The STOA documents are a work-in-progress; funded under contract to the
European Parliament.
Stuff is regularly updated, and it shouldn't suprise you if it is moved,
updated, changed, etc.
Just try tracking down a controversial item in the Federal Register or the
U.S. Information Agency !!

recently I thinkI accessed this 8 months ago and spread
it far and wide...went back to the site a month later, it

 (iv) To suggest policy options covering regulatory strategies for the

 Parliament's response to the proposed declaration by the Commission on
