I can confirm that I had the same behavior on my notebook around the
release of 3.6. Not sure about the exact version of dt, because at that
time I did not have much time for it. I was running xfce on manjaro with
Nvidia and OpenCL. Since then 3 things have changed: I switched (for
another reason)

You can just enter %localappdata%\darktable into
* the explorer,
* the start search field,
* the START+R dialog
* or other input fields as long as they are not browsing the internet

In reality the options darktable offers make it a nice tool for experts and
a horrible tool for beginners. For people that did not start with an easy
to use program like LR it is even harder
