Does a dead man have interests in the physical integrity of his body? No.
Nor does he have a cause of action that will survive his death for his heirs
to assert if his body is injured - death has already occurred. To provide a
remedy for this situation, the law has recognized the interests of family
members through the 'ole mistreatment/mishandling of corpse actions, which
the courts refer to as a special case.

In a like vein, courts have given special consideration to the circumstances
surrounding a person's death by recognizing a privacy interest in the
decedent's heirs. Heirs generally do not succeed to a privacy claim as it is
a personal tort, and does not normally survive the victim, adhering to
the old common law of England. However, see Reid v. Pierce County, 961 P.2d
333 (Wash. 1998) (holding family members have privacy interests in the
autopsy records of decedents). @

Within an FOIA context, courts have withheld JFK autopsy records and
Challenger space shuttle recordings, finding that the records of the
decedents were personal in nature, property of the decedents' estates, and
not subject to disclosure.

evening news airs every

Invasion of privacy is often mischaracterized by the media as a singular
cause of action. There are four privacy torts: unreasonable intrusion upon
seclusion/private affairs, public disclosure of private facts,
appropriation, and false light in the public eye. (Privacy mileage in your
state may vary.)

In the matter at hand, usually brought in terms of public disclosure of
private facts, the courts will try to *balance* the competing interests by
asking: (1) is the matter made public one which would be highly offensive
and objectionable to a reasonable person?, and (2) does the public lack a
legitimate interest in the information? Photos and video on the evening news
are usually not highly offensive to a reasonable person, and are usually in
the public interest.

  Why would
  it be permissible for the state to (before the new law passed) make the
  photos available to anyone willing to trek down to the courthouse but
  impermissible to publish them?

Short answer: Because a reasonable basis for legislation is a legal term
of art, and is often anything but reasonable. Law and commonsense are
distinct concepts, often light-years apart when legislatures are in session..

Long answer: You ask why garnering public records would not be actionable as
an intrusion upon seclusion/private affairs, yet publishing the information
would be actionable as public disclosure of private facts. It does seem to
defy logic.

Courts have held that merely because a fact is in the public view does not
mean that it should be subject to mass public disclosure when it does not
involve a matter of public concern: the Justicefiles.org decision @

One of the very first privacy cases involved a celeb appearing on stage in
*tights* when somebody took a picture with the aid of a flashlight (Manola
v. Stevens, N.Y. Sup.Ct. 1890, in N.Y. Times, June 15, 18, 21, 1890
(defendant enjoined from publishing, a portrait of Manola is here:

cited in terms of appropriation, this early case still stands for the
proposition that something can be rather public, and yet private. A woman's
legs were rather private in 1890, and her feelings in this regard deserving

276, Ala. 380, 162 So.2d 474 (woman photographed when dress blown up in a
fun house); Street v. National Broadcasting Co., 6th Cir. 1981, 645 F.2d

of privacy in the historical drama of a rape which happened decades earlier,
because the plaintiff was a public figure).

Of late, the media has characterized 1A vs. privacy as a novel issue. The

Apparently, Henson was arrested by heavily-armed police at a shopping
mall.  His spiritual adviser Gregg Hagglund (or whatever you want to call
him ;-)
is taking him a red cross care package and may be visiting him for a while.
I think he's incommunicado for a bit.

There is a bail hearing tomorrow on this and then we'll find out exactly
what's up.

The SNAFU here (and the basic clusterfuck) is that his lawyer Guidy
Mamann was poised to file the necessary papers tomorrow.

Who knows what will happen?  Deportation is almost the best case,
with additional charges entirely possible, depending on whether or
not the arrest was based on entirely bogus information.

(Henson did not enter Canada as a fugitive, though a bench warrant
was issued on May 18, six days after he entered Canada.)

Beatle's fan nor a fan of Lennon's...

I suppose if I had said television was more popular than Jesus, I would
have gotten away with it. I'm sorry I opened my mouth. I'm not anti-God,
anti-Christ, or anti-religion. I was not knocking it. I was not saying
we are greater or better.

This was the whole crux of the 'greater interview' that he gave, from
which his comments were both taken out of context and actually changed;
and as he pointed out, he could have just as easily said TV or movies or
comicbooks or golf were more popular than religion...

I remember that a few weeks after the controversy broke here in the U.S.,
some publication actually published the WHOLE interview, and presented to
people in the street, without attributing it to Lennon, and asked their
opinion of the sentiments expressed.  Not a one was outraged; yet before
it was revealed who had made the comments, these same people were asked
their opinion on the John Lennon the Beatles are greater than Christ
pseudo-controversy...all of them expressed outrage at the alleged
statement and vehemently condemned the Beatles in general and Lennon in
particular.  They were all quite taken back when they were told that the
interview they'd just read was the actual interview from which Lennon's
supposed comments were taken...most were quite contrite and admitted they
had absolutely no problem with the actual sentiments expressed in the
interview, in fact most sheepishly admitted that they AGREED with
Lennon's comments...


A few months later, in October 1966, the Archbishop of Boston agreed
that the Beatles were more popular than Jesus Christ, modern times being
what they were.

That may have been in the very same article I describe in the previous
paragraph


It is interesting to observe that one reason why nobody cared about
Lennon's comment in Britain was that they assumed it was just one man's
opinion. In America, on the other hand, much of the furor had its
wellspring in the fact that the Beatles enjoyed a status larger than
mere mortals, and their opinions were not just opinions. Hence the very
reaction to his comment helped to prove John's point.

Some of the alleged secret financial dealings
between the Clinton administration and the
financial markets could soon be made public.

No, Monica's not blabbing again.

These secrets could come out of legal proceeding
in Boston that has gotten absolutely no publicity
in this country although the foreign-language
press has been keeping people somewhat up to date.

The suit was filed by a guy named Reginald Howe, who is
a member a Texas-based group called the Gold Anti-Trust
Action Committee. Neither he nor the group is wacko.

Howe is a Harvard-trained, top-notch trial lawyer who is
alleging that the U.S. government, in cahoots with New York
banks, has purposely kept the price of gold artificially low
for six years.

GATA has been charging that the conspiracy was aimed
at keeping the dollar strong.

But it also -- perhaps inadvertently -- helped Wall Street
make billions on bullion by borrowing gold from Central
Banks at 1 percent interest rates, selling the gold, and
then investing the proceeds in other markets at much
higher rates of return.

Howe, with GATA's help, alleges in Massachusetts
Federal District Court that the maneuver was a sure-fire
rig as long as the price of gold didn't rise -- which the
government saw that it didn't.

A trial date hasn't yet been set by Judge Reginald C.
Lindsay, who recently heard arguments on whether the
case should go forward.

If it proceeds, the next important step will be discovery.
That's when the gold bugs will get their anxious little
hands on government secrets.

If the judge cooperates and lets the goldies examine
the government's briefs, there is no telling what will be
discovered.

Washington came closer to being honest with last
Friday's gross domestic product report, but the
government just can't seem to utter the word recession.

That word kinda sticks in my throat too.

But ask any corporate leader in this country and you'll
find out how bad business really is. And more than a
few ordinary citizens might also give you an earful of
the truth. So how close did the Bush administration
come to admitting the truth?

Not close enough.

The latest GDP revision said that growth during the
 first three months of this year was only 1.3 percent on
an annualized basis and not the 2 percent the
government originally estimated.

You might recall that this column immediately jumped
all over that 2 percent number, and Washington only
came around after very disappointing April jobs
figures. The D.C.-ievers were lauded for their
honesty. Well, take back the praise.

First, you have to understand that the 1.3 percent
growth is an annualized figure.

The government is really saying that growth in the
first quarter, by itself, was 1.3 percent-divided by
four quarters.

So the economy expanded in the first three months
of 2001 by a barely noticeable 0.325 percent.

Ah! but let's see how Washington managed to
eke out even that much.

First, the stata-magicians let stand some guesses
that the trade deficit improved during the quarter.
Those estimates are not likely to hold up,
especially since penny-pinching American
consumers were probably attracted to cheaper
foreign goods.

But the real magic in the GDP number has to do
with inflation.

The GDP's inflation indicator - which is called the
deflator -- assumed prices rose by just 2.5
percent since last year.

But another government inflation measure -- the
ever-popular Consumer Price Index - already has
pegged inflation as being a percentage point
higher than that.

Back when he was running for re-election in 1991,
old man George Bush tried to convince Americans
that the economy was doing much better than it
clearly was.

Annoyed voters knew better, so they kicked him
out of office. It would probably be wise for the new
President Bush not to follow in daddy's footsteps
on this one.

and bureaucrats received for the cheatingsell-outs the bonuses according to

price of an egg". They have thusexposed both domestic and foreign Polish 
policy to the influence of alieninterests by the way of financial extortion. 
4. Foreign investitors have manipulated the privatisation process

1992international tobacco companies have on the basis of mutual 
agreementsucceeded to buy Polish plants worth hundreds of millions of 
dollars each,for only little fraction of their market value. Foreign 
investors have thanchanged the original production in accordance with their 
own business aimsinto one less healthy and directly harmful. Tobacco that 
was previouslyfermented in a natural way, so that many toxins would be 
eliminated fromPolish cigarettes, presently is prepared with chemicals and 
geneticallymodified tobacco, so that smokers would become more dependent,

The primary cause of the rise of autism is well known in the research
community, but concealed. Many private studies show an overwhelming
connection to vaccines. No one in the medical mafia is going to say this,

BUDAPEST, Hungary, May 29 —  U.S. Secretary of State Colin Powell on
Tuesday led Washington's offensive that aims to persuade skeptical NATO
allies to accept U.S. missile defense plans. But Washington's top
diplomat was unable to convince the alliance's policy-making body, which
stopped far short of endorsing the Bush administration's national
missile shield.




   A joint statement issued by the North Atlantic Council
does not portray the possibility of missile attack as a common threat
faced by allies, as the Bush administration had hoped.
   Powell had hoped to persuade skeptical NATO allies to be
more supportive of U.S. missile defense plans.
   But, according to sources close to the process who spoke
on the condition of anonymity, France and Germany resisted stronger
language sought by Powell.

'CONSULTATIONS' WILL CONTINUE
   The draft statement said NATO allies welcome the
consultations initiated by President Bush on the U.S. strategic review,
including missile defense.
   We intend to pursue these consultations vigorously, and
welcome the United States' assurance that the views of allies will be
taken into account as it considers its plans further.

   In a minor victory, Powell was able to persuade NATO
foreign ministers to omit from the joint statement any mention of the
1972 Anti-Ballistic Missile Treaty.

   The Bush administration wants to scrap or heavily modify
the treaty, which prohibits development of national missile defense
systems.
   The statement was prepared for the North Atlantic
Council, the alliance's top policy-making board, which is made up of
foreign ministers of the 19 NATO nations.

BALKANS FEARS
   In addition to presenting U.S. views on missile defense,
Powell also sought to assure allies that the United States would not
pull its peacekeeping forces out of the Balkans, despite comments by
Defense Secretary Donald H. Rumsfeld suggesting the U.S. role in Bosnia
was near an end.
   Tuesday's final statement said it was not advisable at
this time to consider major restructuring or reductions in the
peacekeeping force in Bosnia, other than a moderate reduction in
overall troop level.
   The job is not yet completed, NATO Secretary-General
Lord Robertson told reporters.
   U.S. officials had worked behind the scenes for a joint
statement that would cite a common threat of missile attack in a
section referring to the U.S. missile defense plan.
   That would be stronger than the phrase potential threat
that was in a year-earlier statement.

