; sharp sticks and possession of a rock that weighs
over 4 ozs.

Why does anyone need a knife with a sharp point?

Why does anyone need a sharp stick?

Why does anyone need a heavy rock?

Why do we play the so called game of "baseball"
by throwing a hard missle called a "baseball" at at another
human being. Why does that person violently "hit" the dangerous
baseball with a deadly heavy club???

We must reexamine our violent, hatefilled attitudes. We must stop
encouraging our children from playing such "games" or adults
paying money to attend such violent, primitive events.

Dear Mr. Stafford: This letter is prompted by actions taken by Secret
Service agents from the Melville, N.Y., field office against Glenn Given,
managing editor of The Stony Brook Press. The undersigned
organizations
generally represent the First Amendment interests of the news media.
The
Reporters Committee for Freedom of the Press is a voluntary,
unincorporated
association of reporters and editors that works to defend the First
Amendment rights and freedom of information interests of the news
media.
The Reporters Committee has provided representation, guidance and
research
in First Amendment and Freedom of Information Act litigation since
1970.
The Student Press Law Center, established in 1974, is a nonprofit,
nonpartisan organization that provides free legal assistance to high
school
and college student media around the country. These are the facts of the
situation at issue, as we understand them. On Wednesday, February 7,
2001,
Glenn Given wrote an editorial entitled "Editorial: Dear Jesus Christ, King
of Kings, all I ask is that you smite George W. Bush." This editorial was
published in The Stony Brook Press, a student newspaper at SUNY-
Stony
Brook. The editorial was in the form of an open letter to Jesus. The writer
stated that he had recently "found" Jesus in light of the recent election
and asked Jesus to "smite" George W. Bush, as well as his Vice
President
and the cabinet members. The editorial also requested that Jesus smite
Carson Daly, host of MTV's Total Request Live. The editorial was clearly
a
form of satire and political hyperbole. President Bush has extensively
publicized his dedication to Christianity. He publicly cited Jesus as his
favorite philosopher. His inaugural speech invoked numerous religious
themes, and he has established an Office of Faith-Based and
Community
Initiatives, which has been criticized by some as an improper promotion
of
religion. To invoke religion in stating an opposition to President Bush's
administration would therefore be an expected satirical ploy. Moreover,
the
fact that Carson Daly was included in the panoply of petitioned smitees
should have made it obvious that the editorial was satire. Neither the
newspaper's editorial board nor the University saw any reason to censor
Mr.
Given's speech. However, a faculty member contacted the Secret
Service,
apparently because he or she was disturbed by the editorial. It is our
understanding that on February 14, 2001, University police and Secret
Service agents arrived unannounced at the newspaper's offices. The
agents
first demanded to speak to the entire editorial board, but eventually
questioned Mr. Given alone when he claimed responsibility for the
editorial. Secret Service agents questioned him extensively and asked him
to submit to a psychological evaluation which reportedly consisted of
personal questions about his family and his parents' divorce. During
questioning, Mr. Given was not represented by an attorney, nor was he
advised of his rights as an accused. Mr. Given signed, upon request, a
waiver allowing the search of his home. Apparently, nothing threatening was
found there. He also signed a medical release authorizing the Secret
Service to obtain his medical records. Mr. Given was told by Secret Service
agents that his editorial was not protected by the First Amendment and that
charges could be filed against him. Agents also stated that they may file
charges if they received additional complaints about the editorial.
Although Mr. Given voluntarily signed the waivers and offered to remove all
remaining newspapers from stands, such actions were taken under the threat
of arrest and without legal counsel. The paper has since reported that 2000
copies of the newspaper are missing from a storage area, and there is a
concern that Secret Service agents seized those copies. We understand that
threats against the President are a serious matter, and we in no way mean
to imply that the Secret Service should not undertake to protect the
President and investigate credible threats. Mr. Given's editorial, however,
was not a credible threat. As stated above, the editorial was satire, or,
at a minimum, sarcasm. The statute governing threats against the President,
18 U.S.C.  871(a), provides for criminal sanctions against anyone who
threatens the President, but the statute must still be read in the context
of free political debate. Our position is supported by the U.S. Supreme
Court decision in Watts v. United States, 394 U.S. 705 (1969). In Watts, a
young man at a political rally was protesting the draft. He had received a
draft card and was supposed to report to the Army. He stated, "I am not
going. If they ever make me carry a rifle the first man I want to get in my
sights is L.B.J." Id. at 706. The Supreme Court held that his statement was
not sufficient to constitute a "threat"

Lewiston, ME - State representative Joe Brooks wants to keep Maine clean by
putting a 5-cent refundable deposit on cigarettes. He's introduced a bill
that would increase the price of a pack of cigarettes by $1, or 5 cents a
butt. Smokers could redeem their deposits by bringing butts in batches of 20
to recycling and redemption centers.

 Lawrence Small has a great corporate pedigree.

 For 27 years, Small was a top executive with Citicorp/Citibank. In 1991,
 he became president of Fannie Mae, the bully on the housing finance
 market.

 Last year, he became Secretary of the Smithsonian Institution. He didn't
 bother resigning from the many corporate boards on which he sits today,
 including The Chubb Corp., Marriott International, Fannie Mae and
 Citicorp/Citibank.

 He's chairman of the financial advisory committee of TransResources
 International, the parent company of Haifa Chemical, an Israeli firm.

 We ran into Small this week at the Museum of American History. He had
 turned over the place to Kmart. Kmart and the Smithsonian had become
 "partners" in bringing to the public a traveling mobile museum featuring a
 exhibition titled "Wade in the Water: African-American Sacred Music
 Traditions 1871-2001."

 The mobile museum is a 48-foot, double expandable trailer, with giant red
 Kmart signs emblazoned on each side. The trailer will travel to Kmart
 stores, schools and elsewhere around the nation.

 At the auditorium, Small said that he was "delighted to work with Kmart on
 this important project" and thanked the retailing giant for its "generous
 donation."

 Brent Willis, Kmart's "chief marketing officer" made some syrupy statement
 about the benefits of diversity.

 We wanted to test Willis' corporate rhetoric against the reality at Kmart.

 So we asked Valerie Stokes, Kmart's vice president for human resources,
 and the company's highest ranking African-American, how many of the
 company's 300,000 employees were African American. Stokes said she didn't
 know. What about a ballpark number? Couldn't tell you. Are any of Kmart's
 more than 2,100 stores unionized? No. Have there been attempts to
 unionize? Couldn't tell you.

 We asked Small how much money Kmart kicked in to fund the project. "Don't
 know, you'll have to ask Kmart," Small said. We asked the numerous Kmart
 spokespeople at the event. Don't know. Can't tell you.

 We asked Small why he was turning over the Smithsonian to Kmart, a company
 with a poor reputation in America, in a corporate public relations effort
 to burnish its image?

 "It's not being used for corporate public relations," Small said.

 Then, in the very next breath, he asked, "Why shouldn't they get something
 out of it? They put up the money for it."

 Well, we wanted to know, is it okay for the Smithsonian, which gets
 two-thirds of its budget from the federal taxpayers, to partner with major
 American corporations?

 At this point, David Umansky, the Smithsonian's director of
 communications, cuts in.

 "I want you to understand something," Umansky says. "The Smithsonian is
 not a government institution. Write this down. Legislation was passed
 establishing the Smithsonian Institution as a trust instrumentality of the
 United States -- not the United States government -- but the United
 States. It is not a part of the executive branch, it is not a part of the
 legislative branch, it is not a part of the judiciary. It is a separate
 entity."

 Got that kids? The Smithsonian gets hundreds of millions of dollars from
 you and me, and they are before Congress begging for more taxpayer money
 -- and it is not a part of the government.

 Umansky wants to know: "Why are you so suspicious?"

 Well, there should be a stark dividing line between public and private
 institutions in America.

 You seem to be the only person in America who believes that, he says.

 That would come as a surprise to our readers. We have gotten hundreds of
 responses from readers who are unhappy with corporate control of public
 institutions, including when we wrote a couple of years ago about the oil
 companies taking over a part of the Smithsonian for their exhibit on the
 Alaska oil pipeline.

 You can get hundreds of people upset about the sunrise, Umansky counters.

 So, any public institution should be allowed to take private corporate
 money?

 If it's used properly, absolutely, Umansky says. For the Smithsonian,
 there is no problem.

 It's been 20 minutes now, and we still haven't gotten an answer to how
 much Kmart spent for this little public relations stunt. Umansky doesn't
 like the persistence. "Why are you being such an asshole?" he asks.

 Finally, Umansky gets us an answer on the funding -- Kmart put up $2
 million in cash and in kind -- about $500,000 in cash.

 At a press conference at the National Press Club last year, Small was
 asked about undue corporate influence over the operations of the
 Smithsonian.

  published letter that his execution should be broadcast publicly.
 
  In a letter published in The Sunday Oklahoman, McVeigh questioned the
  fairness of limiting the number of witnesses to his execution. The
  Federal
  Bureau of Prisons is considering a closed-circuit broadcast to
  accommodate
  survivors and relatives of victims.
 
  "Because the closed-circuit telecast of my execution raises these
  fundamental equal access concerns, and because I am otherwise not
  opposed to
  such a telecast, a reasonable solution seems obvious: hold a true
  public
  execution - allow a public broadcast," he wrote.
 
  McVeigh, 32, is set to be executed May 16 by injection at the federal
  penitentiary in Terre Haute, Ind.
 
  McVeigh's attorney, Rob Nigh Jr., confirmed that McVeigh wrote the
  letter
  and is serious about broadcasting his execution.
 
  "He is in favor of public scrutiny of government action, including
  his
  execution," Nigh told the newspaper.
 
  About 250 people who survived or lost family members in the April 19,
  1995,
  bombing of the Alfred P. Murrah Federal Building have asked to see
  McVeigh's
  execution, but only eight seats are available for witnesses on behalf
  of
  victims.
 
  A national broadcast is not an option, bureau spokesman Dan Dunne
  said.
 
  "It hasn't been considered. It won't happen," Dunne said.
 
