I would like to add my bit to this conversation. Even I have chosen a
topic (for college project) which requires crime data of my city. But the
problem is that they don't provide you the data right away. The authorities
with whom the data is ask multiple questions regarding why we exactly want
Tabula or Camelot (Python) table extractors can work out well.

Yes. Moreover, NCRB had recently notified an NDU ( No Disclosure
Undertaking ) and Data Anonymization policy. They have started working with
some interns. You can contact them.