WEAKER OUTCOME
   But the United States failed to get the stronger language
included.
   Instead, NATO allies promise to consider appropriate
assessment of threats and address the full range of strategic issues
affecting our common security, and the means to address them.
   In the statement, the allies pledge to continue
substantive consultations in the alliance on these issues.
   German Foreign Minister Joschka Fischer said it was
important that no decisions be made on the missile defense issue until
further consultations have occurred.
   A U.S. missile defense plan must add to our security and
stability. It must not lead to another arms race, Fischer said.
 U.S. could buy Russia missiles
   At an opening session, NATO foreign ministers voiced
concern about violence in Macedonia and indicated support for only
modest cuts in the peacekeeping mission in Bosnia, said a NATO official
who attended.
   The official, speaking on the condition of anonymity,
said the alliance is ready to support only trimming and minor
adjustment in the Bosnian force.
   Other NATO sources have said they expect announcement of
a cut of 10 percent to 15 percent in the peacekeeping force of 21,000,
of which 3,300 are Americans.

NEW YORK (May 29) - Jews fabricated the existence of holy sites in the
West Bank after the Six Day War, said Hebrew University Prof. Moshe Maoz
to New York Jewish leaders on Friday during a visit that was sponsored by
the Israeli government.

We invent all kinds of tombs in Palestinian-populated areas, said Maoz
at a meeting with the Jewish Community Relations Council of New York,
citing Joseph's Tomb, located in Nablus, which was destroyed by
Palestinian rioters and rebuilt as a mosque in October 2000.

Maoz added that world Jewry has overreacted to the desecration of the
tomb, while failing to note that groups of all faiths, including the
Moslem Public Affairs Council in the US, recognized the site as being holy
to Jews and condemned its destruction.

Sometimes I think Judaism is paganism, said Maoz, referring to holy
sites in general. We sanctify stones and tombs instead of spirit.

Maoz's visit to the US was sponsored by the Israeli consulate's office of
academic affairs, which brought him over to discuss prospects for peace
and coexistence in the Middle East.

Following Maoz's speech, a consulate spokesman emphasized that speakers
we bring over do not necessarily reflect the opinion of the Israeli
government or the office of academic affairs in the US.

If we believe the U.S. media's portrayal of the Middle East conflict, then
we already have identified the good guys and the terrorists.

From local newspapers to Hollywood films, we recognize Israeli Jews as
civilized, reasonable and democratic and Palestinians as terrorists.

Now this simplistic scenario is beginning to unravel as we see images of
stone-throwing Palestinian youths facing Israeli tanks and supersonic F-16
jets bombing neighborhood factories. So to ensure continued unconditional
U.S. support, Israeli Prime Minster Ariel Sharon recently called for a
total cease-fire.

But after rejecting a key recommendation of the Mitchell commission  a
freeze on Israeli settlements  Sharon's offer is a deceitful ploy. The
Palestinians would be foolish to accept more settlement expansion, which
further reduces what little territory they have left. Moreover, these
settlements are in violation of U.N. resolutions and international law.

There are two kinds of terrorism in this ancient, contested land: The
terror of occupation and the terror of desperation.

Suicide bombers are desperate, but they are not simpletons propagandized
into martyrdom. Their family members, friends and neighbors have been
killed, tortured, maimed or made homeless by Israeli authorities. The
media will call them cowards, but what would any red-blooded American do
if invaders were to occupy and terrorize our country?

The terror of desperation is born out of brutality, deprivation and
powerlessness; it is sporadic, indiscriminate and often counterproductive.
The media would have us believe Israel is only responding to terrorism,
but this belies the historical realities of the terror of occupation.

It wasn't the Palestinians but Zionist extremists who introduced terrorism
into the Holy Land. In the 1920s, they placed bombs in Arab marketplaces
to terrorize civilians. It was Zionist terrorism that, after two decades,
drove the British out of Palestine to establish a Jewish state.

With the establishment of Israel, Palestinians became aliens in their own
land. Ruled by military edict, they were denied freedom of movement, equal
education and rights to own land. In fact, 78 percent of what historically
had been Arab Palestine became Israeli. Today, Palestinians are fighting
just to recover the West Bank and Gaza, 22 percent of historic Palestine.
Yet Israel controls about half these territories.

The terror of Israeli occupation is akin to slow strangulation  houses are
demolished, orchards destroyed, roads blockaded and water and power
manipulated.

Most of all, the terror of occupation is unforgivingly violent. A
disproportionate amount of military aggression will be used against
protesters, stone-throwers bystanders and even security police.

Local physicians long ago determined that most of the stone-throwing youth
and children who were killed had been shot in the head or upper body. This
shoot-to-kill extends to Palestinian leaders, with Israeli missiles acting
as judge, jury and prosecutor.

As many predicted, the violence has escalated dramatically since the
election of Sharon. His election was hailed by major pro-Israel Jewish
organizations. The American Jewish Congress noted, He is widely
recognized as one of Israel's greatest military heroes.

Sharon does have a quite a record. In 1953, he led a commando squad that
massacred 69 men, women and children in Qibbiya. After the 1976 war, he
ordered the assassination of more than 100 Palestinian resistance leaders.
In 1982, his forces allowed, if not encouraged, Israeli-supported Lebanese
militia to murder more than 900 Palestinian refugees at Sabra and Shatila.

Yet Sharon already has met twice with President Bush, while Yasser Arafat
awaits his first invitation.

Still, we are told Uncle Sam is the only unbiased broker for Middle East
peace. That's certainly demonstrated by U.S. aid to Israel, which
including military support from 1949 through 2001  exceeds $90 billion.
Moreover, our Mideast policy has long been dictated by Israel's powerful
lobby, as documented by former Congressman Paul Findley in his book, They
Dare To Speak Out.

Neither Israel nor Uncle Sam would permit an international peace-keeping
force or international observers, because they wouldn't be fair to
Israel. Perhaps they know that for decades Israel has violated numerous
U.N. resolutions by denying basic human rights to Palestinians.

And then we wonder why our allies voted us off the U.N. Human Rights
Commission.

I urge Americans to take off their media blinders, check out other sources
of information, such as the Washington Report on Middle East Affairs (www.
washington-report.org), and open their hearts and minds to the full story.

Moshe Katsav has a long history of ADVOCATING BRUTAL FORCE TO CRUSH
PALESTINIAN ASPIRATIONS [eliminateracism, bigotry and obsessive
hatred of Palestinians].  As early as 1989, the Jerusalem Post reported
Transport Minister Moshe Katsav yesterday put forward his prescription
for ending the intifada [Palestinian uprising for Independence]: close
the territories for three months, ban movement of Palestinian labourers
to Israel, and bar the media from the areas while deploying troops
massively so as to put an end to the Arab riots.  (JP, May 11, 1989).

As a Likud MK, Katsav said to the illegal Hebron settlers in 1996: The
Likud has no intention of recognizing the Oslo accords, and will at any
price prevent the establishment of a Palestinian state (The Jerusalem
Post  February 7, 1996). Katsav's most blatant racist remarks were are
described in the following article which appeared in the Jerusalem Post
on May 10.  Note that his comments were made to a group of children.

An immense gap exists between Israel and its enemies, President Moshe
Katsav said today.  The gap is not only in capabilities, but also
moral and cultural, Katsav said.  Katsav made his remarks at a Bar- and
Bat-Mitzvah ceremony for 86 children whose fathers died while serving
in the IDF, Army Radio reported.  It seems to me that a few hundred
meters from here there are people who not only do not identify with our
continent or even planet Earth, rather they seem to be from another
galaxy, a completely different world, Katsav said.  The gap between
them and us is immense, he added. (JP 5/10/01)

The May 15  edition of Ha'aretz, Danny Rubinstein addressed some of
Katsav's racist remarks explaining that it has become fashionable in
Israeli media to label innocent Palestinians killed as mistakes while
labeling Israelis killed as murdered and that this is precisely fed by
such remarks as those of Katsav.

A letter by Dr. Veronika Cohen to Ha'aretz published May 21 also is
relevant.  It stated: President Moshe Katsav recently asserted that
Palestinians are so different from us Israelis that they cannot be
conceived of as belonging to the same region or continent, indeed the
same galaxy, to which we belongNever mind that this astonishing
declaration of our moral superiority came the same week during which we
murdered a four-month-old Palestinian baby For shame, Mr. President?
Do you follow the news?

If Israelis think like this about Katsav, why is the University of
Hartford offering him an honorary degree?  This is not to mention that
Katsav represents a government that is widely condemned throughout the
world for its record of Human rights violations.

Amnesty International strongly condemned what it called the Israeli
army's  iron fist military tactics against Palestinian civilians.
There is a pattern of gross human rights violations that may well
amount to war crimes, according to AI's international research
director, Claudio Cordone (Nov. 1, 2000).  Investigations by Human
Rights Watch, Physicians For Human Rights, the Israeli human rights
group B'Tselem, and the UN High  Commissioner on Human Rights have all
contradicted the Israeli army assertions that they are showing
restraint and have documented patterns of human rights violations by
Israeli occupation authorities.  These detailed reports are available
online and refute the Israeli government lines.

In the last seven months, the Israeli army has killed 500 and injured
over 17,000 Palestinians.  One third of the victims were under the age
of 18.  The Israeli army continues its policy of demolishing homes,
collective punishment, uprooting trees, and siege of towns.  Katsav
continued to provide racist remarks to support these policies.  Shame on
the University of Hartford for honoring such a man.

So in this item with regard to the crisis in California, it is said the
problem is so complex nobody will understand it?   Maybe that is what is
wrong?   Time to give them all the boot?

Do not know anything about when a government steps in to nationalize a
utility, but it seems like California is sinking and nobody throws a
lifeline because nobody knows what the hell they are doing?

The solution is really very simple  - services lag behind the need and
does not matter why, but how to catch up before the lights go out and
the summer heat causes much more serious problems?

From what I have read of Colonel Tom Beardon and a new venture by
unknown parties forming Tesla Electric - we could have so much free
energy in this country no need to gouge the public anymore.

All utilities - need government control before Clinton goes into his 8
million dollar a year job as investment broker - for you see this trashy
element is stealing our natural resources and gouging the public is just
now beginning..

No wonder people don't want to give up their guns...wish I had a
cannon.

 Davis defeated on Edison bailout plan

Despite months of negotiations, Gov. Gray Davis' plan to save Southern
California Edison, is effectively dead in the state Legislature, leaders
of both houses agree, it was reported today.

Not only has Davis failed to garner support for his more than $3 billion
plan to keep one of California's largest utilities out of bankruptcy —
in part by having the state buy its transmission lines — but follow-up
efforts by leading lawmakers to fashion an alternative are also falling
flat, the Los Angeles Times reported.
Any alternative proposal to bail out Edison will probably have to be
approved on a party-line vote by Democrats, the newspaper reported.

The reasons are complex, according to legislators working to close the
Edison deal, but ultimately come down to simple politics — partisan
response in the state Capitol to the energy crisis.

