There are two problems:
1 /usr/bin/latex seems to be a symbolic link to pdfetex and only outputs
pdf files.
That must be because of a buggy test for PDF output in your documents or
a style file.
FWIW, both of these packages are obsolete, redundant, and uninstallable
because they haven't been updated for the gnustep ABI transition. They're
being removed from testing shortly, and should definitely be removed from
unstable as well.

tested it on an arm machine here. __attribute__(packed) _does_ fix the