  Closed-circuit television has been a part of McVeigh's legal process

  the start. His Denver trial was shown to bombing victims at an

Yes. A wonderful idea!

However, it clearly does not go far enough.

We need a deposit on tissues also.

Used tissues litter the roadways. Uncaring people blow their noses -
and toss the used tissues away...on the roads, sidewalks, even buses,
trains and planes.

5 cents a tissue seems reasonable to me. Blow your nose and put it
in your pockettake it back to the store for your 5 cent deposit.
Not only will this clean up our countryside but will give the homeless and
bored teenages something to do to make a few extra bucks. They can

On the other hand, lets address the REAL PROBLEM which is
toilet paper. Tons of used toilet paper are flushed into our waterways
every day!! Obviously 5 cents a sheet is a reasonable deposit for
toilet paper. Returning that used toilet paper to your local grocery

The mass of ordinary Germans did know about the evolving terror of Hitler's
Holocaust, according to a new research study. They knew concentration camps
were full of Jewish people who were stigmatised as sub-human and
race-defilers. They knew that these, like other groups and minorities, were
being killed out of hand.
They knew that Adolf Hitler had repeatedly forecast the extermination of
every Jew on German soil. They knew these details because they had read about
them. They knew because the camps and the measures which led up to them had
been prominently and proudly reported step by step in thousands of
officially-inspired German media articles and posters according to the study,
which is due to be published simultaneously in Britain and the US early next
month and which was described as ground-breaking by Oxford University Press
yesterday and already hailed by other historians.

The reports, in newspapers and magazines all over the country were phases in
a public process of "desensitisation" which worked all too well, culminating
in the killing of 6m Jews, says Robert Gellately. His book, Backing Hitler,
is based on the first systematic analysis by a historian of surviving German
newspaper and magazine archives since 1933, the year Hitler became
chancellor. The survey took hundreds of hours and yielded dozens of folders
of photocopies, many of them from the 24 main newspapers and magazines of the
period.

Its results, Professor Gellately says, destroy the claim - generally made by
Germans after Berlin fell in 1945 and accepted by most historians - that they
did not know about camp atrocities. He concludes by indicating that the only
thing many Germans may not have known about was the use of industrial-scale
gas chambers because, unusually, no media reports were allowed of this "final
solution". However, by the end of the war camps were all over the country and
many Germans worked in them.

Yesterday OUP said his study exposed "once and for all the substantial
consent and active participation of large numbers of ordinary Germans". Its
head of historical publishing, Ruth Parr, called it a landmark study of the
terror. "He asks and answers some very difficult questions about how much the
ordinary German people knew about the Nazi atrocities, and to what degree
they supported them," she said.

A leading British-born Holocaust historian, Professor Michael Burleigh, said
the book was "original and outstanding, genuinely important". Another
authority on the camps, Professor Omer Bartov, of Brown University, Rhode
Island, US, described Backing Hitler as "path-breaking - a crucial
contribution to our understanding of the relationship between consent and
coercion in modern dictatorship".

Conventional wisdom among post war historians has been that - as Lord
Dahrendorf, ex-warden of St Antony's College, Oxford, says in his study
Society and Democracy in Germany (1966) - "It is certainly true that most
Germans 'did not know' about National Socialist crimes of violence; nothing
precise, that is, because they did not ask any questions_." A common
explanation among influential modern German historians, including Hans-Ulrich
Thamer in his study Wooing and Violence (1986) is that the Nazis "seduced" an
unwilling or passive public.

Gellately, professor in Holocaust history at Clark University, Massachusetts,
offers a mass of detail to support the theme of an earlier work, Daniel
Goldhagen's Hitler's Willing Executioners, which caused an international
sensation in 1995. Goldhagen's theme was that "what the Nazis actually did
was to unshackle and thereby activate Germans' pre-existing, pent-up
anti-semitism".

Gellately began his inquiry after finding a press report -published as
routine - of a woman reported to the Gestapo for "looking Jewish" and
allegedly having sex with a neighbour. "For decades my generation had been
told that so much of the terror had been carried out in complete secrecy," he
writes.

His media trawl, with a research assistant, found that as early as 1933 local
papers reported the killing of 12 prisoners by guards at Dachau, the first to
be set up as a "model" concentration camp initially for communists. On May 23
the Dachauer Zeitung said the camp was Germany's most famous place and
brought "new hope to the Dachau business world". By 1934 the main and widely
read Nazi-owned paper Volkische Beobachter was reporting a widening of policy
to other "political criminals" including Jews accused of race defilement. By
1936 communist prisoners were no longer mentioned: in a photo-essay in the SS
paper Das Schwarze Korps emphasised the camps as places for "race defilers,
rapists, sexual degenerates and habitual criminals".

associated with Muslim populations and their neighbors."
    On Jan. 20, 2001, the day that George Bush was inaugurated as President, 
LaRouche appeared on RMN radio in the Philippines, and he even more 
explicitly warned of an imminent strike against Iraq. "What [the Bush 
administration] is going to do, is attempt to charge ahead foolishly, like an 
army charging into enemy gunfire," he warned. "It will attempt to bully the 
world into an attitude of submission to whatever comes out of Washington... 
We see the Middle East situation, which could have been managed, but we see 
that the policies of the Bush crowd have actually played into being  about 
the potential of a very early war in the Middle East, spreading against Iran, 
and so forth... It will try to have a military expedition against Iraq again."
    Again, on Jan. 27, 2001, LaRouche wrote, in a major strategic study 
published in Executive Intelligence Review, "Look At What Happened In 
Brazil," that "At the present moment, the respective and overlapping 
intentions of the new U.S. administration and London, on the matter of 
exploiting, strategically, the potential for a new Middle East War, is a 
center-piece of the strategic policies of relevant factions among 
governments, policies reflecting the way in which the deployment of the WWF 
[World Wildlife Fund] and related assets will be folded into what putatively 
mad Zbigniew Brzezinski's Samuel P. Huntington has defined as his

trampling on the free speech rights of a college student who wrote a
satirical editorial asking Jesus to "smite" President Bush.

The letter was published last week in the Stony Brook Press at the State
University of New York campus in Stony Brook. It was written by Glenn
Given, 22 the paper's managing editor.

Titled "Editorial: Dear Jesus Christ, King of all Kings, All I ask is that you
smite George W. Bush." It also asked Jesus to strike down Bush, his
cabinet and MTV personality Carson Daly.

A faculty member apparently contacted authorities.

Given said two Secret Service agents and a campus police officer showed
up Wednesday to interrogate him.

They had him sign waivers authorizing them to check his medical records,
threatened to charge him with a crime and searched his apartment,
according to a letter of protest sent to the Secret Service by the Reporters
Committee for Freedom of the Press.

"The editorial was clearly a form of satire and political hyperbole" in
response to Bush's well-publicized devotion to Christianity, the letter said.
"We believe it is inappropriate to harass a journalist, editor, writer or citizen
for exercising his or her right to free speech."

Given said his work was "a piece of absurdity."

A Secret Service spokesman in Washington, Tony Ball, said the agency
had received the letter, but declined to discuss the case.

The US civil rights commission was yesterday investigating allegations by
the BBC's Newsnight that thousands of mainly black voters in Florida were
disenfranchised in the November election because of wholesale errors by a
private data services company.

Information supplied by the company, Database Technologies (DBT), led to
tens of thousands of Floridians being removed from the electoral roll on
the grounds that they had felonies on their records.

However, a Guardian investigation in December confirmed by Newsnight found
that the list was riddled with mistakes that led to thousands of voters - a
disproportionate number of them black - being wrongly disenfranchised.

The scale of the errors, and their skewed effect on black, overwhelmingly
Democratic voters, cost Al Gore thousands of votes in Florida in an
election that George Bush won by just 537 votes.

Moreover the Florida state government, where Mr Bush's brother Jeb is
governor, did nothing to correct the errors, and may have encouraged them.

Under DBT's contract, seen by Newsnight, the company was obliged to check
its data by "manual verification using telephone calls and statistical
sampling". DBT was paid $4.3m for its purge of the voters' roll, but
company officials confirmed that they did not call voters they had included
on their list to check if they had identified the right person.

James Lee, a vice-president of ChoicePoint, which bought DBT last May,
said: "Florida law prevents names from being removed from the voting roll
unless the information is confirmed by local officials - not us."

But he told Newsnight that the Florida state government made it clear that
it "wanted there to be more names than were actually verified as being a
convicted felon".

Blacks make up about 15% of the overall Florida population, but half the
state's prison population, so the errors tended to erase their names
disproportionately from the electoral roll. State officials have denied it
was their responsibility to check the felons list, arguing that it was the
duty of the individual counties.

A few counties found it was so full of mistakes that they dumped the list
altogether. Some sent out warning letters to the people who had been
stripped of their voting rights, putting the burden on them to appeal. But
most simply accepted the flawed list, and removed thousands of names from
the rolls.

The civil rights commission was due to question ChoicePoint executives
yesterday about their role. One commissioner, Christopher Edley, said:
"There is a lot of public concern that the contractor who was selected to
do this is a firm that seems to have ties to the Republican party."

Under a 19th-century Florida law, convicted felons are barred from voting
for life. DBT was hired, in part, to comb through computerised records
around the country to identify former felons registered to vote in Florida.
After wrongly identifying 8,000 Florida voters with Texas misdemeanour
records as felons, it supplied a revised list of 57,770 "possible felons"
to Florida's secretary of state, Katherine Harris.

The list was full of mistakes mainly because of the criteria DBT used. It
compared its list of felons with the Florida voting rolls by looking for a
rough match between the names and dates of birth. Thus, a Christine Smith
could have been disqualified if there had been a Christopher Smith of the
same age with a felony record somewhere in the US. DBT also used race as a
matching criterion, skewing the impact of the errors even more against
black voters, of whom nine in ten 10 voted for Mr Gore.

A Guardian investigation in Hillsborough county, Florida , found that many
black voters who had participated in previous elections suddenly found
themselves barred in the 2000 poll. One found he had lost his vote because
of a 1959 arrest for sleeping on a public bench.

