(AP) -- Jurors decided Monday that John Allen Muhammad should be executed for masterminding the deadly sniper attacks that terrorized the Washington area for three weeks last fall. As the verdict was read, Muhammad maintained the same unflinching demeanor he had shown through most of his trial. The jury deliberated five hours over two days before reaching the verdict against Muhammad, a 42-year-old Army veteran who had asked police to ``Call me God'' during the October 2002 spree. The same jury had convicted him a week earlier of murdering Dean Harold Meyers, a 53-year-old man struck by a single bullet to the head on Oct. 9, 2002, as he filled his tank at a Manassas-area gas station. The jury's sentencing recommendation is not final. Circuit Judge LeRoy F. Millette Jr. can reduce the punishment to life in prison without parole when Muhammad is formally sentenced, but Virginia judges rarely do that. Sentencing was set for Feb. 12; Virginia death row inmates are executed by injection unless they choose electrocution. The jury concluded that prosecutors proved both aggravating factors allowing the death penalty: that Muhammad would pose a danger in the future or that his crimes were wantonly vile. He was sentenced to death on both counts he was convicted of last Monday: multiple murders within three years and murder as part of a terrorist plot. ``As we said from the get-go, the death penalty is reserved for the worst of the worst,'' prosecutor Paul Ebert said. ``We think Mr. Muhammad fell into that category and we think the jury agreed.'' Jonathan Shapiro, one of Muhammad's attorneys, said the defense team had no problem with the jurors, ``who applied the law as it was given to them.'' But he added: ``We have deep disagreement with any system that sanctions killing.'' Prosecutors had depicted Muhammad as a ruthless murderer who was ``captain of a killing team'' that included teenage co-defendant Lee Boyd Malvo. They presented evidence of 16 shootings, including 10 deaths, in Maryland, Virginia, Alabama, Louisiana and the District of Columbia. ``One thing's for sure they took pleasure in terrorizing people,'' Ebert said. ``They took pleasure in killing people and that's the kind of man that doesn't deserve to be in society.'' Marion Lewis, 51, the father of sniper victim Lori Ann Lewis-Rivera, 25, said his relief at the jury's verdict was tempered. ``Now I have to wait 10 or 15 years for the execution to happen,'' he said. He added: ``I don't believe there ever can be any total closure for something like this.'' At the height of the killings, the area was so terrified that sports teams practiced indoors and people ducked down while fueling their cars. Some Virginia school systems closed for several days after police found a note at one shooting scene: ``Your children are not safe anywhere, at any time.'' The jury also recommended the maximum sentences of 10 years in prison for conspiracy to murder and three years for using a firearm in a felony. ``It has been a little bit of a relief today when we finally reached our decision and ... we knew we had made the right one,'' juror Heather Best-Teague said. The hardest part with imposing the death penalty for her was ``the fact that he has children. I know what it would be like to not ever see mine again.'' Malvo is on trial in nearby Chesapeake for killing FBI analyst Linda Franklin, 47, outside a Home Depot store in Fairfax County on Oct. 14, 2002. When Muhammad and Malvo, were arrested on Oct. 24, 2002, several jurisdictions scrambled to prosecute them. Attorney General John Ashcroft decided to send them to Virginia to stand trial, citing the state's ability to impose ``the ultimate sanction.'' Only Texas has executed more people than Virginia since the death penalty was reinstated in 1976 -- 310 to 89. Virginia is one of 21 states that allow the execution of inmates who committed capital crimes as 16- and 17-year-olds. Malvo was 17 at the time of the shootings. Muhammad, accused of being the mastermind of the Washington-area sniper shootings, fired his lawyers on Monday and took control of his own defense, telling the jury in a rambling but at times forceful opening argument that "I had nothing to do with these crimes." The surprise move seemed the result of a sharp philosophical clash between Mr. Muhammad and his three court-appointed lawyers, whose pretrial motions and remarks suggested they would focus more on avoiding capital punishment for Mr. Muhammad than on winning an acquittal. But the moment Mr. Muhammad strode to the lectern to present his opening statement on Monday morning, he made clear his goal would be to demonstrate that he was innocent of any crimes and was the victim of an unjust prosecution built on guesswork. "They are saying the entire case is based on a theory," said Mr. Muhammad, who began haltingly in a lisping drawl, but seemed to gain confidence as he spoke for nearly 30 minutes. "I'm locked up, I'm denied my constitutional rights, based on a guess," said