The stakes are high, because restoring Edison financially and requiring
the utility to temporarily sell power at lower prices are cornerstones
of Davis' plan to get the state out of the business of buying
electricity, the Times reported.
But leaders in the Legislature say Davis' approach has few backers.

I don't think the governor's plan has support in either party in either
house, Assembly Speaker Bob Hertzberg, D-Sherman Oaks, told the Times.
The issue is whether we can come up with something else, and I think we
can.

Since January, California authorized more than $7 billion in taxpayer
money to buy power for private utilities in order to avoid mass
blackouts. It is a perilous fiscal situation that has drained the state
budget and led to downgrades of the state's credit rating on Wall
Street, the newspaper reported.

Lawmakers are wary of making an even greater blunder than they did in
1996, when they unanimously approved what is now widely considered to be
a botched scheme to deregulate electricity in California. In both the
Assembly and Senate, most Democrats and Republicans are convinced there
is no way for them to save Edison without appearing to sanction a huge
bailout, the newspaper reported.

Legislators want to get something of value in return from Edison —
high-voltage transmission lines, hydroelectric power plants or
guarantees that the utility will boost energy supplies — but are
sharply split on what is best, the Times reported.

A core element of all Edison rescue programs being considered is a
proposal to use a chunk of customers' monthly electric bills to repay
the utility's huge debt, a solution many election-conscious legislators
find as appetizing as a suicide pill, the newspaper reported.

The deal only requires a majority vote, but without two-thirds approval

While on a speaking tour of Scandanavia two weeks ago, disgraced
ex-president Bill Clinton engaged in suggestive behavior with an attractive
Norwegian teenage girl, embracing her while witnesses looked on and hinting
he'd like to have sex.

In a gesture of hospitality, the 19-year-old coed had presented Clinton with
a tulip, at which point he reportedly responded by putting his arms around
her. But then the sex-addicted former leader told the girl he'd like to do
more.

You're too beautiful to only get a hug, Clinton blurted out, in an episode
reported in today's London Sunday Times.

Clinton made the unpresidential comment to the teenager at an Oslo TGI
Fridays while out on the town with a group of college students.

The incident has prompted concerns that the former president, who was
impeached after his sexual relationship with Monica Lewinsky came to light,
has resumed his old habit of seeking sex from young women.

Anybody who thinks he has changed is fooling himself, observed British
columnist Andrew Sullivan, who first reported the ex-president's encounter
with the Oslo teen.

Clinton is once again a sex scandal waiting to happen, Sullivan added.
And the scariest thing is that he barely knows it.

If Sullivan's prediction pans out, it could severely impact the political
career of his wife, New York Senator Hillary Clinton, who has apparently
done nothing to curb her husband's wayward behavior.

At 22, Lewinsky herself was just barely out of her teens when Clinton
ushered her into the Oval Office for sessions of oral sex.

But stories of Clinton's sexcapades with young and even underage woman are
legion in Arkansas.

During the Paula Jones case, in which he was accused of exposing himself to
a then-24-year-old state employee, several women who were just high school
students when they met then-Governor Clinton told investigators of being
groped and fondled during random encounters, with at least one reportedly
claiming that Clinton had seduced her.

None were willing to go public with their accounts.

But according to Jane Parks, who was landlord to Clinton's brother Roger in
the mid-1980s, high school girls -- some under the age of consent -- were
regular guests at sex and drug parties that the governor himself regularly
attended.

The next morning following the Israeli invasion of Lebanon in 1982,
members of the powerful Israeli lobby, AIPAC showered congressmen with
pictorial books about the Holocaust as they were on their way to an urgent
session.

But why would the American Israeli Public Affairs Committee (AIPAC)
justify Israel's deadly invasion of Lebanon which caused the death of tens
of thousands by stressing the suffering of the Jews in a completely
different political setting and historical era? The answer to such a
question is evident, as the goal has always been to manipulate the
suffering of the Jews to justify the killing of Palestinians.

Unfortunately, such a practice has proven fruitful.

It may be difficult to understand, as Arabs are neither German nor Nazi.
Moreover, the political scenario is entirely different as Israel has been
the one playing the Nazi role, Israeli leaders as Hitler, and Palestinians
as the victims of Hitler.

The answer is perplexing.

For decades Israel has succeeded, through the use of the western media, in
presenting itself to the world as the victim, not the aggressor, and it's
unfriendly Arab neighbors are similar to the Jews' unfriendly European
neighbors in the past.

It might be shocking to learn that Palestinians make the parallel between
Nazi practices and Israel almost every day, in their chants, in the
graffiti on their walls, in their media ..

That parallel was not an intellectual transgression in history, but a very
well founded argument, as the Jewish racial supremacy which the Jewish
State manifests is not much different from the purity of the Arian race
Hitler once offered. In fact, Zionism, the ideology on which Israel was
founded was recognized by the United Nations as a racist philosophy until
United States' pressure managed to remove the indicting resolution.

In the same manner, AIPAC used it's Holocaust argument in the past to
justify Israel's genocide of Palestinians, Lebanese and Arabs throughout
the years, American media is currently intensifying it's propaganda war.

The Holocaust Industry has been in full use by the American television
network. ABC in recent days aired the movie Anne Frank which narrates
the story of a Jewish girl who hides with her family for over two years in
German-occupied Amsterdam, hoping to flee the Nazi's wrath.

The tragic story ends with Anne's death after contracting a fatal disease
weeks before the concentration camps, which hosted millions of people
throughout Europe, were dismantled.

But why Anne Frank now, in a time when Israel is slaughtering Palestinians
every day using American-made hi-tech weapons and F-16 warplanes? On a
political level, one can conclude that international condemnation of
Israel's war crimes against Palestinians is an increasingly worrisome
notion that is quickly eroding the myth that Israel is the victim
(although it has nuclear weapons) and Palestinians are the oppressors
(although they rely mainly on rock throwing in their resistance.) Israel
has already crossed every boundary that distinguishes a peaceful person
from a cruel and barbaric criminal. The real tragedy is seeing ABC, a
presumably respected American broadcasting company taking part in this
manipulative strategy.

Anne Frank and any other child in this world, whether Jew or non-Jew
deserves to be remembered for the suffering he or she has endured. But
commemorating Anne Frank who died from typhus 60 years ago and failing to
acknowledge the pain of Palestinian children who were murdered in cold
blood by Israeli soldiers in the last a few months is the real cruelty,
needless to say hypocrisy.

According to unconfirmed stories, Anne Frank's family hid for two years to
escape the Nazi's punishment. But confirmed reports tell us that 2 million
Palestinians have been living like hostages under Israel's military siege
for eight months, and off-and-on for 34 years.

Where are ABC's talented directors, actors and million dollar productions
to depict the Palestinian suffering which takes place every day?
Meanwhile, a 13-year-old Palestinian girl from the village of Dora, near
Hebron was arrested by Israeli forces on February 28, 2001. Human rights
reports say that Sana' Amr is being held in the worst conditions and is
being treated very poorly while interrogated in her cell. Israel so far
has failed to file any charges against the child, whose family knows
nothing of her fate.

Would ABC, which persistently points at Palestinians as an equal partner
in the ongoing violence report about Sana'? Will the Palestinian child's
family be interviewed? Or will her diary be reviewed for a possible story
for a future movie? Inserting more and more Holocaust stories and
documentaries throughout the American media while using words such as
terrorists  and mobs to describe Palestinian youth, will

U.N., Europeans Query Push To Bring In More Officers

UNITED NATIONS -- In the five years since international police officers
were sent to Bosnia to help restore law and order, the U.N. police mission
there has faced numerous charges of misconduct, corruption and sexual
impropriety. But in virtually every case, the allegations have been hushed
up by sending officers home, often without a full investigation, according
to internal U.N. reports and interviews with U.S. and European officials.

The troubles of the U.N. police mission in Bosnia have important
consequences for the Bush administration. Eager to scale back military
commitments, Secretary of Defense Donald H. Rumsfeld is pushing to reduce
the 3,350 American soldiers on peacekeeping duty in Bosnia and replace them
with civilian police.

But some U.N. and European officials question the wisdom of shifting
responsibility onto the international police force without first addressing
its flaws, including low recruitment standards, a hazy command structure
and the ability of individual officers to act with near impunity.

Here we are, international police officers hoping to demonstrate and
impress the locals with democratic policing and high moral values, and
we're actually presenting them with one or two people who ought to be
investigated and locked up, said Richard Monk, a top British police
officer who served as the U.N. police commissioner in 1997.

Among the 1,832 U.N. police in Bosnia are 161 officers from the United
States. Although the record of the U.S. contingent is no worse than others,
senior American officials acknowledge serious problems in selecting and
training U.S. police officers to serve in Bosnia. That job has been given
to a private, Texas-based corporation, DynCorp Technical Services, under an
exclusive, $15 million annual contract with the State Department.

In the past year alone, at least three American policemen were removed from
the Bosnian mission for sexual misconduct and exceeding their authority,
according to U.N. officials.

In prior cases, several other U.S. officers had been forced to resign under
suspicion of committing statutory rape, abetting prostitution and accepting
valuable gifts from Bosnian officials. Yet none was prosecuted. The most
serious punishment imposed on an American officer was dismissal and the
loss of a $4,600 bonus.

Asked about the allegations, DynCorp issued a statement voicing
disappointment that the misconduct of a few individuals has cast a shadow
on the more than 2,000 police monitors who have helped to achieve the U.N.
mission to rebuild these nations.

Upon learning of the allegations from U.N. officials, we acted swiftly and
responsibly, terminating and repatriating the individuals involved, the
company said but refuses to disclose how many U.S. officers have been sent
home.

International police have diplomatic immunity from prosecution in Bosnia,
and unless their governments waive that immunity, the most severe
punishment the United Nations can impose on renegade officers is to send
them home.

Thomas Miller, the U.S. ambassador in Bosnia, conceded that in a race to
find American police willing to serve abroad, the U.S. contingent accepted
some officers who were unfit to serve on the International Police Task
Force, or IPTF.

In terms of the quality of U.S. IPTF folks, I have seen some really good
ones, Miller said. And I've heard about some not so good ones. No, let's
be honest, bad ones.

American officials say the failings are due to inexperience in
international policing and the absence of a national police force like
France's Gendarmerie or Italy's Carabinieri. American participation in U.N.
civilian police, or CivPol, missions has increased from about 50 American
officers in Haiti in 1993 to about 880 serving today in U.N. missions in
Bosnia, Kosovo and East Timor.

President Bill Clinton issued a directive in February 2000 acknowledging
that the current process used by our government to recruit, prepare, train
and deploy civilian police officers to CivPol operations is not adequate.

Last summer, the White House asked the FBI and police commissioners from
major U.S. cities to provide a reserve of police officers who could be sent
abroad to serve in U.N. missions. But the FBI and big city police
departments demurred. They slammed the door on us, said a former Clinton
administration official.
Recruiting Difficulties


When the U.N. mission in Bosnia began in 1996, DynCorp scoured U.S. police
departments in search of bored or underpaid officers looking for a change
of pace. Advertisements in police publications promised adventure in a
distant land for as much as $100,000 a year. To meet the State Department's
demand for police, the company hired many retired officers, including

  Memorial Day will be celebrated ... by the usual betrayal of the dead,
  by the hypocritical patriotism of the politicians and contractors
  preparing for more wars, more graves to receive more flowers on future
  Memorial Days. The memory of the dead deserves a different dedication. To
  peace, to defiance of governments.