"Al Gore Wins the Election!" That's the triumphant declaration in an e-mail
sent to political reporters Thursday by Democratic National Committee
spokeswoman Jenny Backus.

As the Miami Herald continues its audit of Florida's undervotes, and a
prestigious media consortium examines the state's overvotes and undervotes,
the DNC is keeping track of results from other media recounts across the
state. And the news is good for Gore.

According to the certified Florida results, Bush won the state by 527
votes. But Backus says recounts by the Orlando Sentinel, Palm Beach Post
and the Chicago Tribune Co. collectively show Gore picking up 1,617 votes,
giving him a "winning" margin of 1,080 votes.

Last week, the Orlando Sentinel reported that Gore would have gained more
than 200 extra votes if Orange County had conducted a hand recount of all
its ballots that machines could not read. An earlier investigation of
overvotes in Lake County showed a 300-vote pickup for Gore.

The Chicago Tribune examined more than 15,000 undervotes and overvotes in
the 15 counties with the highest rate of rejected ballots, and found a net
gain of 366 votes for Al Gore among the uncounted ballots.

An examination of so-called dimpled ballots in Palm Beach County by the
Palm Beach Post had Gore picking up 682 additional votes if those ballots
had been counted as votes.

Palm Beach County Election Commissioner refused to count the dimpled chads,
however.

Meanwhile, representatives from the Miami Herald, which once promised on
its Web site to release its results around Inauguration Day, now say they
are unsure when they'll be finished.

"We have been figuring on a number of weeks from now," said Scott Univer,
general counsel for the accounting firm BDO Seidman, which is conducting
the recount -- they call it an "audit" -- for the Herald. "I think the
process has hit a snag. There was a lawsuit in one of the counties (that)
led to the county election officials counting the ballots."

The lawsuit Univer refers to is in Duval County, which uses the punch-card
balloting system and where there are roughly 5,000 undervotes. The Herald
has sued to get those ballots released.

But the DNC isn't waiting for those results. "The numbers don't lie: Al
Gore carried Florida and won the 2000 election," new DNC national chairman
Terry McAuliffe said in the statement. "It's too bad that Bush was so
afraid of counting the votes that the press had to do it. Bush should keep
these numbers in mind as he pushes his radical right-wing agenda."

Meanwhile, the Washington Times blasted the media's recount process in a
report earlier this week. "Things are still loony in the land of chads. At
least one of those people recounting the Florida ballots was drunk, the
Republican Party of Florida claims.

According to several witnesses, temporary workers hired by media groups
reviewing ballots for a third or even fourth time 'routinely violated their
own analysis standards, and in at least one case, have conducted their
review while intoxicated.'"

Conservatives also point to another Herald investigation in 25 Florida
counties that revealed more than 2,000 illegal ballots were cast by people
who signed affirmations swearing they were eligible to vote, but were not.

A new scientific picture of the world, showing how man has left an
indelible mark on the planet that is visible from space, was published
yesterday by scientists who warned that the Earth was undergoing an
unprecedented transformation.
The map, compiled from satellite images, shows almost a quarter of the
Earth's surface has been entirely transformed, either by being covered
over, by roads and buildings or ploughed up for crops. Another quarter has
been exploited to a lesser degree, but in a way that has completely altered
its natural state.
A rapidly growing human population, rising economic expectations, continual
decline in natural resources and increasing pollution by industrialised
countries are leading to a crisis of epic proportions.
This stark warning is contained in a new atlas of the world showing how
humans have had a devastating impact on the natural environment. The
report, compiled by the American Association for the Advancement of Science
(AAAS), was published on the opening day of its annual meeting in San
Francisco.
"We have become a force of nature comparable to volcanoes or to cyclical
variations in the Earth's orbit," the report warns.  "As we enter the third
millennium, the destiny of the planet is in our hands as never before, yet
they are inexperienced hands. We are modifying ecosystems and global
systems faster than we can understand the changes and prepare responses to
them."
The main satellite map in the AAAS Atlas of Population and Environment
shows the full extent of human influence. The swath of pink, denoting
complete transformation, covers not only the developed world of North
America and Europe, but vast areas of Asia and Africa. No continent except
Antarctica is unscathed.
"Humans are perhaps the most successful species in the history of life on
Earth. From a few thousand individuals some 200,000 years ago, we passed 1
billion around 1800 and 6 billion in 1999. Our levels of consumption and
the scope of our technologies have grown in parallel with, and in some ways
outpaced, our numbers," the report says. "But our success is showing signs
of overreaching itself, of threatening the key resources on which we
depend. Today our impact on the planet has reached a truly massive scale.
In many fields our ecological footprint outweighs the impact of all other
living species combined.
"We have transformed approximately half the land on Earth for our own uses,
around 11 per cent each for farming and forestry, and 26 per cent for
pasture, with at least another 2 to 3 per cent for housing, industry,
services and transport. The area used for growing crops has increased by
almost six times since 1700, mainly at the expense of forest and woodland,"
the report says.
Images from the Advanced Very High Resolution Radiometer satellite,
operated by Nasa and the US Geological Survey, yielded the principal map on
human transformation of the land, said Lars Bromley of the AAAS's
Directorate for International Programs.
"You can determine whether something is paved over, whether something is
bare soil, a ploughed field, or whether it's normal land cover," Mr Bromley
said. "You can detect a lot of the sources of pollutants, basically from
the northern hemisphere. When people see the extent of the transformation
they are surprised."
Past attempts to estimate global land use, have been hindered by the lack
of full geographical coverage, which is not a problem with a polar-orbiting
satellite, Mr Bromley said. "By getting this eye-in-the-sky view you can
prove that ... this cropland is far more extensive than anybody recognised."
The atlas shows the extent to which soil erosion has affected a substantial
part of the Earth's surface that has gone under cultivation and then been
abandoned. "Worldwide, an estimated 12 million hectares of croplands fall
out of use for this reason each year. Economists have estimated the value
of this lost soil, in terms of nutrients and water-holding capacity, at
about $400bn," the report says.
Fresh water has also been degraded. "Chronic or acute water shortage is
increasingly common in many countries with fast-growing populations,
becoming a potential source of conflict," the report says. "The
distribution of water resources around the globe is highly unequal ...
Canada has more than 30 times as much water available to each citizen as
China.
"Today it is estimated that 31 countries with 8 per cent of the world's
population  mostly in Africa and the Middle East have water shortages. By
2025 the figure is likely to have risen to 48 countries and 35 per cent of
population ... The crisis is likely to be worsened by the deteriorating
quality of water, polluted by industrial wastes and sewage

 Arne Hasselqvist; Architect Created Celebrity Homes

 Arne Hasselqvist, 63, a Swedish architect known for designing
 celebrity homes in the Caribbean. Hasselqvist, 63, and his son Lukus,
 23, were found dead inside their rental apartment in Nassau, Bahamas,
 after firefighters extinguished a blaze. Fire crews said the
 Hasselqvists had been evacuated from the burning duplex but apparently
 returned to try to save valuable documents. They were believed to have
 died from smoke inhalation. They had lived on the island of Mustique
 in the Grenadines for many years and were in the Bahamas to work on a
 home in the Old Bahama Bay resort on Grand Bahama Island. Hasselqvist,
 who ran his own international architectural design firm in St.
 Vincent, West Indies, designed and built homes on Mustique for
 celebrities including Britain's Princess Margaret, designer Tommy
 Hilfiger and musicians Mick Jagger and David Bowie. On Monday.

The politics behind the Iraq airstrike

It was just another "routine mission" in Iraq, said President Bush, as 24 US 
and British aircraft bombed the outskirts of Baghdad for the first time since 
1998. But is it just another day in the neighborhood, as Mr. Rogers would 
have it, or is it the first phase of Desert Storm II? The sense that we are 
being talked down to, like children, increased as a Pentagon spokesman 
averred that the US was acting in "self-defense": "It reached the point that 
it was obvious to our forces that they had to conduct the operation to 
safeguard those pilots and the aircraft. In fact (it was) essentially a 
self-defense measure," said Marine Lt. Gen. Gregory Newbold. Iraq, it seems, 
had lately been challenging US airflights over the so-called "no flight 
zones" that trisect Iraq. Why, they even had the temerity to lock their radar 
on to US and British warplanes, who were merely asserting their God-given 
right to violate the sovereignty of any country. But please don't think that 
this was an act of war, oh no: while "we will enforce the 'no fly' zone, both 
south and north," said our spanking brand-new (and clearly nervous) 
President, "our intention is to make sure the world is as peaceful as 
possible." That's why we're gonna bomb the h*ll out of anyone who contests 
our peaceful intent. Furthermore, says Bush, we'll make damn sure Saddam 
doesn't have "weapons of mass destruction" – you know, like the nukes Ariel 
Sharon has pointed at Baghdad. 

IN THE NO SOVEREIGNTY ZONE

Our pilots were "in danger," the administration avers, and therefore we had 
to "respond." It is, of course, useless to point out to such people that our 
pilots were intruders in Iraqi airspace: since national sovereignty is a 
concept that the US no longer recognizes (not even in regard to itself), then 
how is it possible to answer such an Orwellian argument? We are "defending" 
ourselves halfway across the earth, in the name of a "no-fly zone" 
unilaterally declared by us, with only the fig-leaf of a vaguely-worded UN 
resolution to cover the nakedness of our aggression. There is, of course, 
only one way to eliminate the danger to our pilots, and that is to stop 
violating Iraqi airspace, cease the relentless pounding of Iraq, and – while 
we're at it – lift the sanctions that have decimated an entire generation of 
Iraqi children. Such a rational policy, however, will obviously never be 
adopted by this administration. 


FEELING QUEASY?