Mr. Muhammad, a 42-year-old former Army sergeant. "What is it about a human life where we have reduced it, where we can take it, based on a guess?" The decision by Circuit Court Judge LeRoy F. Millette Jr. to allow Mr. Muhammad to represent himself came at the start of a dramatic first day of arguments and testimony in which the prosecution outlined its extensive circumstantial evidence linking Mr. Muhammad and the man accused of being his accomplice, Lee Malvo, to 10 fatal shootings last fall. Mr. Malvo, who is scheduled to stand trial next month, made a brief appearance in the courtroom so that a witness could identify him. Wearing an orange jumpsuit, Mr. Malvo, 18, peered silently at Mr. Muhammad whom he has described as his father before being led away by two sheriff's deputies. The witness, a bank employee, testified that she saw Mr. Muhammad and Mr. Malvo parked outside her office about an hour before the shooting of Dean H. Meyers while he pumped gas at a Sunoco station in Manassas, Va., on Oct. 9, 2002. The bank was less than a quarter mile from the Sunoco, the witness said. Mr. Muhammad faces two murder charges that could result in a death sentence. Even if he is found guilty, he will probably be prosecuted in the other killings, a process that could take years. Experts said that Mr. Muhammad's decision to represent himself would be particularly significant if he was found guilty, as many experts say is likely, and the trial moved into a penalty phase when the jury would decide whether he should be executed. That decision will turn on whether he can effectively argue that mitigating evidence like mental illness or childhood problems should call for a sentence of life in prison without parole. "If you have good counsel, you have a very good chance of avoiding the death penalty," said Jamie Orenstein, a former federal prosecutor, referring to the presentation of mitigating evidence. "If you've got bad counsel, you're likely to be sentenced to death. Now he's got the very worst possible counsel." In a 25-minute discussion at the judge's bench before the opening arguments, Judge Millette urged Mr. Muhammad to reconsider his motion to represent himself, saying he had "zero" experience. "It's a mistake to do this," he told Mr. Muhammad, who stood bolt upright as he listened intently. But Mr. Muhammad remained adamant, and the judge granted his motion with a warning that "self-representation is not a soap box." "He will be treated as any other attorney would be treated," Judge Millette told the jury. Mr. Muhammad has been charged in only one killing, that of Mr. Meyers, a 53-year-old engineer. The charge under federal law required some interference with intersate commerce. The feds were saying the backups on interstate freeways caused by roadblocks (looking for Moose's white van) constituted that interference. (AP) - A judge Monday rejected a defense request seeking dismissal of one of the indictments against sniper suspect John Allen Muhammad based on claims that the state's new anti-terrorism capital murder law is too vague. "I believe it does provide a person of ordinary intelligence notice of the type of offense that may be prosecuted. ... I think the statute is in fact constitutional," Circuit Judge LeRoy F. Millette Jr. said. Peter Greenspun, one of Muhammad's lawyers, argued that the law was designed for terrorists like Osama bin Laden. "The prosecution is trying to put a square peg into a round hole. They're trying to find what can best be described as a crime spree, as serious as it was, into a terrorism statute," Greenspun said. Greenspun also argued that the law is written so vaguely that any crime that produces fear in a community could be prosecuted as terrorism. Prosecutor Richard Conway countered that the "court must presume that a legislative act is constitutional" unless it finds severe problems with the law. In another development, Muhammad's lawyers at least temporarily dropped a request to allow a judge, rather than a jury, to decide the case. They said they may submit the request in a different form later. Prosecutor Paul Ebert said that he would be inclined to allow a bench trial if Muhammad properly waives his right to a jury trial. On the third and final issue raised Monday, Millette took under advisement a defense request for a change of venue. Muhammad and Lee Boyd Malvo have been linked to 20 shootings, including 13 deaths, in Virginia, Maryland, Georgia, Alabama, Louisiana and the District of Columbia. Muhammad, 42, is charged with capital murder in the Oct. 9 slaying of Dean H. Meyers, 53, outside a gas station just north of Manassas. Muhammad's attorneys earlier asked Millette to preclude a jury trial. They claimed that finding an impartial jury will be impossible because of extensive news coverage of the sniper attacks. Prosecutors argued that a fair jury can be found in Prince William County and that there is no evidence that people will not be able to set aside any opinions they formed