  In 1974, I was invited by Tom Winship, the editor of the Boston Globe,
  who had been bold enough in 1971 to print part of the top secret
  Pentagon Papers on the history of the Vietnam War, to write a bi-weekly
  column for the op-ed page of the newspaper. I did that for about a year and
  a half. The column below appeared June 2, 1976, in connection with that
  year's Memorial Day. After it appeared, my column was canceled.

  Memorial Day will be celebrated as usual, by high-speed collisions of
  automobiles and bodies strewn on highways and the sound of ambulance
  sirens throughout the land.

  It will also be celebrated by the display of flags, the sound of bugles and
  drums, by parades and speeches and unthinking applause.

  It will be celebrated by giant corporations, which make guns, bombs,
  fighter planes, aircraft carriers and an endless assortment of military junk
  and which await the $100 billion in contracts to be approved soon by
  Congress and the President.

  There was a young woman in New Hampshire who refused to allow her
  husband, killed in Vietnam, to be given a military burial. She rejected the
  hollow ceremony ordered by those who sent him and 50,000 others to their
  deaths. Her courage should be cherished on Memorial Day. There were the B52
  pilots who refused to fly those last vicious raids of Nixon's and
  Kissinger's war. Have any of the great universities, so quick to give
  honorary degrees to God-knows-whom, thought to honor those men at this
  Commencement time, on this Memorial Day?

  No politician who voted funds for war, no business contractor for the
  military, no general who ordered young men into battle, no FBI man who
  spied on anti-war activities, should be invited to public ceremonies on this
  sacred day. Let the dead of past wars he honored. Let those who live pledge
  themselves never to embark on mass slaughter again.

  The shell had his number on it. The blood ran into the ground...Where
  his chest ought to have been they pinned the Congressional Medal, the
  DSC, the Medaille Militaire, the Belgian Croix de Guerre, the Italian gold
  medal, The Vitutea Militara sent by Queen Marie of Rumania. All the
  Washingtonians brought flowers .. Woodrow Wilson brought a bouquet of
  poppies.

  Those are the concluding lines of John Dos Passos angry novel 1919. Let us
  honor him on Memorial Day.

  And also Thoreau, who went to jail to protest the Mexican War.

  And Mark Twain, who denounced our war against the Filipinos at the turn of
  the century.

  And I.F. Stone, who virtually alone among newspaper editors exposed the
  fraud and brutality of the Korean War.

  Let us honor Martin Luther King, who refused the enticements of the
  White House, and the cautions of associates, and thundered against the
  war in Vietnam.

  Memorial Day should be a day for putting flowers on graves and planting
  trees. Also, for destroying the weapons of death that endanger us more than
  they protect us, that waste our resources and threaten our children and
  grandchildren.

  On Memorial Day we should take note that, in the name of defense, our
  taxes have been used to spend a quarter of a billion dollars on a
  helicopter assault ship called the biggest floating lemon, which was
  accepted by the Navy although it had over 2,000 major defects at the
  time of its trial cruise.

  Meanwhile, there is such a shortage of housing that millions live in
  dilapidated sections of our cities and millions more are forced to pay
  high rents or high interest rates on their mortgages. There's 90 billion for
  the B1 bomber, but people don't have money to pay hospital bills.

  We must be practical, say those whose practicality has consisted of a
  war every generation. We mustn't deplete our defenses. Say those who
  have depleted our youth, stolen our resources. In the end, it is living
  people, not corpses, creative energy, not destructive rage, which are our
  only real defense, not just against other governments trying to kill us, but
  against our own, also trying to kill us.

  Let us not set out, this Memorial Day, on the same old drunken ride to
  death.

  Nacional has learned, the Croatian police are also investigating Subotic, 
  born September 9, 1959 in Ub, Serbia. In his Croatian passport, he is 
  listed as having a residence in Zagreb at Palmoticeva 82. We were not able 
  to learn just how far that investigation has come, but in light of the 
  activities in the police ministry, we are not certain that there is an 
  overwhelming interest in Subotic there. What Nacional has uncovered is 
  that the domestic police have not even managed to discover just how 
  Subotic obtained a Croatian passport, even though Minister Lucin stated 
  that the passport was issued on a recommendation by General Ljubo Cesic

Just what the connection is between 
  Subotic and Rojs will probably never be uncovered. From the letter 
  Nacional received from Subotics attorney, it is clear that the passport 
  was approved in 1999 by the ministers discretion. Perhaps he would know 
  the answer to the mystery connection between Subotic and Rojs. However, 
  Penic is protected by parliamentary immunity, and therefore, cannot be 
  interrogated. On Monday, May 21, Nacionals reporting team visited the 
  address at Palmoticeva 82. However, they did not find the name Subotic on 
  any of the doors in that building. Obviously, this was simply a fictitious 
  address, or Subotic was registered as a tenant in one of the apartments.

It will not be easy for Milo Djukanovic 
  in the next six months. To date, we have uncovered some 130 million DEM in 
  foreign bank accounts which are either directly or indirectly connected to 
  his name. The sources of that money are also connected to businessman 
  Stanko Subotic, a Croatian citizen, with a registered residence in Zagreb, 
  at Palmoticeva 82. There has also been confirmation of a connection 
  between Stanko Subotic and Zoran Djindjic, which particularly intensified 
  after Milosevics fall, when Djindjic was appointed Premier of Serbia. As 
  far as we know, these two have been intensively working on a project to 
  build a cigarette factory in Kragujevac. As a partner to Subotic, British 
  American Tobacco (BAT) has also made an appearance. Djindjic is supposedly 
  responsible for giving political support to the entire project. In the 
  entire story, the most surprising behavior has come from the Croatian 
  government, particularly from the Finance Ministry. To date, that ministry 
  has not asked any questions as to where, to whom and how much Subotic, as 
  a Croatian citizen, pays in taxes. These were the comments made for 
  Nacional by a very influential foreign diplomat on Sunday May 20. That 
  representative of one of the worlds greatest forces confirmed that 
  according to their information, the article published in the last issue of 
  Nacional was completely in agreement with the truth, and that our only 
  errors were in the actual estimates of Subotics fortune. According to 
  their knowledge, Stanko Subotic Cane, the main Balkan godfather, is worth 
  much more than the 500 million DEM listed in the article. One high ranking 
  official in the Washington State Department illustrated the situation in 
  the following way: We let Djukanovic make $5 million, and now he wants 
  hundreds of millions. Let him finance Montenegro now, instead of the

The ADL is a supporter and sponor of the Million Mom March, and provided
significant funding and organizational support to the group's activities.

According to the ADL, TRT members shouted Seig Heil and Mommy Uber
Alles at
the Mom's while giving Nazi salutes, in an attempt to claim that the
Million
Mom March and the ADL are neo-Nazi, hate-mongering organizations.

From information gleaned from an article in the Denver Post, the ADL has
decided that anyone who accuses them, or any other approved organization,
of hate must themselves be a hatemonger.  The ADL sees no contradiction
in
supporting the murder of small Arab children in Israel while demanding
that
Americans continually witchhunt after more and more elusive forms of
racism.

The Tyranny Response Team was founded by a Jewish gun-owner, Bob Glass,
who
believed that the Million Mom March and its supporters were engaged in
national
socialism, and that national socialism and communism were equivalent
doctrines.  It's protestors often use symbols, such as three M's in a
swastika
like form, to demean and attack their opponents.

In Maryland, the Tyranny Response Team is led by a member of the local
commission on hate violence, tasked with investigating and overseeing
police
investigation of racial and ethnically motivated incidents.  That member
recently returned from an ADL training camp, and told LSN he actively
works to
stop the ADL agenda from being codified into Maryland law.

LSN will be running a special report soon on material the ADL has
disseminated
to government officials involved in anti-hate commissions, calling for a
variety of centralized police state apparti, including agencies tasked
with
monitoring and controlling political dissidents.

I passed this on to a friend who is an autism researcher whom I happen
to know personally, who wishes to remain anonymous for professional
reasons.

I got back this:



Vaccination is almost surely a major contributing factor to the rising
rate of autism, but it is not the sole cause of autism. To say so is to
make your arguments easily rebutted, to wit:

  1. Autism existed long before vaccines.
  2. There are many people who have autism but have never been
vaccinated.
  3. Autism is a set of symptoms, not a single disorder with a single
cause.

There is no doubt among any researcher I know--and I know most of them--
that autism is a genetic disorder. But like some forms of breast cancer,
it's a genetic disorder that involves inheriting a gene or combination
of genes that puts a person at risk for, but that do not directly cause,
the disease. Today's vaccines, which contain mercury and which are given
before an infant's immune system is fully formed, are one very likely
contributing factor. They are an environmental insult of the sort that
could cause those genes to be expressed, causing the disorder. Research
in the early 60s showed that atypical measles exposure (before age 6
mos., or measles and mumps at once) was a risk factor for autism. For an
infant with an impaired immune system, which is the case for most
persons with autism, the MMR shot would appear to deliver exactly that
type of risky atypical exposure, even without the mercury-based
preservative, which further depresses the immune system.

I can't speak for the Medical Mafia, but there are quite a few
mainstream researchers looking into the vaccine/mercury angle (see
www.mindinstitute.org for info on one group at UC Davis Medical Center.)
Even NIH was forced to admit last year that the connection deserved
attention--although apparently not their funding.

Other angles deserving of attention include organophosphate pesticides
and heavy metals like lead and mercury from sources other than vaccines,
among other environmental causes. As the saying in autism research
circles goes, there's no such thing as a genetic epidemic. There
absolutely, positively has to be one or more probably many environmental
causes involved in the rising rates.

Incidentally, the rise in cases of autism is hitting the third world
particularly hard, and this story has gotten little play in the US or
the UK. Rates in China, the Philippines, India, etc. are also
skyrocketing. And guess who is now getting boatloads of perfectly
good, free, mercury-containing vaccines that have been taken off the
Western market? You guessed it... now THERE'S a conspiracy, not unlike
the shipping of  BSE-infested feed to Malaysia by Britain in the '90s,
when the UK government ordered it taken off the local market.

U.S. Wants To Buy Russia's Consent To Leave ABM Treaty

The Bush administration is preparing an offer of arms and military equipments
purchases as well as joint antimissile exercises, trying to get Russia's
cooperation in leaving the 1972 Antiballistic Missile Treaty, The New York
Times reported, quoting Administration representatives.

It is expected that the Administration will propose to buy Russia's S-300
"surface-to-air" missiles that could be integrated into a defensive shield to
be built over Russia and Europe in future years. In addition the USA is going
to hold joint military exercises, to provide money for Russia's radar system
and to exchange missiles-alarm data.

Moreover, to do its proposal more winning the Bush administration may include
some nonmilitary matters in it. The White House is already discussing with
Russia economic aid or help in developing legal and commercial systems that
would make Russia more attractive to Western investors.

Some of these proposals have been communicated to Russian officials, but
there is no indication of a response. The final cooperation programme will be
presented during a meeting between President Bush and President Putin on June
16 in Slovenia.