I must admit, though, that our rookie President did seem rather queasy at the 
prospect of having to announce a US attack on Iraq while in the middle of his 
visit to Mexico: in his comments Bush went out of his way to emphasize that 
he had made the decision, all by himself: "It was a mission about which I was 
informed and I authorized." Well, yes, at least we hope so, but obviously 
there was some question about that, not least of all in the President's own 
mind. Of course, you say, I couldn't know what is going on in the 
presidential brain. But faces reveal emotions, and often much more. The look 
on Bush's face, as he answered questions about the bombing, betrayed what 
seemed to me like an enormous reluctance: one wonders if his advisors told 
him that Friday is a holy day in Iraq, like Sunday is here, and that people 
are generally out on the street walking with their families. Probably not.


TESTING GROUND

This airstrike was used as a testing ground in two senses: first, as an 
experiment to see how the new "standoff" weapons that allow long-distance 
targeting work. Since US policymakers have discovered that war is tolerable 
to Americans just as long as all the casualties are on the other side, 
military technology has been developed to achieve just this result: I guess 
we'll have to wait for the smoke to clear to see how the testing went, but in 
the meantime what is striking is the utter cowardice of this attack. As in 
the Kosovo war, where NATO warplanes bombed from 30,000 ft., hitting plenty 
of civilian targets in the process, Americans want to "stand off" while they 
inflict mass destruction on their demonized "enemies": it is a vicious, 
strangely womanish strategy, entirely motivated by political considerations 
and fear: it is as if our leaders fully realize that the entire Middle East 
isn't worth a single American life – and they don't want anyone else to 
realize it, either.

In his first foreign policy decision, newly installed President George W. 
Bush authorized an unprovoked air attack on the outskirts of Baghdad, 
escalating the ongoing US war against the Persian Gulf country.
Twenty US and four British warplanes, taking off Friday morning (US time) 
from land bases in Kuwait and Saudi Arabia and the aircraft carrier USS Harry 
Truman in the Persian Gulf, attacked thirty targets at five separate sites 
near the Iraqi capital. According to American officials, the sites were radar 
and command and control installations.
The raid was the first attack on targets outside the so-called “no-fly” 
zones and the first assault on the Baghdad region since the four-day air war 
carried out by the US and Britain in December of 1998. Since that time 
American and British planes have carried out hundreds of strikes against 
Iraqi targets, civilian as well as military, in the southern and northern 
no-fly zones that were established by the US and its allies in the aftermath 
of the 1991 Gulf War. These zones, which cover most of the land mass of Iraq, 
were decreed without even the legal fig leaf of United Nations resolutions.
According to Iraq, some 300 Iraqis have been killed and more than 800 injured 
since the US and Britain began conducting almost daily air strikes in the 
no-fly zones. Only last Sunday seven people were killed and seventeen houses 
destroyed in air strikes in the south, and on Tuesday two children were 
killed and their mother injured in a bomb explosion in the southern province 
of Kerbala.
These brutal actions are carried out as part of a sanctions policy that has 
caused the deaths of hundreds of thousands of Iraqis from disease and 
malnutrition since the end of the Gulf War. To this day American diplomats 
are holding up billions of dollars of imports needed for civilian 
transportation, electric power generation, the oil industry and medical 
treatment on the grounds that they could potentially be put to military use.
Friday's strikes typified the lopsided and cowardly character of the US 
persecution of Iraq. The warplanes fired their high-tech missiles from within 
the southern no-fly zone, more than thirty miles from their targets and well 
beyond the reach of Iraqi anti-aircraft fire.
Iraqi President Saddam Hussein condemned the attack and said it was part of 
preparations by the US, in alliance with Israel, to launch a larger assault 
“against the Arab nations and the Palestinians.” Iraqi TV showed shots of 
numerous injured civilians and claimed that one woman had died in the bombing 
raids.
In the hours following the strikes reports surfaced of massive demonstrations 
by Palestinians in the West Bank and Gaza Strip denouncing the US-British 
aggression. A leading official from the Russian Defense Ministry called the 
attack “an affront to international security and the world community,” and a 
French Foreign Ministry spokesman disassociated Paris from the bombings, 
saying, “We were neither told nor consulted on these raids.”
Bush authorized the air strikes on Thursday, prior to leaving for a one-day 
meeting in Mexico with newly elected President Vicente Fox. At a press 
conference at Fox's ranch on Friday, following the raids, Bush said he had 
authorized the attack, which he characterized as a “routine” implementation 
of US policy toward Iraq. While denying that the raids marked a shift in US 
tactics, he issued a thinly veiled warning that further large-scale attacks 
would come if the regime in Baghdad continued to challenge US war planes 
patrolling the no-fly zones.
In an example of the “newspeak” that has become the hallmark of US foreign 
policy, Bush said, “Our intention is to make sure the world is as peaceful as 
possible.”
This posture of pacifism by means of long-range, precision-guided missiles 
was reiterated by Pentagon spokesman Lt. Gen. Gregory Newbold, who told a 
press conference that the air strikes were a “self-defense measure.”
Newbold's claim is based on the tortured logic that is routinely used to 
justify Washington's vendetta against a defenseless nation. Starting from the 
premise that the United States has the right to trample on Iraqi sovereignty 
and keep the country in a state of constant terror and semi-starvation, 
Washington concludes that any measures taken by the Iraqi regime to defend 
itself against US bombers are aggressive actions that threaten the lives of 
American airmen. Accordingly, recent efforts by Iraq to strengthen its 
anti-aircraft defenses are portrayed as further evidence of Saddam Hussein's 
demonic role in the Middle East.
This absurd position is accepted uncritically by virtually the entire 
political establishment and retailed to the public by the mass media.

Australian scientists who inadvertently created a deadly mouse virus issued
a warning last month that the global Biological Weapons Convention should
be strengthened to reflect concern that their approach could be employed to
modify human viruses for use as biological weapons.
The lethal mouse virus was the unintended creation of investigators at the
Co-operative Research Centre (CRC) for the Biological Control of Pest
Animals, Canberra. The researchers, who were attempting to create a
contraceptive vaccine to be used for pest control, used mousepox virus as a
vector to introduce genes for mouse egg proteins into mice for the purpose
of stimulating antiegg antibodies to curb fertility. (The types of mice
used in the study are normally resistant to mousepox infection.)
However, when the researchers introduced another element, a gene for
interleukin 4 (IL-4)to the mousepox vector to help boost antibody
production, they made a surprising discovery: instead of having the desired
effect, the modified mousepox virus suppressed the animals' cell-mediated
immunity and killed all the mice within 9 days. The gene alteration also
made vaccines that normally protect mice against mousepox less effective.
Although mousepox does not affect humans, the discovery raises concern that
analogous modifications to such human viruses as smallpox could create
deadly human pathogens against which current vaccines are ineffective. The
CRC study is reported in the February issue of the Journal of Virology.

Anarchists Plot May Protests To Disrupt Election

EXTREMIST groups are plotting to paralyse London with violent May Day
protests 48 hours before the expected general election polling day.
Intelligence reports say that organisers are recruiting support from
abroad to choke the capital on May 1. They intend the protests to
spill over to election day. Police are monitoring "electronic
traffic" between anarchist groups to thwart their plans, amid fears
that ringleaders are intent on causing more trouble than at last
year's May Day protests.

Sir John Stevens, Commissioner of the Metropolitan Police, said that
he was drawing up plans to cancel all leave over the May Day period
and was considering a ban on all protests in the capital.

He has been shown intelligence reports on how organisers want to
exploit the timing of their May 1 protest to embarrass the main
political parties.

British anti-capitalist protesters are urging extremists from abroad
to visit because of the publicity that the London rallies would get
so close to a general election.

The fears of the police are shared by ministers, who are daunted by
the prospect of campaigning on law and order while there are running
street battles around the capital. Every security agency in the
country has been told to concentrate its efforts on uncovering then
blocking the protesters' plans.

Sir John said that if necessary he would borrow officers from
neighbouring forces to reinforce the Metropolitan Police ranks. Sir
John, speaking to The Times to mark his first year as leader of
Britain's biggest force, said that last year the protesters planned
to take over a government building in Whitehall and challenge police
to remove them, but they were thwarted. This year he said that the
Yard had drawn up contingency plans.

"We will have the resources to meet, match and beat (the protesters).
We cannot have the streets of London descending into anarchy, people
being physically hurt or damage done. That cannot be allowed," Sir
John said.

The problem with the police and other intelligence services
eavesdropping on the protesters is that the groups know that their
planning on the Internet is being monitored. Aware that anyone can
access such websites, the organisers are believed to be sending false
information.

The belief is that there will be a major protest at a well-known,
symbolic London venue, which will be advertised on the Internet - but
the real trouble will come from breakaway groups that will strike at
alternative sites.

RAF Tornados, American F16s and carrier-based F14s and F18s were used as the 
strike aircraft in yesterday’s raids. Six Tornado GR1s based in Kuwait 
dropped Paveway laser-guided missiles, which can be accurate to within a few 
yards from an altitude of up to 35,000ft. In addition to the 24 American and 
six RAF aircraft that carried out the attacks, another 50 aircraft were 
understood to have been involved in the operation, including one or two RAF 
Tornado F3s, which escorted the planes, and two VC10 tankers. Each of the 
Kuwait-based GR1s, which can fly at 600mph with a normal payload and arrive 
over Iraqi targets within minutes, can carry up to three Paveway missiles. 
The aircraft is also fitted with two Sidewinder air-to-air missiles and two 
27mm Mauser cannons for defensive use. GR1 bombers were also involved in an 
attack on Iraqi sites near Baghdad at the end of 1998 and the beginning of 
1999. During the Gulf War the GR1 was used for some of the most dangerous 
missions when it flew at low altitude to bomb runways. The aircraft were 
equipped with JP 233 runway denial bombs which scattered explosive charges 
designed to make enemy airfields unusable. The aircraft had the highest 
casualty rate of any warplane. Six were lost within the first four days. Four 
crew members were killed and four were captured. In yesterday’s attack the 
laser-guided missiles, which cost £22,000 each, enabled British pilots to fly 
at higher altitudes than they could during the Gulf War ten years ago. 
Low-flying tactics were blamed for the loss of the six jets. John Nichol, a 
former Gulf War Tornado navigator, told Sky News last night that the attack 
amounted to a “pretty strong message from Washington”. He said that attacks 
occurred on a daily basis in Iraq but were often not widely reported. “What 
is going on here is that we have a new Administration in America and this is 
about using the big stick, as it were.” “This is saying there is somebody 
new on the block and we are going to deal a little bit more aggressively with 
outrages in Iraq,” he said. During airstrikes in December 1998, Tornado GR1s 
used 1,000lb Paveway 2 bombs on raids on concrete command-and-control 
bunkers. The Tornados, which are currently the subject of a £1billion 
upgrade, were flown in pairs, one being equipped with a thermal imaging 
airborne laser designator to pinpoint the target. The versatile F16 fighter, 
which can fly at 1,500 mph, can perform much tighter turns than RAF Tornados. 
It is manufactured by Lockheed Martin and can be armed with Harm and Strike 
anti-radar missiles. From April 1999 to March last year RAF pilots flew a 
total of 2,683 sorties in the no-fly zones, 2,233 of which were in the 
southern zone.