based on media coverage of the case. The defense had claimed that everyone in northern Virginia was victimized by the sniper shootings in October, but prosecutors said not everyone in the area was a true "victim" of the attacks by legal standards. Only people directly injured in the series of shootings and people who suffered "personal emotional injury" should be barred from serving on the jury, they said. In Fairfax County, Circuit Court Judge Jane Marum Roush is considering a defense motion to move the trial of Malvo, Muhammad's alleged co-conspirator. Attorneys for Malvo, 18, also argue there is no way to seat a jury because of pretrial news coverage and because the entire community was gripped by fear. Below are some of the more intriguing confluences brought to light from a variety of sources: On 8.11.02 WorldNetDaily reported that Chief Charles Moose had come to Maryland vowing to end black profiling as heâd previously done in Portland, Oregon. Apparently, he intended to replace it with white profiling. ATF agents and police officers were directed to search only the vehicles of white drivers. Moose is married to white civil rights attorney Sandra Herman. This might go some way towards explaining why cops ran the tags on Muhammadâs Chevrolet Caprice 10 times in October but let him go each time, as reported by Reuters on 10.27.02. Also worthy of mention is the fact that Moose served in the Oregon National Guard in the mid-90s. Curiously, John Williams/Muhammad also served in the Oregon National Guard during this very same time period, as per the Army National Guard website. Muhammad spent all of his adult life in the army and was a much-decorated veteran of the Gulf War, not unlike Timothy Mcveigh. Muhammad and Mcveigh are far from being alone as ex-military killers. Serial killer Jeffrey Dahmer had military training in Texas and Alabama. David Berkowitz was an army veteran and Charles Whitman was a former marine. Whitman killed 16 people and wounded 31 others from an Austin clock tower in 1961. Outré author Bill Lyne (Space Aliens from the Pentagon) declares that Whitman was stationed at Atsugi Air Base in Japan along with Lee Harvey Oswald. Arthur Shawcross, who killed 12 people, was a Viet Nam veteran. WWII vet Howard Unruh shot 13 people to death in his New Jersey neighborhood in 1949. And as if to cap off the sniper shootings, another Gulf War veteran, Charles Flores Jr. shot up the University of Arizona on October 29th killing 3 professors before turning the gun on himself. And let us not forget the startling news of the four Special Forces soldiers returning from Afghanistan to Ft. Bragg this past summer only to murder their spouses⦠David Grossman wouldnât be surprised in the least by news of the preceding. Grossman is a former US military psychologist who helped develop programs to train new recruits to become more effective killers. He claims that the key lies in breaking down the natural human aversion to taking a life. He refers to this process as âdisengagement.â Apparently, once this aversion is removed, it never comes back. âThe ability to watch a human beingâs head explode and to do it again and againâthat takes a kind of desensitization to human suffering that has to be learned,â Mr. Grossman declared (Globe Mail 10.28.02). In a tale straight out of Ripleys, the LA Times of 10.26.02 reported that Muhammad once kidnapped his own child, amazingly, a boy named Lindbergh. After a court battle to get the boy back, ex-wife Mildred shortly thereafter relocated to the town of Clinton. In yet another bizarre twist, it turns out that Mildred is currently employed in John Ashcroftâs Justice Department. Lindbergh and several other family members appeared on Larry King on Tuesday, October 29th. The comment of the evening belonged to nephew Edward Williams Jr. who declared that his uncle had received âcounsellingâ after the Gulf War. âKeeper of the Keysâ King stared at the lad for several seconds before moving on to more mundane matters, refusing to open up this potential can of worms. On 10.25.02 Newhouse News Services reported that Muhammad may be suffering from Gulf War Syndrome. Of the 540,000 soldiers who served in Desert Storm approximately 175,000 are suffering from some form of the illness. Los Angeles psychiatrist and neurologist Dr. William E. Baumzweiger, who specializes in treating army personnel, said that a significant number of Gulf War vets become homicidal because of the syndrome. The car used by the snipers, a 1990 Caprice, was a patrol car formerly owned by the Bordentown, New Jersey Police Department. Upon capture, it was found to contain a Sony laptop, a pair of two-way radios, a GPS system, a pair of shooting mittens(?), a gallon jug of âyellow liquidâ and the Bushmaster rifle. Oddly, officers didnât discover the heavy and bulky Bushmaster until after the car had been removed from the reststop on I-70, loaded into a special truck and brought to an ATF lab in Rockville, Maryland (LA Times 10.30.02). Conveniently placed on the hood of the car while Malvo and Muhammad were napping and apparently waiting for the police to show up was a wallet containing drivers licenses in several different names,