"We want to convince the Russians that to leave the 1972 ABM treaty to go on
to new relationships is in their best interest", said Condoleezza Rice,
President Bush's national security adviser.

American analysts believe Mr. Bush extremely needs Russia's agreement to
dispense with the ABM treaty not only to overcome strong objections of
Western Europe but also to win Senate's cooperation, which is under
Democratic control now.

The American offer to cooperate with Moscow would almost certainly worry
China that also strongly opposed Bush's planes on the National Missiles
Defence System. White House officials say they are ready to consider the
possibility to cooperate with Beijing too.

At the same time Russia's Defence Minister Sergey Ivanov stated at a press
conference on Monday that they received no offer from the United States to
buy S-300 systems, Interfax news agency reported. The minister stressed in
any case it would not solve the ABM treaty issue.

"If the proposal is made, we will consider it at a meeting of the commission
for military-technical cooperation, which is led by the Russian president.
Basically we supply S-300 systems to many countries. Dozens of countries have
adopted these military complexes," Ivanov said.

George W. Bush's new "Star Wars II" would seriously harm U.S. national
security. Bush's plan abandons Clinton's failed attempt at a treaty-compliant
National Missile Defense (NMD) and seeks a Reaganesque multilayer array of
weapons aimed at intercepting Inter-Continental Ballistic Missiles (ICBMs) in
their boost phase (shortly after launch). The Bush administration is already
funding laser weapons in modified 747s, missile interceptors on Aegis
cruisers, and laser battle stations in space (the heart of the "Star Wars"
programs I directed under Presidents Ford and Carter).

One common characteristic of all these boost-phase weapons is that they must
get within about 300 miles of the ICBM launch point to do their job. If North
Korea, Iraq, or Iran ever acquire the exotic technology required to build an
ICBM, then they will certainly be able to shoot down a 747 orbiting over
their territory, or sink a cruiser just off their coast, or destroy a laser
satellite passing over their territory just 300 miles up. The technology for
these tasks is trivial compared to that needed for a successful ICBM. Bush's
proposed "Star Wars II" will thus be extremely vulnerable and would be
destroyed by any attacker before he launches his missiles. "Star Wars"
weapons will therefore be of no possible use to an innocent party sitting
back waiting to be attacked. They are only of possible use to an aggressor
with the element of surprise on his side. This is why such weapons were
specifically outlawed by the ABM Treaty, a treaty which all the generals and
admirals on my advisory board believe is still essential to our security, and
one which "Star Wars II" will violate massively. Since it is still our policy
(I hope) not to be the aggressor, "Star Wars II" would be useless against the
non-existent ICBMs of the "states of concern."

These weapons will also be useless against the far more real threat of
nuclear terrorism. If a terrorist gets his hands on a nuclear bomb, he is not
going to start a 20-year development program to build an ICBM. To use such a
high-tech, costly, complex, visible, traceable means of delivery would be the
height of stupidity. Instead, he would just float his nuke up the Potomac in
a barge, fly it into Miami in a Cessna, smuggle it into San Francisco wrapped
in a bale of marijuana, or deliver it to Oklahoma City in a Ryder rental
truck. No "Star Wars II" weapon will do any good against a terrorist with a
rental truck. But by increasing the apparent U.S. military superiority, these
weapons will increase the fear and hatred of people in the developing nations
toward our government and therefore increase the terrorist threat.

"Star Wars II" will give the hawks in the Pentagon the offensive weapons they
covet for "mastery of space" and for bombing earth from space. It will give
the multinational corporations and banks absolute military superiority to
back up their "gunboat diplomacy" around the world. It will line the pockets
of weapons manufacturers for decades to come (at the expense of "optional"
programs like health, education, social security, the environment, and our
infrastructure). It will starve the defense budget of funds needed for
getting soldiers off food stamps, supplying our peacekeepers in the field,
and replacing worn-out systems that are actually useful to our national
security. It will undo decades of progress on arms control with Russia. It
will cause the Chinese to vastly increase the 20 nuclear weapons they now
point at the United States. It will drive a wedge between us and many of our
allies. It will enormously increase the chances that terrorists will use
weapons of mass destruction (nuclear, chemical, or biological) against our
people. Yet it will not do a single thing to protect us from these real
non-missile threats.

The American people have a right to be confused about this so-called
"defense." They have been subjected to propaganda, distortions, and outright
fraud. But here's the straight truth. Bush's new version of "Star Wars" -even
if it works- will destroy our national security and endanger our people. Its
proponents in government have been told this by the CIA, by the Pentagon, and
by me. If they do not understand it by now, they are idiots. If they do, they
are traitors.

This is not a partisan issue. In 1984, members of Reagan's own Joint Chiefs
of Staff (JCS) asked me to warn the Congress and the American people of this
"military lunacy." I did. Republicans like Mark Hatfield and Jim Leach and
Democrats like Sam Nunn and George Brown were instrumental in restoring
sanity. In 2001, the lunacy has been resurrected and is surprisingly
bipartisan. Some in both parties seem ready to sell out the ABM treaty and
with it the American people. The patriots are those (in either party) with

I am still wondering why the USA government bought $45,000,000.00 worth
of vaccine from UK?   Cui Bono?   Will someone quadruple the price and
sell it over here?

UK just got caught using a lot of obsolete outdated vaccines which some
say, could cause a problem kids now have to be  revaccinated.

Now this new AIDS virus should be lovely; iimagine putting that crap in
the blood of a beautiful child - teach your children to keep away from
homosexuals and lesbians and other sources of disease.

Might check some of this cocaine coming into the country for the sharing
of needles may not be the only way, certain diseases are spread - the

repeatedly stated on numerous radio talk shows that, as to the then upcoming 
Election, that we most likely would NOT have an election in the usual manner. 
A flood of questions arose. "Will we have martial law, and if so, why?" And 
"Will the Election be called off?"     

Studying past events, such as the strange alleged "election" of 1876, some 
put their ear to the ground. Did they hear the thundering horde a long way 
off? Others, history-deaf, heard nothing. In January, 2001, at the time of 
the purported "Inauguration" of George W. Bush, I told a few confidants that 
I thought the results of the strange election of 2000 would be reversed. They 
angrily answered, "Reversed? How?" adding "The U.S. Constitution does not 
provide for such a thing." (Or does it?) With no quick rebuttal, I let the 
matter alone, for a while.     

By a U.S. Senator departing his political party, the Senate majority and 
agenda have been overturned. By what means, if any, would the "election" of 
what some prefer to call "Bushfraud" be reversed? Many of the possibilities 
are known to the American press-fakers who more or less stay silent.     
[1] Some call the "real president", not the resident or occupant of the White 
House, but the one who won the year 2000 popular vote by a 600,000 vote 
plurality but was not inaugurated. Why? Because the Electoral College vote, 
just like in 1876, was "stolen", some say, through Florida corruption. [See 
our related website stories as to Gore Vidal's book, "1876" reprinted in 
paperback form just before the year 2000 Election. Was he just a clever 
author or a CIA-linked puppet, on a vast orchestrated scheme?] Suppose it 
becomes widely publicized that the GOP reportedly corrrupted southern Florida 
DEMOCRATS to block a proper recount?     

[2] And, suppose it becomes widely publicized that, through treasonous use of 
Red Chinese funds laundered through the Chicago markets, that the Bush Family 
bought top Democrats in southern Florida, to "steal" the crucial Florida 
Electoral College vote? [Again, see our website items on comparison to the 
1876 Election and Florida. By the way, the British aristocracy wants the 
turmoil, since they have tried repeatedly since the War of 1812, to destroy 
the U.S. Government and to try to revert this Continent and its people back 
to being subjects of British colonies. The Brits played a role in the 
political assassination of three U.S. Presidents who resisted British efforts 
to divide up this nation, Presidents Abraham Lincoln, James Garfield, and 
William McKinley. The Elder Bush and his sons, George W., Jeb, and Neil, have 
a joint account with the Queen of England through her private bank, Coutts

[3] Suppose it becomes widely understood that the five-judge majority on the 
U.S. Supreme Court that installed George W. Bush as White House resident, was 
corrupted? Thus bringing America's highest court as well as the alleged year 
2000 "election" under the most severe cloud of suspicion and disgrace? Who 
notes that after the disastrous Dred Scott decision of 1856, ruling blacks 
are baggage and have no rights, that the high court went into several decades 
of never-never land. The Dred Scott decision is still on the books. Some 
hard-hearts currently on the court seem to be apologists for the infamous 
ruling. Justice Clarence Thomas, at the time of his ratification in 1991, 
came almost to the point of saying the decision is okay, based on his idea of 
"natural justice".

      The Friendly Colonel reports this weekend's menu at the Redstone 
Arsenal was sautéed seafood linguini. He was sitting at a table next to a 
Chinese colonel who was actually attempting to eat his seafood linguini with 
chopsticks. It caused quite an alarm. The general in charge thought that 
someone had shot him because he had a big red spot on his white dress shirt.

      What happened was that the Friendly Colonel sat next to a group of 
eight guys who were supposed to be representatives of what is supposedly the 
most secret military unit in the United States, stationed at the Redstone 
Arsenal. The code name of this group is "Minus."

      Since he had been telling people that he was in the arms business, they 
were showing him their wristwatches. They were all wearing matching 
wristwatches, which were about half of the size of a hockey puck on a wrist 
strap. He said "you've never seen such technology in such a little case." It 
was supposed have 102 functions all in this one item. You can receive coded 
transmissions from satellite phones. As they were talking, the guy said he 
was getting an email from a submarine. You can also blow up a building from a 
distance of two miles with one of these items. The guy was half in the bag 
and he kept rambling on and on about all the functions that the Friendly 
Colonel was getting tired of hearing them all. It also has an 
omni-directional hypersensitive listening device. With this device, he says 
you can hear what someone is saying in the next room through a wall. He also 
said "This thing does everything except wipe your ass."

      So what happened is that a mechanism in this device suddenly made a 
sharp loud noise. Everybody who was there jumped because they didn't know 
what it was. The general, who was half in the bag, looked at the Chinese arms 
merchant who had the marinara sauce all over the front of his shirt - and he 
thought somebody had shot him.

      These guys from the "Minus" group drive around in what they themselves 
call a "tank-car." It's like nothing you can imagine. He said it looks like a 
cross between a Humvee and a black Cadillac limousine. It's armor-plated and 
has 20mm cannons inside and all sorts of other weapons. It also has a remote 
satellite dish that comes out of the back.

      The Minus Group is supposed to be some sort of ultra-secret 
ready-deployment team. They were kind of vague about what it is that they do, 
other than they kept talking about "state security" and the security of the 
state in the event of a crisis. It makes you wonder about the "security" of 
whose "state."

      The Friendly Colonel added that the announcer this week was a German 
officer who was dressed in the uniform of an American National Guard. He was 
parading around in an Alabama State National Guard uniform. Yet he was an 
officer of the German Army. He spoke very little English, so that nobody 
could understand what he was saying, except the other German guys who were 
there. He has said that you never know who anyone is. You see Russian guys 
wearing Israeli uniforms. You see Israelis wearing German uniforms. Everyone 
is wearing uniforms other than from their own country.