  HAARP TRASMITTER NOW RUNNING AT FULL POWER
  Can be Easily Heard Around the World on Shortwave Radio

As of this morning, Saturday Feb 17, 2001, HAARP began doing testing
  with greatly increased FULL power. The transmitter can now be heard all day
  long on 3.39 MHz. Very early this morning about 3 AM, HAARP could be heard
  at it's "old" normal signal strength. About 4 AM the signal changed in both
  its pulse timing and inter-pulse spacing. At 4:30 AM the signal strength
  suddenly increased tremendously.

Unlinke previous mornings, there was no regular F-layer daytime fade
  out when the sun rose here in California about 6:45 AM. I continued to
  monitor during the daylight. I have never heard the HAARP signal during the
  daytime before. The sun rises in Gakona Alaska about 10 AM PST. The received
  signal again increased from about S5 to S9 at 10:05 AM. With sunlight at
  both the transmitter and receiver there is no F-layer skip to bend the
  signal around the planet. This means this is an extremely powerful direct
  groundwave signal. And I'm only receiving the leakage off the sidelobes of
  the antenna array.

The full HAARP design power is supposed to be about 350 Megawatts. But
  that is only the published spec, not necessarily what is done in practice
  (as in those CB'rs running illegal 1Kwatt linear amplifiers). There is a
  planned Air Force "Star Wars" test with two vehicles, one from California
  and the other in the south Pacific, similar to last summer's failed test.
  The tentative published launch is set for late March or April. I will
  monitor HAARP to confirm it is running full power during the launch, as it
  was last summer.

Last summer's "failure" is exactly what a HAARP device is supposed to
  do; destroy the electronic controls of a vehicle so the second stage cannot
  separate from the booster. A very cheap, simple way to knock down missiles
  launched from anywhere on the planet. It also can destroy military
  satellites in low orbit. Maybe that's why the Russians and Chinese have been
  complaining in the last several weeks about Bush's intention to "build" the
  star wars system. Maybe they've been losing some of their "secret hardware."
  But of course, they won't say that in public.

Its now 11 AM PST, on Saturday the 17th, and the signal is blasting in
  with the powerful pre-pulse tone around S+20 and the main signal about S9.
  The signal varies 3 to 6 db over a series of several pulses. Since this is
  not due to F-layer skip fading, I must assume they are slewing the beam of
  the antenna in various directions, and thus changing the amount of the
  sidelobes in this direction. This must be a test of a simulated space
  warfare game with multiple targets. Rapid slewing of the antenna in just a
  matter of a minute or two is not useful for submarine communication, nor for
  their stated purpose of doing "ionospheric research."

To show the HAARP signal is abnormally large, at this time, the 80
  meter band is silent and WWV at 5 MHz cannot be heard, as would be expected
  during the daytime. WWV at 10 MHz is barely heard but does not even register
  on the S meter. Tuning back to 3.39 MHz, the S meter jumps off the top of
  the scale. Even Russian woodpeckers never did that, and they were aimed
  along the ground not out into space. I have no way to estimate how many
  Gigawatts that represents.

It may be only coincidence but just several days ago, Russia announced
  it will be conducting a massive space war game, including the launch of
  numerous missiles, from both ground sites and submarines. Of course this is

My Reasons for the Pardons

HAPPAQUA, N.Y. — Because of the intense scrutiny and criticism of the pardons
of Marc Rich and his partner Pincus Green and because legitimate concerns
have been raised, I want to explain what I did and why.

First, I want to make some general comments about pardons and commutations of
sentences. Article II of the Constitution gives the president broad and
unreviewable power to grant "Reprieves and Pardons" for all offenses against
the United States. The Supreme Court has ruled that the pardon power is
granted "[t]o the [president] . . ., and it is granted without limit" (United
States v. Klein). Justice Oliver Wendell Holmes declared that "[a] pardon . .
. is . . . the determination of the ultimate authority that the public
welfare will be better served by [the pardon] . . ." (Biddle v. Perovich). A
president may conclude a pardon or commutation is warranted for several
reasons: the desire to restore full citizenship rights, including voting, to
people who have served their sentences and lived within the law since; a
belief that a sentence was excessive or unjust; personal circumstances that
warrant compassion; or other unique circumstances.

The exercise of executive clemency is inherently controversial. The reason
the framers of our Constitution vested this broad power in the Executive
Branch was to assure that the president would have the freedom to do what he
deemed to be the right thing, regardless of how unpopular a decision might
be. Some of the uses of the power have been extremely controversial, such as
President Washington's pardons of leaders of the Whiskey Rebellion, President
Harding's commutation of the sentence of Eugene Debs, President Nixon's
commutation of the sentence of James Hoffa, President Ford's pardon of former
President Nixon, President Carter's pardon of Vietnam War draft resisters,
and President Bush's 1992 pardon of six Iran-contra defendants, including
former Defense Secretary Weinberger, which assured the end of that
investigation.

On Jan. 20, 2001, I granted 140 pardons and issued 36 commutations. During my
presidency, I issued a total of approximately 450 pardons and commutations,
compared to 406 issued by President Reagan during his two terms. During his
four years, President Carter issued 566 pardons and commutations, while in
the same length of time President Bush granted 77. President Ford issued 409
during the slightly more than two years he was president.

The vast majority of my Jan. 20 pardons and reprieves went to people who are
not well known. Some had been sentenced pursuant to mandatory-sentencing drug
laws, and I felt that they had served long enough, given the particular
circumstances of the individual cases. Many of these were first-time
nonviolent offenders with no previous criminal records; in some cases,
codefendants had received significantly shorter sentences. At the attorney
general's request, I commuted one death sentence because the defendant's
principal accuser later changed his testimony, casting doubt on the
defendant's guilt. In some cases, I granted pardons because I felt the
individuals had been unfairly treated and punished pursuant to the
Independent Counsel statute then in existence. The remainder of the pardons
and commutations were granted for a wide variety of fact-based reasons, but
the common denominator was that the cases, like that of Patricia Hearst,
seemed to me deserving of executive clemency. Overwhelmingly, the pardons
went to people who had been convicted and served their time, so the impact of
the pardon was principally to restore the person's civil rights. Many of
these, including some of the more controversial, had vigorous bipartisan
support.

The pardons that have attracted the most criticism have been the pardons of
Marc Rich and Pincus Green, who were indicted in 1983 on charges of
racketeering and mail and wire fraud, arising out of their oil business.

Ordinarily, I would have denied pardons in this case simply because these men
did not return to the United States to face the charges against them.
However, I decided to grant the pardons in this unusual case for the
following legal and foreign policy reasons: (1) I understood that the other
oil companies that had structured transactions like those on which Mr. Rich
and Mr. Green were indicted were instead sued civilly by the government; (2)
I was informed that, in 1985, in a related case against a trading partner of
Mr. Rich and Mr. Green, the Energy Department, which was responsible for
enforcing the governing law, found that the manner in which the Rich/Green
companies had accounted for these transactions was proper; (3) two highly
regarded tax experts, Bernard Wolfman of Harvard Law School and Martin
Ginsburg of Georgetown University Law Center, reviewed the transactions in
question and concluded that the companies "were correct in their U.S. income
tax

before it gives the anti-gunners some more ammunition -- so to speak.

U.S.  Diplomats Turned Aside Israeli Push on Rich's Behalf

WASHINGTON, Feb.  16 — Senior diplomats in the Clinton
administration initially blocked Israeli lobbying efforts on
behalf of the fugitive Marc Rich but were bypassed in the final
decision-making when the president granted Mr.  Rich a pardon on
his last day in office, current and former United States
officials said.

The Israeli government first approached senior American diplomats
in support of Mr.  Rich in 1995, the officials said.  At the
time, the Israeli government was not asking for a pardon for Mr.
Rich but rather tacit American acceptance of a proposal to allow
him to travel more freely around the globe without fear of being
arrested and returned to the United States, officials said.

But the Israelis soon dropped the matter when they met with
unified resistance from senior State Department officials.

Israeli leaders never again raised the Rich matter with American
diplomats, officials said.  It was not until the final days of
the Clinton administration that the Israeli prime minister, Ehud
Barak, in telephone conversations with Bill Clinton, personally
asked him to pardon Mr.  Rich, officials said.

Current and former United States officials say they do not
believe the matter was raised by Mr.  Barak until late December
or January, and they believe that was the first time the Rich
case was broached in official channels since 1995.

Mr.  Rich's lawyer, the former White House counsel Jack Quinn,
and other defenders of Mr.  Clinton's pardon of Mr.  Rich have
said that it grew out of Mr.  Clinton's desire to help Mr.
Barak and foster Middle East peace, not from political donations
from Mr.  Rich's former wife, Denise Rich.

In an interview on Thursday with Geraldo Rivera, Mr.  Clinton
said, "Israel did influence me profoundly."

But despite the personal requests by Mr.  Barak to Mr.  Clinton,
clemency for Mr.  Rich was never an issue in the Middle East
peace talks that Mr.  Clinton kept alive until he left office.