As court records and other documents have become available, a troubling pattern of government willful inaction, suppression of relevant facts, and misleading statements to the media has emerged. The handling of circumstances around the Bushmaster rifle, alleged to be the sniper weapon, by the ATF and FBI are incomprehensible and inexcusable. Initially there was confusion over a similar Bushmaster rifle Muhammad had purchased from Welchers Gun Shop in Tacoma, Washington in December of 1999. The rifle was sold back to the gun shop by Muhammad on May 23, 2000; two months after his ex-wife had obtained a restraining order against him. It was his apparent possession of the weapon after the date of the restraining order that was the basis of the arrest warrant issued in Seattle less than 24 hours before his arrest. There are contradictory explanations of the route of the weapon now alleged to be the sniper rifle. The manufacturer, Bushmaster, says it shipped the rifle to an unnamed distributor in June of 2002. A statement from Bullseye Shooter Supply, the largest gun dealer in Tacoma, said the weapon was received on July 2, but directly from the manufacturer. There is also a discrepancy in the description of the rifle between that of the gun store and the one said to have been found in the car when Muhammad and Malvo were arrested. At the conclusion of an ATF investigation as to why the store had no record of what happened to the weapon after it was received, the store filed a theft report with Tacoma police. Initially the storeowner Brian Borgelt (who incidentally is a former sniper instructor) had said theres a pretty good likelihood Muhammad bought the rifle from his store. In the report the rifle was described as having been fitted with a red visible laser sight. No such accessory was reported on the inventory of items recovered from the Chevrolet Caprice. But the surprising thing is that Borgelt and the store are still in business. A couple of years ago, in an ATF audit, Borgelt reportedly was unable to account for 150 guns. Initial reports from the ATF said that about 340 guns were missing at the start of the current audit. ATF spokeswoman Martha Tebbenkamp said, that number is not correct. However she refused to say what the correct number is or whether it is higher or lower than the 340. She also refused to say what, if any, sanctions might be imposed. However one of the store employees said they received only a warning, nothing else. The ATF has recently earned a reputation for coming down like a ton of bricks on minor violations of only one or two missing records. Borgelts treatment by the ATF tempts one to speculate he may be supplying government operatives with weapons for whatever purpose or fronting for the unnamed distributor. But the distributor is not the only one that has remained nameless. According to the New York Post, on the Monday before Muhammad and Malvo were arrested, police got a tip from an unidentified Tacoma man. He said Muhammad and/or Malvo had told him about the attempted robbery and murder in Montgomery, Alabama giving details only the shooters would know. The Post article said the police were investigating that lead when the highly publicized call attributed to the sniper told the authorities to take a look at the incident in Montgomery (later determined to be the city in Alabama and not the county). The task force has never acknowledged this bombshell. A second person relevant to the investigation is anonymous to the public. He told police Muhammad and Malvo lived with him for a couple of months in Tacoma during which time they had access to his weapons collection. One of the pistols in the collection was used in the murder of the daughter of a woman who had worked for Muhammad at his auto repair shop in Tacoma. Another pistol was used to shoot a couple of bullets into the wall of a local synagogue. The Seattle Times believes it knows who the man is and has requested an interview, which was declined. It is not known if this man and the one who phoned in the tip are one and the same. If Tacoma (Pierce County) authorities decide to prosecute the mysterious tipster would have to testify in public. But thats not likely as the chief criminal prosecutor for the county is saying the cost would probably prohibit it. Meanwhile, a number of potential witnesses to Muhammads involvement in a document forgery ring and alien smuggling operation are being quietly rounded up by U.S. authorities, not for prosecution but deportation. One such person who entered the country with false documents supplied by Muhammad is Antiguan Norman Manroe. Manroe was arrested on a drug charge in Connecticut and was set to be released on $50,000 bail when federal authorities intervened and took him into custody for deportation.