      And now all the Chinese, German and Russian arms dealers are becoming 
super-paranoid. They're looking for new routes to ship weapons because of the 
various ongoing investigations. The media's looking at it quietly, and it's 
making them nervous as hell. They've been switching more and more of the 
shipments from Department of Defense aircraft to civilian contract aircraft. 
The problem is the lifting capability of the civilian aircraft compared to 
the military aircraft. Now they're forced to dismantle equipment and they're 
complaining that it adds to the cost. But, of course, all they're complaining 
about is illegal. Illegal sales. Illegal weapons systems. Embargoed 
countries. All illegal. The only thing they're concerned about is the added 
cost, and nobody even mentions that everything is illegal.

      The Chinese guy that spilled the marinara sauce bought a quantity of 
these satellite-transmitting, exploding, wristwatch hockey puck devices. It 
doesn't have an exact name. It has some sort of designated code. It's like 
the Dick Tracy Watch of the 21st Century.

      The Friendly Colonel says he's been offered every type of weapon 
imaginable if he wants to broker it, yet he doesn't know anything that 
they're talking about. He pretends like he knows and he writes down all the 
code numbers on the back of napkins. If someone calls him up, he says, "Are 
you talking about code number such and such?"

      By the way, the Chinese arms merchant's name was "Mr. Murphy." That was 
the name on his nametag. And it's the name he's officially using in the

I think the later argument is just as disengenuous as the late 60's Bell 
System officials who said exactly the same thing about the open unencrypted 
microwave radio telephone links of that era.   Both those microwave links and 
the undersea fibers contain highly structured and organized information 
streams - individual voice channels, T1s, T3s, IP streams, wideband data 
circuits are not at all difficult to extract from the composite traffic and 
mapping the layout of the whole river of information is by no means 
overwhelmingly difficult (and might be aided by quiet help from the carriers 
or individual employees of the carriers).  And the mapping tends to be pretty 
static over time, or at least to change in predictable ways.  Finding and 
recording the most interesting circuits is by no means an insurmountable task 
- nor is filtering out most of the stuff that isn't interesting.   The only 
hard problem is if the NSA insists on groveling through absolutely everything 
sent, but this is true of their problem in general these days and not just 
special to undersea cables.   And clearly the right undersea cables contain 
an awful lot of useful stuff if you are the NSA... 


And given modern high capacity digital storage systems, handling low 
gigabytes a second is not that difficult either (most current undersea cable 
systems only transmit between 2.5 and 20 gigabits a second or so).   IO 
bandwidths in large fast servers are of this order or more these days... 


The much more interesting problem that gets rather short shrift in the WSJ 
article is how the real time time critical intercepts get from a submarine 
hiding in stealth 1200 feet under the ocean to Fort Meade and then to policy 
makers.  Some fraction of the traffic is still interesting after weeks or 
months when tapes or disks can be flown back to Fort Meade but much more of 
it is only useful if it is available within seconds or minutes during a 
crisis and not weeks or months later. Traditional microwave radio and 
satellite intercepts get back to Fort Meade or the RSOCs in milliseconds but 
as more and more traffic flows through cables that can only be tapped by 
hiding billion dollar nuclear submarines a lot of the timeliness of NSA 
operations goes away. 


The IVY BELLS tap technology exmplyed against Soviet analog undersea cables 
in the 70s allegedly involved hooking up a nuclear radioisotope powered pod 
with tape recorders in it that was left in place for almost a year between 
submarine visits to recover the tapes - this would be rather hard to do with 
the gigabytes per second flowing through a modern fiber cable - there is no 
(unclassified) recording technology with anything like the storage capacity 
to record everything or even a significant fraction of everything for that 
long a period in a form factor that would fit in a pod on the sea floor. 


According to published accounts, in the early Reagan years the intelligence 
community considered  running their own fiber cable to the tap site on the 
Soviet analog cables to recover the data in real time - I imagine that the 
same thing has been considered as a solution to the current problem of 
recovering data from undersea fiber taps while it is still fresh enough to be 
useful.  But in general it is a harder problem than actually tapping the 
cable or dealing with the rivers of data it contains. --

A U.S.-made Huey II military helicopter manned by foreigners wearing U.S.
Army fatigues crash lands after being pockmarked by sustained guerrilla
fire from the jungle below. Its crew members, one of them wounded, are
surrounded by enemy guerrillas.

Another three helicopters, this time carrying American crews, cut through
the hot muggy sky. While two of them circle, firing machine-guns at hidden
enemy, one swoops down alongside the downed Huey, and the Americans jump
through the wash of the blades into the firefight on the ground,
successfully rescuing the downed crew members. It could be a scene from a
soon-to-be-released Hollywood blockbuster based on the war in Vietnam or
El Salvador. But, it happened in Colombia last February, as part of the
U.S. $1.3 billion intervention called Plan Colombia. The Americans who
braved the bullets were members of an armed airmobile Search and Rescue
Team. However, they were not part of the U.S. Armed Forces, but civilian
employees of a private company called DynCorp, the new privateer
mercenaries of a U.S. policy that now outsources its wars.

Like the old English privateer pirates of the Caribbean five hundred
years ago, sailing under no national flag - robbing and plundering Latin
America's riches for the English Crown, Washington now employs hundreds of
contract employees through U.S. corporations to carry out its policies in
Colombia and other countries. In the old days, the British maintained that
because the pirate ships did not fly the English flag, the Crown was not
responsible for their actions. While the new privateers are underwritten
through U.S. taxes, they are technically contract employees. Like the
sixteenth century pirates, if they get caught in an embarrassing crime, or
are killed, the U.S. government can deny responsibility for their actions.
What's more only a select few in Congress know of their activities and
their operations are not subject to public scrutiny, despite the fact that
they are on the government payroll.

It's very handy to have an outfit not part of the U.S. armed forces,
obviously. If somebody gets killed or whatever, you can say it's not a
member of the armed forces, former U.S. Ambassador to Colombia, Myles
Frechette told reporters. Meanwhile, Former Drug Czar Barry McCaffrey
recently described himself as an unabashed admirer of outsourcing. And
there is an economic consideration too. Deploying high ranking active duty
military officers to staff Colombian operations is far more costly than
hiring retired officers working privately. A U.S. government official, who
asked not to be named, said that there were several reasons that the U.S.
government outsources projects: [Outsourcing] can be a flexible,
cost-effective means of providing specific labor-intensive services on a
short-term basis. Once we hire government workers, they are here forever.
Some of these jobs are only short-term.

Outsourcing belligerent activities on the part of the U.S. government is
not new. It goes back to the Revolutionary War. Many such companies were
involved in the Vietnam war, but they were only a minuscule presence
compared to the major military effort by the U.S. there. What is new is
that now contract employees are in the forefront of operations. In the
Colombian war, private outsourced military men are out on the frontlines,
while the real U.S. troops are hidden on bases as trainers. The exact
number of contract employees in Colombia is not known. A recent State
Department report states that there are only 200 U.S. military soldiers
and about 170 American contractors working in Colombia. Historically,
official counts of U.S. personnel and contractors tend to be
underestimated in counter-insurgency operations.

DynCorp and Plan Colombia

By far the largest U.S. contractor company in Latin America is DynCorp,
headquartered in Reston, Virginia near the CIA, and Pentagon. It hires and
places many ex-military personnel, but is actually much more diverse and
more high-tech than that. The company's website promotes it as an Internet
Technologies corporation. DynCorp describes its areas of expertise as
Information Systems, Information Technology/Outsourcing and Technical
Services. Once you dig a little deeper, it becomes clear that this is no
ordinary high-tech start up.

The European Parliament's report into the network that snoops on civilian
communications gives some useful clues on how to spot Echelon bases

In its draft report into the Echelon communications interception network,
the European Parliament provided a guide to identifying Echelon listening
stations.

Most Echelon stations are, according to rapporteur Gerhard Schmid, operated
by the US National Security Agency (NSA) or, in the case of the UK, by the
Air Force on behalf of the British GCHQ intelligence service.

One such installation is RAF Menwith Hill, which is owned by the UK Ministry
of Defence, and made available to the US Department of Defence as a
communications facility. The station chief is provided by the NSA, and last
summer there were 415 US military staff at RAF Menwith Hill, compared with
just five UK military staff.

The main difference between sites such as Menwith Hill and other
installations operated by civilian bodies such as the Post Office, BT,
broadcasters or research institutions are that the latter group are open to
visitors -- at least by appointment. Interception stations are not.

The other important differences lie in the type of antennae used and their
size. A military site such as Menwith Hill will have various types of
antennae: arrangements of tall rod antennae in a large-diameter circle
(Wullenweber antennae), for example, are used for locating the direction of
radio signals; circular arrangements of rhombic-shaped antennae (Pusher
antennae) serve the same purpose; while omnidirectional antennae, which look
like giant conventional TV antennae, are used to intercept non-directional
radio signals.

But only parabolic antennae are used to receive satellite signals. If the
parabolic antennae are standing on an open site, it is possible to calculate
which satellite is being received. Most often parabolic antennae are
concealed under spherical white covers known as radomes: these protect the
antennae, but also conceal which direction they are pointing in.

If parabolic antennae or radomes are positioned on an intercepting station
site, says Schmid in his report, one may be certain that they are
receiving signals from satellites, though this does not prove what type of
signals these are.

Schmid goes on to single out military-run sites that are closed to the
public and which have large parabolic antennae, with diameters of around 30
inches. As far as your rapporteur knows there is no military application
for antennae of this size, he says. Consequently, if they are found on a
site [run by the military with no public access], it may be concluded that
civilian satellite communications are being intercepted on that site.

The reason that the European Parliament's own raporteur had to work on clues
such as the type and size of antennae is that there is still no official
statement by the foreign intelligence services of the Echelon global
interception system.

QA: What you need to know about Echelon

A European Parliament committee has advised computer users to encrypt all
their e-mails if they want to avoid being spied on by the Echelon
eavesdropping network. BBC News Online technology correspondent Mark Ward
looks further.

What is Echelon?

Echelon is the name given to an international electronic eavesdropping
network run by the intelligence organisations of the US, UK, Canada,
Australia and New Zealand.

It is thought that within intelligence organisations the name Echelon only
refers to the part of the network that intercepts satellite communications,
but it has now become associated with the global tapping grid.

The inter-governmental agreement that gave rise to Echelon dates back to
1947 when the nations that now operate it signed accords agreeing to share
and swap intelligence data.

The first Echelon network was built in 1971, but it has regularly been
updated since then. The US National Security Agency (NSA) is thought to be
the driving force behind the network.

Civil rights groups who monitor Echelon say it can be used to intercept
almost any electronic communication, be it a phone conversation, mobile
phone call, e-mail message, fax transmission, net browsing history, or
satellite transmission.

The wildest estimates of its capabilities report that it can sift through up
to 90% of all internet traffic.

How does it work?

Echelon is not thought to be a real-time tapping network. Instead it
captures all the traffic it can and then sifts through it for keywords or
anything the intelligence services deem to be suspicious.

The network can apparently capture data in several ways. It uses terrestrial
radio antennae that intercept satellite transmissions, and is also thought
to have its own fleet of satellites that dip into transmissions between
cities.

It also has many sites around the world that tap into communications
conducted via wires.

Sniffing devices are thought to have been installed in key internet
routing centres to catch addressing information from the packets of data
passing through.