"This was not a factor in the Middle East talks," said Dennis
Ross, the Clinton administration's longtime Middle East envoy,
who said he did not know about the pardon until he read about it
in the newspaper after it was announced.  Mr.  Ross, who remained
involved in Mr.  Clinton's Middle East peace efforts until the
final days of the administration, said that he had not been asked
about the Rich pardon by the president.

Other senior Clinton officials deeply involved in
American-Israeli relations said they had not been consulted by
the president, either. Through a spokeswoman, the former
secretary of state, Madeleine K. Albright, said that she had not
been consulted by the president about the pardon.

George J.  Tenet, the director of central intelligence, who
played a critical role in the Israeli-Palestinian negotiations
and was frequently in Israel for meetings on them, was never
approached by the Israelis seeking a pardon for Mr.  Rich, a
spokesman said.  Nor was he consulted by the president on whether
to pardon Mr.  Rich, the spokesman said. Samuel R.  Berger, Mr.
Clinton's national security adviser, has said he was not
consulted.

Some Justice Department officials have also complained that they
were not consulted until the last minute about the Rich pardon,
which was handled by the White House.

In 1995, Mr.  Ross and Martin S.  Indyk, the United States
ambassador to Israel, both rebuffed efforts by senior Israeli
officials, including the foreign minister, Shimon Peres, to
persuade the United States to agree to allow Mr.  Rich greater
freedom of movement around the world.  The Israeli officials said
that Mr.  Rich had proposed raising billions of dollars to help
Israeli government efforts aimed at economic development of the
West Bank and Gaza Strip as part of a Middle East peace
agreement, and that he had said he needed to be able to travel
more freely to do so.

But after checking with State Department lawyers and the Justice
Department, Mr.  Ross rejected the proposal.  Mr.  Indyk also
rebuffed the Israeli approach.

"I had never heard of him, but I was very uneasy when I found out
about Rich's background," said Mr. Ross, who recently left
government.  He said he turned the matter over to a State
Department lawyer and never agreed to any Israeli proposals about
Mr.  Rich.

Mr.  Ross said he never again heard from the Israelis about Mr.
Rich. He was present for conversations between Mr.  Clinton and
Mr.  Barak at the end of Mr.  Clinton's term and was aware that
Mr.  Clinton had told Mr.  Barak he would consider his request
for pardons for both Mr.  Rich and the convicted Israeli spy
Jonathan Pollard.

Although Mr.  Rich had the support of Mr.  Barak and Mr.  Peres,
there was far more pressure on the White House to pardon Mr.
Pollard than Mr.  Rich, according to several government

House Panel May Face Wall of Silence in Rich Inquiry

Testimony: Clinton aides could claim executive privilege on what
they know about financier's pardon.

WASHINGTON--Congressional investigators are hoping to learn more
from former President Clinton's top aides about what led to his
last-minute pardons, but prospects of obtaining their testimony
are far from certain.

The House Government Reform Committee has asked Clinton to waive
any executive privilege claims that could keep aides such as
former White House lawyers Bruce Lindsey and Beth Nolan from
disclosing what they know, but the panel has received no
response.

"No decision has been made on that," said Julia Payne, a
spokeswoman for Clinton.

Lindsey, a former Arkansas colleague who was Clinton's closest
confidant on matters attracting public scrutiny, fought hard
against testifying three years ago before independent counsel
Kenneth W. Starr's grand jury in the Monica S.  Lewinsky
investigation.  But Lindsey ultimately was forced to do so when
the Supreme Court refused to review a lower court's decision
compelling his testimony.

The high court said presidential aides have no privilege against
testifying in a criminal investigation, but the justices did not
address the right of aides to remain silent in a congressional
inquiry.

Lindsey, Nolan and John Podesta, Clinton's chief of staff, all
refused to testify at the House committee's first hearing Feb.
8 on Clinton's controversial pardon of fugitive commodities
trader Marc Rich.  But officials of the panel said they will
issue subpoenas to them next week for a second hearing on March
1.

None of the three could be reached for comment Friday.

Investigators believe that Lindsey privately recommended against
a pardon for Rich after conferring with Arthur Levitt,
then-chairman of the Securities and Exchange Commission, on
Clinton's last full day in office on Jan.  19.  Rich and his
business partner, Pincus Green, were fugitives in Switzerland for
17 years after being charged with tax evasion and trading oil
with Iran in violation of a 1979 American embargo of that
country.

Rep.  Dan Burton (R-Ind.), the committee chairman, wants to ask
Lindsey whether Clinton indeed rejected his advice, according to
spokesman Mark Corallo.  And--if Clinton did reject Lindsey's
advice hours before he left office--why.  The clemency for Rich
and Green was among 176 pardons and commutations granted by
Clinton in his last hours in the White House.

Roger C.  Adams, the Justice Department official assigned to
review all pardons, told a Senate committee Wednesday that he was
surprised by the action in the Rich case.  Adams told of
receiving a post-midnight phone call from the office of White
House Counsel Nolan asking for data on Rich and Green, whose
names he did not recognize.

Corallo said the committee has postponed by one week seeking
immunity for Denise Rich, the former fugitive's ex-wife.  Denise
Rich has refused to answer questions about substantial political
contributions that she made to the Democratic National Committee
in the months preceding the pardon, as well as a gift of $450,000
to Clinton's still-unbuilt presidential library in Little Rock,
Ark., and about $100,000 to Hillary Rodham Clinton's successful
campaign for the U.S.  Senate.

Atty.  Gen.  John Ashcroft asked for the brief postponement
before he signs off on congressional immunity for Denise Rich,
the potential target of a new grand jury investigation by federal
prosecutors in New York.

Mary Jo White, the U.S.  attorney in Manhattan, is seeking
financial records to determine the source of Denise Rich's
contributions and whether they were directly linked to the pardon
application for the father of her children.  Any effort to buy a
pardon would amount to a criminal act.  Political contributions
made from funds originating from abroad also would be a criminal
violation, officials said.

Denise Rich said through her New York attorney, Martin Pollner,
that she has done nothing wrong and that she knows of no illegal
acts by anyone else.

If Lindsey, Nolan and Podesta all should refuse to testify on
grounds that their conversations with Clinton were privileged,
legal experts believe they could be compelled to answer questions
in the new grand jury case in Manhattan.  But whether a
congressional committee could pierce their silence is "legally
uncertain," said one attorney familiar with the issue.

Clemency for Only Official Convicted of Leaking Classified
Information to Media Draws Criticism

President Bill Clinton ignored a recommendation from the CIA last
month when he pardoned former Navy intelligence analyst Samuel L.
Morison, the only government official ever convicted of leaking
classified information to the media.

While Clinton's pardon of former CIA director John M. Deutch
caught CIA officials by surprise, the president solicited advance
comment from the agency on the possibility of pardoning Morison,
who leaked three secret spy satellite photographs to Jane's
Defence Weekly in 1984. But Clinton ultimately disregarded the
agency's position and approved a pardon application Morison
submitted to the Justice Department more than two years ago.

"We said we were obviously opposed -- it was a vigorous 'Hell,
no' ," said one senior intelligence official. "We think giving
classified information to people who are unauthorized to receive
it is a bad thing to do and giving pardons to people who are
convicted of doing that sends the wrong signal to people who are
currently entrusted with classified information."

The Senate Select Committee on Intelligence this week launched an
inquiry into both intelligence-related pardons, asking CIA
Director George J. Tenet in a letter whether he or anyone else in
the U.S. intelligence community had advance knowledge that
Clinton was considering pardoning either Deutch or Morison.

Sen. Richard C. Shelby (R-Ala.), the committee chairman,
expressed particular concern about Clinton's decision to pardon
Deutch without informing federal prosecutors, who had just
finished negotiating a plea agreement with the former spy chief
over the mishandling of classified information on unsecure home
computers.

The agreement -- nullified by the pardon -- called for Deutch to
plead guilty to a misdemeanor for the retention of classified
information and to pay a $5,000 fine. It remains unclear whether
Deutch asked for a pardon or whether Clinton acted on his own.

After Clinton issued 176 pardons and commutations on Jan. 20, his
last day in office, Shelby and Rep. Porter J. Goss (R-Fla.),
chairman of the House Permanent Select Committee on Intelligence,
sharply criticized the Deutch and Morison pardons.

Pardoning the only government official ever convicted of leaking
classified information, the intelligence chairmen said, would do
nothing to stop a torrent of media leaks in Washington. Indeed,
Shelby said the pardon only underscores the need for new
legislation explicitly criminalizing leaks.

But civil libertarians and First Amendment advocates lauded
Clinton for pardoning Morison, arguing that the Reagan
administration had inappropriately turned Morison's 1984 leak
into a test case of whether the espionage statutes applied to
unauthorized disclosures to the media.

"The pardon itself was an act of moral courage," said Steven
Aftergood, director of the Federation of American Scientists'
project on government secrecy. "The president had nothing to gain
by granting the pardon. The action was only going to irritate
hard-liners in Congress and the intelligence community."

By pardoning Morison, Aftergood said, Clinton struck a blow for
press freedom with a move that could make it difficult for
prosecutors to convict government officials for media leaks in
the future.

"There's been one and only one [successful] prosecution of leaks
to the media -- and now there's been a pardon," Aftergood said.
"It sends a signal that this is not something that should be
prosecuted."

Reached at his home in Crofton, Md., Morison said yesterday in an
interview that he was wrong to leak satellite photos of a Soviet
aircraft carrier to Jane's. But he said he did so to alert the
public that the Soviet Union was preparing to vastly expand its
naval reach, and that he took no payment for the photographs.

Morison, 56, the grandson of famed naval historian Samuel Eliot
Morison, said he is gratified by the pardon. "My family is very
appreciative -- it removes a stigma," Morison said. "And if you
know my family, that means a lot."

The U.S. airstrikes against Iraqi antiaircraft positions yesterday, though
billed by American officials as routine self-defense, marked an exceptional
step by President Bush that foreign policy analysts said signaled a more
confrontational approach to Baghdad.