According to Christian M. Weber, contributing editor for Soldiers for the Truth, an organization headed by Col. David Hackworth, Muhammad seems to follow the model of John Walker Lindh, Richard Reid and Jose Padilla men exposed to Islamism who become disenchanted with the movement's pace and progress and who take the road to jihad. As one traces John Muhammad's life from his conversion to Islam in 1985, to his joining of the moderately militant Nation of Islam, to his deadly shooting spree in October 2002, his steady radicalization becomes readily apparent, writes Weber. Terrorist profiling dictates that his departure from the Nation of Islam in 1999 would have been followed by his affiliation with an organization more actively militant. It also suggests that initial news reports citing U.S. officials who said there was no evidence of any connection between Muhammad and identified terrorist organizations may have been premature. Weber points out that Muhammad acquired the 1990 Chevy Caprice that he would modify into his killing platform on the one-year anniversary of the terrorist attacks. He had also expressed sympathy with Sept. 11 terrorists. Weber had previously pointed to Oct. 2 the day the snipers began their Maryland rampage as a significant date for terrorist threats. The upstate New York town of Hancock serves as the American headquarters for al-Fuqra, with at least six major rural communities, jamaats, of 200 to 300 members located in Red House, Va., Tulare County, Calif., Commerce, Ga., York, S.C., Dover, Tenn., and Combermere, Canada, he writes. Total membership in al-Fuqra is believed to be between one and three thousand, with smaller jamaats being reported in over 25 locations throughout the United States, Canada, and the Caribbean. The communities themselves are primarily walled or fenced-in gatherings of trailers or mobile homes. At least three of the compounds are known to have firing ranges, and the compound in the Sierra Nevada Mountains of California has a fully functional airfield. Surveillance reports of the compounds note that the residents remain in a fluid state and are continuously on the move. For the past several years, law enforcement authorities observing the Red House, Va., compound have voiced concern that this pattern may be designed to create a series of safe houses in the rural areas of southern Virginia. According to Weber, al-Fuqra which boasts distinct ties to Osama bin Laden's al-Qaida owns two private security companies in Brooklyn that not only provide armed protection for the jamaats, but also compete for government and private security contracts. Between 1980 and 1990, al-Fuqra members have been either convicted or suspected in 13 assassinations and 17 firebombings, he says. Susan Fenger, former chief criminal investigator for the state of Colorado, has looked into Muslim groups with terrorist ties in the U.S. There was a large Fuqra group here in Colorado that was ripping off worker's comp money and using that to support their terrorist activities, said Fenger in a recent interview with John Gibson on the Fox News Channel. An FBI spokeswoman declined to comment Saturday on whether authorities were looking into the possibility that the writer borrowed from the language of the Five Percent movement, which teaches that education and family are of central importance. It rejects drinking, drugs and fornication, as well as most accepted history, authority and religion. The 39-year-old movement started as an offshoot of the Nation of Islam, but Five Percenters say they are not Muslims. The group teaches that black men are to be called God and black women Earth, and that only five percent of the population is enlightened. A man who answered the phone at the Allah School in Mecca, the national headquarters of the movement, located in New York, said members of the group had no comment. He would not give his name. Walker, a former prison security coordinator and Drug Enforcement Administration agent, stressed that most people involved in the movement have nothing to do with crime. -Caveat Lector- MEDIUM RARE By Jim Rarey October 21, 2002 SNIPER MIND GAMES In the deadly serious reign of terror in the Beltway area, there is a subplot battle of wits involved and most of the media and law enforcement appear to have entered the fray unarmed. Although some are beginning to think otherwise, law enforcement seems wed to the theory that this is a lone psychopath with only a fair expertise in marksmanship and knack for planning his hits. Cable television has an endless parade of experts and "former" FBI profilers who spout their psychobabble of theories as to why the shooter has turned against society. However most admit to the "possibility" of two scenarios. The first, and favorite, is the lone nut theory (possibly with a partner). The second is the "unthinkable" idea of organized terrorism plotted by a government or foreign or domestic group (take your pick between Al Queda or the local militia). The latter is almost universally rejected because no one has taken credit for the killings. And that's what terrorists do, right? The philosopher George Santana said, "Those