Data beamed along fibre-optic networks is not thought to be safe either. The
NSA has reportedly developed devices that can tap optical undersea cables.

These deep water cables have replaced satellites as the main way that data
travels between continents. One cable can carry tens of thousands of phone
calls at once. One fibre-tap was discovered in 1982, but many others are
thought to be in existence.

The recently published European Parliament report on Echelon played down
some of the wilder claims for the network's eavesdropping abilities and said
it can tap a limited proportion of net traffic, radio communications and
cable transmissions.


What can we do to protect ourselves?

The sheer volume of data that Echelon has to sift through can help you hide.
If you really want to stay anonymous use only payphones or buy a pre-pay
mobile phone that doesn't require you to give an address when you buy it.

Consider changing to a net service provider that you can use anonymously,
and does not assign you a fixed net address.

You can use encryption software to protect your e-mail messages, but as most
messages are not protected this might make it a target for the security
services.

It is likely that the intelligence agencies can crack open most commercially
available encryption software. Even if they can't, the many holes and
security bugs found in most software packages render them much easier to
circumvent.

Echelon could be defeated by the ubiquitous network technologies that are
currently being developed. One reason that phone calls are easy to tap is
because they directly link two people. However the rise of the net radically
changes the way that data is packaged up and sent.

Over the net, and more so with future phone networks, packets of data take a
circuitous route to their destination. The proliferation of these networks
will make it harder and harder for security forces to tap all of a data
stream.

What does it look for?

Beyond the network of radio antenna, fleets of satellites and wiretaps,
Echelon is thought to use a large computer network to sift through the vast
pool of data it constantly collects.

This computer system looks for key words, phrases, addresses and names. This
helps the intelligence agencies build up a picture of the communication and
contact networks of people it deems suspicious or requiring watching.

Echelon was originally developed to help spies keep watch on the
intelligence agencies and agents of opposing powers. With the end of the
Cold War the focus has changed from espionage to surveillance of terrorists,
organised crime, sensitive diplomatic negotiations such as treaty agreements
and domestic political groups deemed to be a threat.

In africa - the dead are piling up - AIDS has 
smitten an entire continent - so whats the source of this problem - it isn't as 
though all of africa had gone gay.

We know that we can catch AIDS from old needles - 
that it is rugged enough to survive in old blood in external conditions on our 
streets - and we get a jag - and thats that ...

So to africa - africa not being full of heroine 
addicts has a much bigger needle problem -
the flying kind - for it is entirely possible that 
AIDS/HIV is TRANSMITTED by MOSQUITO and BedBug
Mosquitos are flying needles, horseflies, bedbugs - 
all extract and share fluid/blood between victims.

Of course we get 'scientists' saying impossible 
impossible - but what does common sense say
if you can catch it from a syringe needle you can 
catch it from a blood parasite.
If that were thought true though - wouldn't there 
be the biggest Exodus that africa had ever seen ??

and if that were going to happen - do you think 
'scientists' are going to identify Insects as Vectors for the

bible.

There are numerous articles backing up AIDS and the spreading of
AIDSfor instance in Africa the Africians tried to blame AIDS on
truck drivers on the road, bringing the disease home to their wives.

Me, think as you want; I know this - those that were bit by the needle
are alledged to have lived and those today in modern times who are bit
by the needle while sharing cocaine using same needle, die a horrendous
death.

If AIDS is a virus or if AIDS was a vaccine that caused immune system to
fail - Americans have right to know.

Per capital wise - wonder how it goes in New York and in Los
Angeles.now, it is said horses can get these diseases - why?

Yet in estrogen - it is made from horse serum and now it is said, the
use of estrogen has causes numerous cases of cancer?

Who do you believe?   I choose to believe a reliable source and the
sources I have check out most certainly were reliable...this item

I do note intend to research this garbage further for I find even the
discussion of same repugnant - but there is a duty of the parents to
protect their children from such people who now want to invade the boy

Lesbians' Risk of HIV Infection May be Greater Than Perceived;

Studies Highlight Need for More Lesbian Health Research

Although perceived as being outside the groups that worry about AIDS,
some lesbians may face a substantial risk of HIV infection because their
behaviors do not follow the stereotypical views of this population,
according to studies by researchers from UCLA and other institutions.

While the risk of female-to-female transmission of HIV does appear to be
small, judging lesbians' risk solely on this issue ignores evidence that
some lesbians may use intravenous drugs and engage in sexual relations
with men -- often young gay men -- according to the studies appearing in
a special edition of the journal Women's Health.

The good news is that our research suggests that, as generally
believed, most lesbians do not face a high risk of HIV infection, said
Susan Cochran, a UCLA public health epidemiologist and author of several
of the studies in the special issue. However, there is a smaller group
of lesbians, who tend to be young and still may be unsure about their
sexuality, who engage in activities that may put them at risk.

Understanding better the HIV infection risks of lesbians is important
because it may lead to better prevention programs for high-risk groups
and better treatment for lesbians who are infected, according to
researchers.

Issues relating to lesbians and HIV risk have not been addressed by
research thus far, said Cochran, a professor at the UCLA School of
Public Health. The problem for women in the community is that silence
is not reassuring.

Younger lesbian and bisexual women may be at greater risk for HIV
infection than older lesbians and bisexual women because they may
sexually experiment with men -- including young gay and bisexual men who
are among those most at risk for HIV, according to a study headed by
Cochran.

Surveying more than 350 lesbians aged 18 to 25 from Los Angeles County,
Cochran and her colleagues found that 26 percent reported sex with men
in the prior year and 19 percent reported sex with a gay man in the
prior three months, according to the study.

One basic fact is that most lesbians have sex with men at some point in
their lives, usually early in their lives when they may be unsure about
their sexuality, Cochran said. The partners tend to be the people they
socialize with, who are often young gay men.

In another study that surveyed more than 8,500 lesbian and bisexual
women in different parts of the country, Cochran found that lesbians who
were most likely to report sex with a man in the past year are more
likely to describe themselves as bisexual, be of a younger age, be less
educated and not be in a lesbian relationship.

In addition, researchers found that black lesbians are more likely to be
heterosexually active. In this group, which included women of a wider
age range, 12 percent reported heterosexual activity within the past
year.

So that is the way it is - but it is bad enough to have AIDS being
spread daily while our TV now promotes homosexuality and lesbianism and
soon, well imagine a homosexual who also has leprosy - without vision,
people perish and is that the idea - we are to put on blinders and
permit this to happen in this country?

Will the day come when we will have to have our children vaccinated for

Experts say Leprosy on the rise in Asia

Agra (Uttar Pradesh): Experts attending an international conference here
feel that conditions are difficult for elimination of leprosy in Asia as
transmission rates of the millenia-old scourge of humanity are extremely
high and the causative organism, mycobacterium leprae, cannot be
eradicated.

Dr Denis Daumerie, World Health Organisation expert, said that it had
become necessary to extend the deadline for elimination of leprosy by
another five years till 2005 although 124 countries had met the target.
Governments,

Non-Governmental Organisations and health workers do not think in terms
of eradication of leprosy since new cases will always be there.

There have been many logistic hurdles, specially scarcity of funds, in
elimination of leprosy as a public health problem in the last decade, he
said.

Dr Daumerie informed the Asian Leprosy Congress that Bihar, Orissa,
Madhya Pradesh, Uttar Pradesh and West Bengal accounted for almost 60
per cent of the global leprosy burden due to control activities having
been started late and the non-detection of a very large number of cases
despite the campaign. Transmission increased due to late detection. MDT,

Multi-Drug Therapy, alone was not enough and the implementation and
strategy should be brought closer to the community, he said.

Dr N S Dharmshaktu, Deputy Director General of Health Services in charge
of Leprosy, said the hopes in 1983 at the time of launching NLEP the
National Leprosy Elimination

Programme of reducing prevalence in India to one per 10,000 population
had been belied and it had increased to 5.2.

Leprosy had been eliminated however in nine states and nearly in eight
states
but was still highly prevalent in Bihar, Orissa, MP, UP and West Bengal.

The elimination work will continue for another three years with the
just-materialised World Bank help of one million dollars for every
10,000 patients.

So from where does this Leprosy originate?   Asia, Africa and Japan
today wants to remove the stigma of being a Leper?

Soon will we be told to embrace a Leper as we would a homosexual or
lesbian and welcome them into our boy scouts, and Churches and swimming

Now maybe I seem heartless in this matter, but it is just that I
consider a homosexual and a leper more dangerous than a loaded gun.   A
loaded gun you can lock up in a closet or safe - but today the UN and
Japan in particular wants to loose the lepers upon the community.

Now the bible has certain rules for lepers too; and believe me,  leprosy
and TB are both on the rise - in American suddenly TB is back.\

Americans worked long and hard to build a country which was to be safe,
our shores were to be defended against the enemy - so it would seem the
UN and Castro got their way at their secret meeting?

Leprosy looms as a public health threat, but LAC+USC clinic fights back

 Most people consider leprosy a scourge of Biblical times that only
exists today, if anywhere, in third world countries with little access
to modern medicines.

But according to Thomas Rea, USC clinical professor of medicine, the
disease remains a serious threat to public health worldwide, infecting
more than half a million people each year, many of them in the United
States.

Leprosy, also known as Hansen's disease, is endemic to Texas, Louisiana
and Hawaii as well as Mexico, the Caribbean, almost all of South
America, Southern Europe, Africa, Asia and Australia, and most of the
islands in the Pacific, he says. India, Indonesia and Myanmar account
for 70 percent of all the cases in the world.

Rea, who directs the Hansen's Disease Clinic at LAC+USC Medical Center,
says the clinic currently tracks more than 500 cases of leprosy, with
about 30 new case registrations each year in Los Angeles.

Norman Levan, a former chief of dermatology and a USC professor
emeritus, started the clinic in 1962 at the request of state and federal
health officials who noted that the new cases were coming in from Mexico
and that the closest treatment clinic was in San Francisco.

The USC clinic remains one of only three in California; the other two
are located in San Diego and Contra Costra counties.

Even today, there's not a lot known about leprosy. We know it's caused
by a bacterium, but the organisms have never been cultured.

They grow only in intact animals, Rea says. It's also impossible to
prove what the mode of transmission or what level of exposure is
required to transmit it. Mycobacterium leprae, which causes the
disease, is the only bacterium known to attack the peripheral nerves.
The symptoms of the illness include: spots on the skin which can range
from a few tiny blotches to hundreds of bumps, pain, tingling, loss of
feeling, inflammation, weakness, and a loss of muscle control.

If left untreated, the disease's progression can be quite serious. It's
a common cause of blindness and outside the U.S. it's the leading cause
of losing the use of your hands, he says. Within the U.S., arthritis is
currently the most common cause of hand function loss.

The disease typically strikes people in their 30s living in areas where
leprosy is endemic. Men are twice as likely as women to contract the
disease, but race is not a factor in susceptibility, Rea says.

Generally, physicians throughout Southern California have a good
awareness of the illness and are quick to recognize it. Still, because
the disease is relatively rare here, there are times when patients go
for as many as two years before receiving the correct diagnosis and
beginning treatment at the clinic.

Some people are naturally resistant to the illness and their bodies can
destroy the infection without medical assistance. For those with no
resistance, the illness ravages the skin and nerves and can cause
crippling lesions and deformities. Most people, however, fall in the
middle of the spectrum, where treatment with antibiotics not only can
arrest the disease, but may cure it.