In both scope and location, the raids went beyond the more limited responses
by the Clinton administration to Iraqi challenges to U.S. and British
aircraft. And while national security adviser Condoleezza Rice said this was
the fourth enforcement of the "no-fly" zone since Bush took office, it was
the first time the president himself authorized the action.

"There's nothing routine about this at all," said Richard N. Perle, a former
Pentagon official and foreign policy adviser to Bush. "There's been a lot of
talk about how the administration will be tested by Saddam Hussein. Maybe the
administration has decided to test Saddam rather than be tested by him."

The desire to send a tough signal to Iraq, however, does nothing to resolve
the more fundamental conflict within the administration over how far to go in
trying to depose Saddam Hussein, an issue that has frustrated U.S. officials
since Bush's father launched allied response to Iraq's invasion of Kuwait a
decade ago.

At the same time, the administration's apparent willingness to engage in
wider military strikes against Iraq may not be cost-free. The moves could
escalate differences with some U.S. allies – other than Britain, which joined
in yesterday's action – and create resistance to the continuation of United
Nation sanctions on the Iraqi regime.

Bush officials have spoken repeatedly about the importance of symbolism in
foreign policy. Twice in the past two weeks – first in approving funds to
Iraqi opposition groups for renewed activity inside Iraq, now with
yesterday's military action – the administration has acted to reinvigorate
U.S. policy toward Iraq and demonstrate its determination to step up pressure
on Saddam Hussein.

Taken together, administration officials said, the actions – limited as they
may be by themselves – are designed to show the Iraqis and others around the
world that Bush and his foreign affairs advisers have made policy toward Iraq
a priority in their early calculations.

"This policy of pushing Iraq off the front page, which was the Clinton
administration policy in 1999 and 2000, is clearly over," said Ivo H.
Daalder, a Clinton administration official now at the Brookings Institution.
The new administration's policy, he added, is designed to "put Iraq squarely
on the front page."

American aircraft had struck Iraqi antiaircraft targets nine times this year,
but yesterday's attack was larger and more carefully orchestrated. The raids
by U.S. and British aircraft, which struck targets outside the no-fly zones
for the first time since late 1999, set off air raid sirens in Baghdad that
have been mostly quiet in recent years. "This was a very deliberate, planned
procedure," said Pentagon spokesman Adm. Craig Quigley.

In the last six months, the U.S. Air Force has scaled back the intensity of
its patrols over the two no-fly zones, trying to avoid brushes with Iraqi
forces, while waiting to see whether the new administration intended a
muscular approach toward Saddam Hussein, according to a senior Air Force
general.

The administration's decision to send an early signal to Iraq underscores in
foreign policy what Bush's initial actions on domestic policy also have
shown: that what he said during the campaign will have consequence now that
he is president.

"The strongest impression I have of Bush so far is that what he says before
the election is very relevant to what he does after," said Thomas Mann of the
Brookings Institution. "It seems to me he sent all kinds of signals during
the campaign that he considered U.S. policy toward Iraq bankrupt, that the
status quo was unacceptable and that his administration would pursue policies
to change that."

During his debate with then-Vice President Gore last October, Bush criticized
the Clinton administration for allowing the coalition assembled against Iraq
during the Persian Gulf War to deteriorate and said he wanted to persuade
voters he would do a better job. Asked directly if he believed Iraqi policy
was a failure of Clinton, Bush replied, "I do."

At least once during the campaign, Bush was forced to clarify his policy
after a comment left the impression that, as president, he would use evidence
that Saddam Hussein was trying to develop weapons of mass destruction as an
excuse to try to eliminate Hussein himself. Later he said he was speaking
only about taking out the weapons, not the Iraqi leader.

In Beijing's bid to become a larger player in the world of arms exports,
China is set to begin export of its latest anti-aircraft gun and
surface-to-air missile system currently in use by the People's Liberation
Army.

According to Jane's Defense Weekly, China's Type 95 self-propelled
anti-aircraft gun/surface-to-air missile system -- originally known as the
Type 90-II and Type 90-III -- entered service with the PLA several years ago.
The new system, however, was finally revealed in 1999 during a military
parade in Beijing.

Earlier models, including the Type 62 and 88 models, were also equipped on
tracked tank chassis, but were considered largely ineffective weapons to
employ in the defense of Chinese mechanized infantry units because of limited
range and outmoded firepower.

These models were equipped with twin 37mm guns; a separate model, the Type
80, was equipped with twin 57mm guns. Also, most of these models were never
mass-produced.

But the newer upgraded Type 95s are equipped with fire-control technology,
"consist of a new full-tracked armored chassis on the roof on which has been
installed a new one-person, power-operated turret armed with four 25mm
cannons and four fire-and-forget surface-to-air missiles," Jane's said.

Also, a "bank of four electrically operated forward-firing smoke grenade
launchers is mounted on either side on the lower part of the turret for
self-protection," said Jane's.

Additionally, the Type 95 is equipped with a CLC-1 pulse-Doppler search radar
mounted on top of the vehicle that has a range of 11 km, or 6.8 miles.
Reports say the radar has been optimized specifically to detect
lower-altitude aircraft such as helicopters and low-flying ground-attack
planes.

The 25mm cannon, which is already in service with the PLA in other
applications, has a cyclic rate of fire of 600 to 800 rounds per minute per
barrel. About 1,000 rounds of 25mm ammunition are carried, and the empty
cartridge cases are ejected outside of the turret, Jane's said.

Reports indicate that the Chinese SAMs mounted aboard the Type 95s are
similar to Russian-built Igla-1 missiles, and may have a range from 10 to
3,500 meters (maximum 2.1 miles).

Besides defending against airborne threats, the twin-25mm cannons also have a
secondary role against ground targets and would be able to destroy most
light-armored fighting vehicles.

The system is being promoted for export by China North Industries Corp.,
which is the same company that conspired with another Chinese company, Poly
Tech, to import 2,000 fully automatic AK-47 rifles in the hopes of selling
them to American street gangs and drug dealers.

That deal was discovered after company representatives attempted to make the
sale to U.S. agents posing as buyers in 1996.

U.S. and Western officials are becoming increasingly concerned about the
proliferation of modern weapons by China and other nations, noting that with
each new system offered, U.S. forces face greater danger worldwide.

In a statement made to the U.S. House of Representatives on July 11, 2000,
Rep. Frank Pallone, D-N.J., expressed concern over increasing Chinese weapons
proliferation -- specifically over China's alleged assistance on ballistic
missile technology to Pakistan.

"I have long been concerned, as many of my colleagues in Congress have been,
about transfers of technology by the People's Republic of China that
contribute to the proliferation of weapons of mass destruction or missiles
that could deliver them," he said.

"Since 1992, Beijing has taken some steps to mollify American concerns about
proliferation, including promises to abide by the Missile Technology Control
Regime, which it has not joined, and accession to the Nuclear
Nonproliferation Treaty," he added. "But the director of the CIA reports that
the People's Republic remains a key supplier of technology inconsistent with
nonproliferation goals."

Also, according to noted Asian expert Al Santoli, national security adviser
to Rep. Dana Rohrabacher, R-Calif., other nations -- especially those
neighboring China -- are becoming alarmed about unrestricted Chinese weapons
proliferation.

"In recent months, Thailand has been increasingly vocal about the sale of
weapons by Beijing to [various] drug-trafficking armies," Santoli wrote last
September in a report on Asian security issues.

"On Sept. 1, the Thai Foreign Ministry optimistically reported to the media
that its diplomats had reached an agreement to work with China on a
counter-narcotics policy in the Golden Triangle. However, this agreement
should be viewed with skepticism," he said, because "Thai security experts
believe that Beijing is determined to control

BAGHDAD -- Iraq vowed on Saturday to fight on to victory against the United
States and blamed the first US bombing of Baghdad in two years on a Zionist
plot.

The pledge came in an official communique released by the Iraqi News Agency

'The aggression will not force Iraq to give up its rights,' said the
statement. 'Aggression and threats do not discourage Iraq.'

'Iraq will continue to fight them on land, in the air and at sea. Iraq will
finally win and Palestine will be freed,' it vowed.

'This aggression is explained by a Zionist and American plot and prepares the
ground for operations by the Zionist entity against the Arabs and
Palestinians,' the communique said.

Two dozen US and British warplanes struck five Iraqi radar and command posts
north of the 33rd parallel, US authorities said.

According to the communique the bombings hit the suburbs of Baghdad.

'As they step up their aggression, the Iraqi people, army and courageous
leadership will resist more strongly against the forces of evil.'

The communique went on to accuse Saudi Arabia and Kuwait of being
'accomplices in crime' because they shelter US and British air bases. -- AFP

WASHINGTON —The U.S. electronic warfare market is expected to grow rapidly
over the next decade. Market analysts expect the Pentagon to sign
multi-billion dollar contracts for systems. Foreign sales are also expected
to increase.

The Forecast International/DMS predicts that the EW market will be fueled by
upgrades of land, air and sea systems. The Newtown, Conn. firm said that
platforms are becoming too expensive to replace.

"The next 10 years are definitely the decade of production and procurement
for the U.S. defense electronics market," Forecast International/DMS analyst
Richard Sterk said. "Based on current production alone, defense electronics
is predicted to generate nearly $128 billion in forecast sales, averaging
about $12 billion a year."

In its annual review of the U.S. defense electronics market, Forecast
International/DMS said many of the next-generation defense electronics
systems developed in the late 1990s are now being produced and deployed.

This latest production run is expected to continue until at least 2015. The
result is that the EW market will become the healthiest and most profitable
segment within the overall U.S. defense industry, the report said. The firm
said procurement will surge in 2005 to $13.9 billion as the newest versions
of military electronics equipment begin deployment. The following two years
will be the peak and from 2008 a slight drop is expected.

"Over the next 10-year period a frenzy of electronic equipment procurement,
upgrades, and modernization is forecast," Sterk said.

By 2010, the report said, the U.S. defense market will level off at $10.9
billion. For the next decade, production lines will be running at full speed,
producing the latest high-tech equipment.