who do not learn from history are condemned to repeat it," We need go back in history no further than to Lenin and Hitler for the techniques and motives for terrorism. Lenin maintained that terrorism, in order to strike fear into an entire population, must be random. If there is a perception that only a certain group or groups are targeted, the rest of the public will still feel safe. The object of this kind of terrorism is to goad (or provide a rationale) for the government to institute repressive measures in the name of providing "security." As the terrorism continues it also buttresses the perception that the government is incapable of protecting the public. As the repression escalates, the public becomes increasingly resentful opening the door for the "white knight" or opposition to provide the solution. Hitler followed this prescription by organizing "street gangs" to commit random violence as he ran for election on a platform of restoring "law and order." As soon as Hitler gained office he had the constitution changed to give him the power he needed to stop the violence. He got the power and the "random" violence stopped, although the "gangs" were incorporated into the dreaded SS storm troopers who continued the terror against selected targets and scapegoats. After each killing we are told, by law enforcement and the media, that the killings are "linked" on the basis of forensic ballistic evidence. This evokes the image, seen on television and in the movies, of an "expert" peering into a microscope comparing "grooves" on bullets and finding they are identical. If you listen carefully, that's not what they are saying at all. The only thing they have determined is that the same caliber bullet (.223) has been used in each killing. There are some thirty weapons that can chamber a .223 cartridge and even more if a sabot round is being used. What, you say, is a "sabot" round. In this case it would be a .223 bullet wrapped in a plastic cover called a "sabot" and encased in thirty caliber casing. A thirty caliber weapon would fire the cartridge and a .223 bullet (slug) would hit the target. The police have "found" one cartridge casing they say they believe was used to fire the shot that wounded the young boy at the school. This is the same crime where the Tarot card was found. I have only heard one expert (on Fox Cable) point out that the casing was found right beside the Tarot card. Since the perpetrator obviously wanted the Tarot card to be found, it is only logical he wanted the casing to also be found. That expert who seems to be one of the few exercising common sense and not taking everything at face value was Mark Furman, the former L.A. detective of O.J. fame. He was also responsible for the reopening of the murder case in Connecticut with his book "Murder in Greenwich" that resulted in the conviction of the Kennedy relative for the murder. If the .223 casing was planted, should it be used to conclusively say that the murder weapon is of .22 caliber? Remember the white block truck returned to a rental company in which a cartridge casing was found? It was first reported as a .308 caliber and on that basis the authorities dismissed its relevance. Today, the announcement was made that it was a .223 caliber afterall. Is it now relevant, apparently not. But it does spike speculation of a sabot round. Then there is the instance of the person who was temporarily taken into custody and then released. Found in his car were a .22 "assault" rifle, Tarot cards and a sniper manual. No connection say the authorities and no more is heard of him. Did he not fit the preconceived "profile?" Why was he not at least charged with possession of an illegal weapon? Now we are being treated to the spectacle of the police being forced to use the television media to "communicate" with someone they believe to be the sniper. Unless the

In spite of their seemingly unsophisticated weapons, these guys are military-level practitioners This is NOT simply a lone marksman and is quite possibly is more than just two people. Why? Being a sniper requires: 1) getting into position undetected, 2) maintaining cover while waiting for the shot, 3) taking the shot, and 4) getting away undetected. You don't learn that at a rifle range and even law enforcement trained snipers (of which there are many) don't learn and practice the last, vital, trick and are not well trained in skills #1 and #2. A standard sniper team includes a shooter and a spotter. The latter helps the shooter find the target and assists in the getaway. He's a second mind and pair of eyes in a very stressful and challenging situation. Why do I think this is a team of more than two? Common sense. One person to find the shot. One person to take it - and at least one person to be sitting behind the wheel ready to drive away at a second's notice. Neither the spotter nor the shooter are in a mental state to be able to do that last thing as effectively as these guys are doing. Can you imagine them running to the car, fumbling with keys (can't leave them in the ignition, can you?) etc? There may be another team member - or three - to monitor police radio, plan and