Armauer G. Hansen discovered the bacterium that causes leprosy in 1873,
and it was the first bacterium to be identified as causing disease in
man. However, treatment for leprosy only appeared in the late 1940s with
the introduction of the antibacterial drug dapsone, and its derivatives.

Today, an effective multi-drug treatment includes dapsone, rifampin and
clofazimine.

Patients become unable to transmit the disease after taking only a few
doses of medication so there is no need to quarantine them. Further,
they can generally continue their normal work and other activities
uninterrupted during treatment that may last several years.

 DynCorp In Colombia: Outsourcing the Drug War

 A U.S.-made Huey II military helicopter manned by foreigners wearing
 U.S.
 Army fatigues crash lands after being pockmarked by sustained
 guerrilla
 fire from the jungle below. Its crew members, one of them wounded,
 are
 surrounded by enemy guerrillas.

 Another three helicopters, this time carrying American crews, cut
 through
 the hot muggy sky. While two of them circle, firing machine-guns at
 hidden
 enemy, one swoops down alongside the downed Huey, and the Americans
 jump
 through the wash of the blades into the firefight on the ground,
 successfully rescuing the downed crew members. It could be a scene
 from a
 soon-to-be-released Hollywood blockbuster based on the war in
 Vietnam or
 El Salvador. But, it happened in Colombia last February, as part of
 the
 U.S. $1.3 billion intervention called Plan Colombia. The Americans
 who
 braved the bullets were members of an armed airmobile Search and
 Rescue
 Team. However, they were not part of the U.S. Armed Forces, but
 civilian
 employees of a private company called DynCorp, the new privateer
 mercenaries of a U.S. policy that now outsources its wars.

 Like the old English privateer pirates of the Caribbean five
 hundred
 years ago, sailing under no national flag - robbing and plundering
 Latin
 America's riches for the English Crown, Washington now employs
 hundreds of
 contract employees through U.S. corporations to carry out its
 policies in
 Colombia and other countries. In the old days, the British
 maintained that
 because the pirate ships did not fly the English flag, the Crown was
 not
 responsible for their actions. While the new privateers are
 underwritten
 through U.S. taxes, they are technically contract employees. Like
 the
 sixteenth century pirates, if they get caught in an embarrassing
 crime, or
 are killed, the U.S. government can deny responsibility for their
 actions.
 What's more only a select few in Congress know of their activities
 and
 their operations are not subject to public scrutiny, despite the
 fact that
 they are on the government payroll.

 It's very handy to have an outfit not part of the U.S. armed
 forces,
 obviously. If somebody gets killed or whatever, you can say it's not
 a
 member of the armed forces, former U.S. Ambassador to Colombia,
 Myles
 Frechette told reporters. Meanwhile, Former Drug Czar Barry
 McCaffrey
 recently described himself as an unabashed admirer of outsourcing.
 And
 there is an economic consideration too. Deploying high ranking
 active duty
 military officers to staff Colombian operations is far more costly
 than
 hiring retired officers working privately. A U.S. government
 official, who
 asked not to be named, said that there were several reasons that the
 U.S.
 government outsources projects: [Outsourcing] can be a flexible,
 cost-effective means of providing specific labor-intensive services
 on a
 short-term basis. Once we hire government workers, they are here
 forever.
 Some of these jobs are only short-term.

 Outsourcing belligerent activities on the part of the U.S.
 government is
 not new. It goes back to the Revolutionary War. Many such companies
 were
 involved in the Vietnam war, but they were only a minuscule presence
 compared to the major military effort by the U.S. there. What is new
 is
 that now contract employees are in the forefront of operations. In
 the
 Colombian war, private outsourced military men are out on the
 frontlines,
 while the real U.S. troops are hidden on bases as trainers. The
 exact
 number of contract employees in Colombia is not known. A recent
 State
 Department report states that there are only 200 U.S. military
 soldiers
 and about 170 American contractors working in Colombia.
 Historically,
 official counts of U.S. personnel and contractors tend to be
 underestimated in counter-insurgency operations.

 DynCorp and Plan Colombia

 By far the largest U.S. contractor company in Latin America is
 DynCorp,
 headquartered in Reston, Virginia near the CIA, and Pentagon. It
 hires and
 places many ex-military personnel, but is actually much more diverse
 and
 more high-tech than that. The company's website promotes it as an
 Internet
 Technologies corporation. DynCorp describes its areas of expertise
 as
 Information Systems, Information Technology/Outsourcing and
 Technical
 Services. Once you dig a little deeper, it becomes clear that this
 is no
 ordinary high-tech start up.

THE FEDERAL BUREAU OF INCOMPETENCE

The American people justifiably feel sickened by the FBI's 
mishandling of evidence in the Timothy McVeigh case, but they 
shouldn't be surprised, according to economist Bruce Benson, senior 
fellow at The Independent Institute.

The FBI's failure to divulge reams of evidence to McVeigh's lawyers 
is just the latest bungle in a history stretching back to when 
President Theodore Roosevelt created its predecessor, the Bureau of 
Investigation, writes Benson in a new op-ed.

Regrettably, blunders and cover-ups are not confined to the FBI. 
Despite cover-up attempts, similar scandals involving both state and 
local prosecutors and police show that misrepresentation and even 
falsification of forensic evidence occurs regularly.

At the root of the systemic problems that plague public 
law-enforcement, Benson argues, is poor accountability. Yet strong 
accountability (and its offshoot, innovation) is the norm in the 
private sector. This, according to Benson, explains why governments 
are increasingly contracting with the private sector for police 
dispatch, investigative services, fingerprinting, crime labs, traffic 
control, data processing, prisoner transport and other traditional 
police functions. Between 1964 and 1997, in fact, the number of 
specialized security firms grew by more than 800 percent, while 
employment by these firms grew by almost 925 percent.

This trend is explained by the simple fact that in police services, 
as in other services, customers tend to get what they pay for. For 
example:

* In 1992, the 2,565 private railroad police employed by major 
railroads had a clearance rate (reported crimes cleared by arrest) 
2.86 times greater than the clearance rate for public police.

* In the 1970s, a private investigation firm was contracted to look 
into police corruption in small towns in Ohio and West Virginia. 
Within months, the firm's efforts led to more than 150 arrests.

* After a drug scandal in 1993, the town of Sussex, New Jersey, 
replaced its tiny four-officer police force with private policing 
firm. Contracting out for policing is a common practice in 
Switzerland and the Bahamas.

Calls on Congress to once again investigate the FBI miss the mark, 
concludes Benson. Changing the political and bureaucratic delivery 
of policing services requires fundamental reform, and the growth of 
the private security industry strongly suggests how those reforms 
ought to take shape.

INTEGRATING IMMIGRANTS

The best way for state governments to help integrate immigrants into 
American life is to promote private schooling, according to Alex 
Tabarrok, research director at The Independent Institute.

In his testimony before the State of California's Little Hoover 
Commission, Tabarrok argued that private schooling is the most 
effective way to foster proficiency in the English language -- the 
single most important skill for immigrants to learn.

California's public high schools, Tabarrok noted, have appalling 
student dropout rates: 32 percent overall and about 45 percent for 
immigrants. Dropout rates for similar students are much lower in 
private schools. California's public schools also have little room 
for educational diversity, experimentation or competition. In the 
heated debate over bilingual education, no one questioned why 
politicians, bureaucrats and voters should decide a question best 
left to parents and educators. Private education is much better

European Market Expands for Colombian Cocaine

OGOTÁ, Colombia, May 28 — As cocaine use in the United States has leveled
off, trafficking to Europe from Colombia and other cocaine- producing South
American countries has picked up, increasing at a particularly rapid pace
since the mid- 1990's, according to the latest American data.

Estimates by the White House Office of National Drug Control Policy indicate
that up to 220 tons of cocaine flowed to Europe last year, as much as double
the amount in 1996.

The United States, in comparison, received about 330 tons last year, a
figure that has remained stable in recent years as consumption by casual
users has fallen.

It is certainly true that a bigger portion of cocaine goes to Europe than
previously, said Klaus Nyholm, who oversees the United Nations Drug Control
Program's office in Colombia. The U.S. was the country of cocaine
consumption par excellence, while the heroin and opiates were for Asia and
Europe. What we see now is that the markets are coming to look more and more
alike.

Europol, the European Union's fledgling police agency, said in a recent
report that 35 percent of Colombia's cocaine was winding up in the union,
entering mainly through Spain and the Netherlands. Seizures in member
nations reached 43 tons in 1999, the report said, up 37 percent from the
year before.

There is a definite, unmistakable upward trend, said Robert Brown, acting
deputy director for supply reduction at the White House drug policy office,
which analyzes worldwide consumption and trafficking data.

The dire warning from American officials, some of whom say Europe is facing
a crisis, have irked some European officials and drug policy experts.

They question Washington's assessment and view the new data as part of its
effort to obtain more aid for Colombia's war on drugs, which was created
with American pressure and involvement.

There is very little sympathy and understanding, Martin Jelsma, a drug
policy expert in the Netherlands, said of how Europeans view American policy
toward Colombia.

Based on private conversations I've had this year with officials from
several European countries, the rejection of the current U.S. drug policy
approach to Colombia is growing very clearly, added Mr. Jelsma, of the
Transnational Institute, which analyzes drug use and international
trafficking.

That approach relies on the American expenditure of $1.3 billion, most of it
in military assistance, for the aerial spraying of herbicides on coca
fields.

The Europeans have in general resisted supporting what they view as a
military-style strategy that they say could intensify Colombia's 37-
year-long conflict with leftist rebels, who are active in coca-growing areas
and profit from the drug trade. The European Union instead recently pledged
$293 million for social development programs in Colombia's impoverished
countryside.

There has been a tendency in Europe to look at the Colombian problem as one
of the Colombians, of course, and the United States, said a high-ranking
European official knowledgeable about drug interdiction efforts. The
Europeans are clearly dragging their feet. They are engaging more, yes, but
from a very low level.

The Americans are irritated by Europe's stance. And in private
conversations, American officials acknowledge working diplomatic channels to
obtain more aid for Colombia.

It's big business in Europe, and we think it's going to get a lot bigger,
one State Department official said of the cocaine trade. And we're trying
to convince the Europeans to get concerned about it.

Trafficking to Europe is not new. Law enforcement authorities began
detecting large-scale shipments in the 1980's, when Colombian drug cartels,
battered by aggressive law enforcement, opened new routes to that largely
untapped market. The demand in Europe, however, remained relatively modest
through the early 1990's, dwarfed by a seemingly unquenchable appetite in
the United States. That has changed.

The Colombians, for their part, have in recent months more openly pleaded
for aid from European governments. Speaking of the common goal of
eradicating drugs, President Andrés Pastrana has traveled to Europe and met
here with numerous European delegations.

Other Colombians present the issue in starker terms. They have been ashamed
to say they have a problem, even though everyone sees what is happening,
Rosso José Serrano, the former director of the Colombian National Police,
said of the Europeans. It seems to me that this is what happened in the
United States, that they only took notice after the place was inundated with
cocaine.

The Europeans bristle under such criticism, saying an emphasis on treatment
and education in their own countries is a more viable solution to drug use.