At that point, the market will decrease as money is pumped into research and
development for more advanced systems. The firm said U.S. contractors must
keep their systems affordable with advanced capabilities and off-the-shelf
components.

"Systems and products will need to be modular and easily adapted to different
wants and changing requirements, and upgrades a matter of months, not years,"
Sterk said.

Defector Lifts Lid on the Business of Terror

The scene outside the American embassy on a hot summer day in 1996 would have
been a familiar one in a hundred different cities: a long line of aspiring
emigrants waiting patiently at the visa window for a form to fill in or an
appointment to make.
But the nervous Sudanese man in the queue had something else in mind. "I
don't want visa," he said in broken English. "But I have some information for
your government... about people, they want to do something against your
government."

That was over four years ago. We still do not know the location of the
embassy - it remains secret for reasons of US national security - but we do
know the name of the Sudanese man in the queue. It is Jamal Ahmed al-Fadl,
and the people he wanted to warn the US embassy about were his former
employers, Osama bin Laden and his al-Qaeda organisation.

Mr al-Fadl, now 37 years old, has a new identity under a federal witness
protection programme, along with $20,000 (13,500) as starting capital for a
new life. Since his defection, he has been referred to in official documents
as CS1 (Confidential Source One).

But he has resurfaced under his real name this month in New York as a star
witness in the trial of four men accused of plotting, on Mr Bin Laden's
orders, the 1998 bombing of the US embassies in Kenya and Tanzania in which
224 people were killed.

As he defected two years before the bombs went off, Mr al-Fadl can say
nothing about the events of that bloody August in east Africa, but what he
did provide in the Manhattan courtroom has been riveting none the less. As a
founding member and trusted official in al-Qaeda (roughly translated as the
Base), he was in a perfect position to give a comprehensive account of its
far-reaching operations.

He gave evidence in faded jeans and a white knitted skull cap. The court
artist was not permitted to draw his portrait.

Modern

Like any other multinational enterprise in the era of globalisation, al-Qaeda
appears to have diversified its product, producing roads and bridges as well
as bombs and booby traps. It is arranged, not in an old-fashioned vertical
hierarchy, but in a modern horizontally integrated array of loosely
affiliated groups, drawing shared goals and philosophy from the centre but
operating independently. It is as if Mr Bin Laden had been consulting the
most up-to-date management gurus.

What Mr al-Fadl had to say helped explain why his former boss appears so
powerful and invincible and, paradoxically, why his sudden death or
disappearance would be unlikely to stem the unpredictable violence in which
al-Qaeda specialises.

The most striking feature of Mr al-Fadl's testimony was all the banal detail
of the nine-to-five grind of a career in terrorism.

In al-Qaeda's offices in Khartoum, the boss sat in the first office on the
left. There were board meetings, wage nego tiations and the firm took care of
its employees' healthcare. There were perks for employees, such as free tea
and groceries, and an in-house specialist for the interpretation of dreams. A
travel department obtained tickets and passports to order.

As in all multinational corporations, al-Qaeda appears to suffer from
constant friction and mutual envy among the various national groups working
for it.

Mr al-Fadl had joined the organisation at the beginning, in Afghanistan in
1990, when Mr Bin Laden, the maverick heir to a Saudi construction fortune,
decided to divert the money and resources he had poured into the mojahedin
war against the Soviet Union in Afghanistan, and channel into a new jihad -
against the "snake", the United States.

Mr al-Fadl recalled Mr Bin Laden and his closest advisers issuing a fatwah
against the US at the time of the Gulf war. He said: "The fatwah, it say we
cannot let the American army stay in the Gulf area and take our oil, take our
money and we have to to do something to take them out. We have to fight
them."

When the newly formed al-Qaeda decamped to Sudan on the invitation of a
radical Islamic regime in Khartoum, Mr al-Fadl became a trusted employee. He
once delivered $100,000 in cash to an al-Qaeda member in Jordan (where the
organisation arranged for customs officers to overlook the dollar-stuffed
bag), and on another occasion he was sent off with enough money to buy 50
camels to smuggle weapons into Egypt.

But he bristled at the fact that the Egyptians in the organisation earned far
more than his $500 a month and appeared to wield more clout. He confronted
his boss with his complaints, but Mr Bin Laden told him the Egyptians were
paid extra to help them visit their families back home.

"He say ... some people, they got citizenship from another country and they
go back over there for regular life," Mr al-Fadl told the court. "And he says
that's why he try to make them happy and give them more money."

LEGISLATIVE MISCHIEF: Leftists often complain about conservatives who seek to
"tamper" with the Constitution to advance their agenda -- proposing
amendments to ban flag burning, permit school prayer, require a balanced
budget, set congressional term limits, make it harder to raise taxes, and
make English the official language -- while themselves pretending to be
defenders of the Constitution against an onslaught from the "right-wing". One
of the most farcical aspects of Clinton's impeachment was his attempt to
portray himself as a victim in a battle to preserve the Constitution: "I did
the right thing to stand against a tide that would have done permanent and
terrible damage to the Constitution and the framework. . I was right to stand
and fight for my country and my Constitution and its principles." And Willie
Sutton should be commended for his work in preserving the security of our
banking system. But in the 107th Congress, it's the democrats who are trying
to advance their agenda through Constitutional amendments. Five amendments
proposed at the start of the new Congress are attributable to democrat anger
that Al Gore lost the election:

House Joint Resolution 1, James Clyburn (D-SC), ".to provide for the
appointment by the States of Electors for the election of the President and
Vice President on the basis of the popular vote of each Congressional
district of the State and for the appointment of two electors by each State
on the basis of the total popular vote of the State."

House Joint Resolution 2, John Dingell (D-MI), ".to permit the Congress to
limit expenditures in elections for Federal office."

House Joint Resolution 3, Gene Green (D-TX), ".to abolish the electoral
college and to provide for the direct popular election of the President and
Vice President of the United States."

House Joint Resolution 4, Jose Serrano (D-NY), ".to repeal the twenty-second
article of amendment, thereby removing the limitation on the number of terms
an individual may serve as President." Serrano no doubt has visions dancing
in his head of a President-for-Life Bill Clinton to emulate four-term
Franklin Roosevelt.

House Joint Resolution 5, William Delahunt (D-MA), ".to abolish the electoral
college and to provide for the direct popular election of the President and
Vice President of the United States."


All these resolutions have been referred to the House Committee on the
Judiciary, which is chaired by James Sensenbrenner (R-WI). John Conyers
(D-MI), Barney Frank (D-MA) and Jerrold Nadler (D-NY) are on the committee,
and on the Subcommittee on the Constitution as well. The disinformation that
will be spread about the nature and purpose of the Electoral College, during
debate on H.J.Res.1, 3, and 5, will be a wonder to behold.

But far more divisive is another bill sponsored by John Conyers, House
Resolution 40, "To acknowledge the fundamental injustice, cruelty, brutality,
and inhumanity of slavery in the United States and the 13 American colonies
between 1619 and 1865 and to establish a commission to examine the
institution of slavery, subsequently de jure and de facto racial and economic
discrimination against African-Americans, and the impact of these forces on
living African-Americans, to make recommendations to the Congress on
appropriate remedies.". The purpose of H.R.40 is revealed in the short title
of the bill: the "Commission to Study Reparation Proposals for
African-Americans Act".

H.R. 40 is "to establish a commission to.examine the institution of slavery".
The commission will "address, among other issues.Whether the
Government.should offer a formal apology on behalf of the people of the
United States. Whether.any form of compensation to the descendants of African
slaves is warranted. .what should be the amount of compensation, what form of
compensation should be awarded, and who should be eligible for such
compensation."

The basic premise of H.R.40 is deceptively simple: slavery was evil, whites
owned slaves, blacks were slaves, therefore blacks are owed reparations from
whites for the evils of slavery. But the basic premise of this piece of
legislation is also highly racist -- it requires the presumption that all
whites today are tainted by the evil of slavery centuries ago, and that all
blacks today are victims of that evil. Is that at all logical? Slavery was
evil (it still is, although we hear precious little from black leaders about
the slavery that still exists today in places like Sudan, Mauritania, and
Ghana). But even in the pre-Civil War American South, slavery was not
universal. Even in the South, three-quarters of whites never owned slaves
(and according to one writer citing the 1830 census, nearly 4000 free blacks
owned slaves). Then came the Civil War, fought, according to conventional
wisdom, to end slavery. When anyone defends the

ALERT: Powell Cozies Up to UN -- Will your gun rights survive?

Does the United Nations recognize and protect your right to
keep and bear arms? Not hardly.

Yet Secretary of State Colin Powell expressed on February 14
the Bush Administration's "strong support of the work of the
United Nations."

Does the Administration also support the U.N. sponsored
programs to disarm civilians? There is absolutely no "Second
Amendment" in the U.N. Charter or any of its resolutions --
civilian disarmament plans are underway.

Does the Administration also embrace the U.N. Universal
Declaration of Human Rights? That document protects almost
none of the American fundamental rights while it directly
fosters world socialism.

Does the Administration intend to give authority over U.S.
land and the U.S. military forces over to U.N. control? Will
the Administration go along with a world income tax?

Secretary of State Powell said: "We obviously are bound by
U.N. resolutions and we're not trying to modify those." This
statement, although given in the context of sanctions on Iraq,
leaves little doubt: the Administration considers itself
"obviously" bound by U.N. resolutions.

When the U.N. passes a resolution to register, tax or
confiscate privately-owned firearms, will the Bush
Administration be "obviously bound"? Will Attorney General
Ashcroft "enforce the law of the land" -- and thus enforce
the U.N. resolutions to destroy the Second Amendment?

To protect our Bill of Rights, we must continue to educate
Americans about how the  United Nations gravely threatens our
freedom and our way of life. We cannot depend upon President
Bush and Secretary Powell to save our rights -- we must remain
actively watching and protesting the increasing power and
influence of the United Nations.

What to do:

Get educated -- and help educate others. Get copies of "Gran'pa