navigate escape routes (which probably change depending on conditions), and provide lookouts and diversions. If the team is as big as I think it might be, it will have to have a leader, someone to be in charge of overall management and security for the group. They will also need some mundane things: food, places to stay - and they need to be controlled. Speaking of providing diversions... the white panel truck. This team could also include additional vehicles, including a white panel truck, which would be noisily and conspicuously present at every shooting as a red herring. So who is doing this? A government. You need a lot of resources and a good sized pool of highly trained and well disciplined people to pull this off. What government? Either our own or someone else's. There sure is a lot of motivation floating around right now, particularly after the Bush administration's announced 'one bullet' diplomacy initiative in Iraq. Domestic motivations: 1. Casts further negative light on private ownership of guns, essential for moving the coup to the next level 2. Maintains the atmosphere of tension and terror Bush Co. need to continue the ongoing coup at a relatively low cost 3. Blocks the headline space so that there is room for no news of substance to be reported 4. Conducts an experiment in social control The fact that this operation is taking place in the United States and so near to the largest concentration of supposedly sophisticated law enforcement and intelligence practitioners in the country - and that this team has not been even close to getting caught - leads me to favor the hypothesis that this is a domestic operation, or a foreign operation that is being permitted to take place to serve the interests of the ongoing coup. I sure wish this wasn't the case. It would be more comforting to think this is another lone 'gun nut,' but it doesn't add up. -Caveat Lector- The really odd thing about this is the refusal of the media and officials to call the sniper(s) terrorists. The very definition of a terrorist is one who intentionally creates terror. When it involves killings (assassinations) there are two kinds of terrorism differing in intent and the targets chosen. The clue to the intent may be in the targets chosen. One kind of terrorism is by the government itself. The intent is to persuade the populace that opposition is dangerous and futile. In these cases the targets chosen would be those known to be in opposition to the government or not actively supporting it. This is the kind of terror Lenin unleashed in the Soviet Union after the Bolshevik hijacking of the Russian revolution. The second brand of terrorism is aimed at toppling the existing government. The killings are necessarily random and have two hoped for effects. The first is to force the government to institute increasingly repressive measures in an attempt to provide "security" to the populace. The second is to alienate the population from its government because of the repression and the perception that the current government is not capabale of protecting them. Eventually this leads to the overthrow of the existing government by the (clandestine) terrorists who promise security without the repression. Of course there is a gray area between the two kinds of terrorism. The government could be sponsoring the terrorism to justify more repressive measures which consolidate its control. In this case the terrorism would be random but would cease at some point before the resentment reached critical mass. No doubt the current terrorism will be used to push for disarmament of the civilian population. That is a necessity for complete government control and to make a mis-judgment by the government of the point of critical mass less likely to result in a successful revolution. This is the kind of terror Lenin unleashed in the Soviet Union after the Bolshevik hijacking of the Russian revolution. The second brand of terrorism is aimed at toppling the existing government. The killings are necessarily random and have two hoped for effects. The first is to force the government to institute increasingly repressive measures in an attempt to provide security to the populace. The second is to alienate the population from its government because of the repression and the perception that the current government is not capabale of protecting them. Eventually this leads to the overthrow of the existing government by the (clandestine) terrorists who promise security without the repression. Of course there is a gray area between the two kinds of terrorism. The government could be sponsoring the terrorism to justify more repressive measures which consolidate its control. In this case the terrorism would be random but would cease at some point before the resentment reached critical mass. No doubt the current terrorism will be used to push for disarmament of the civilian population. That is a necessity for complete government control and to make a mis-judgment by the government of the point of critical mass less likely to result in a successful revolution. It is not yet clear where the current killings by the sniper(s) fit into the spectrum of terrorism.
