I've just verified this bug on Debian 9 (versoin 0.28).
However, it doesn't seem to affect 0.31 (on Debian 10)
The status is currently "wishlist" but I guess it should be
bumped because Debian 9 and 8 don't have a fixed version of
certbot.

other 3.8-related commits), and made it into a new upstream release
(the 2.x line [2]) - I have updated the VCS preparing the new version.

adding CONFIG_NET_SWITCHDEV adds the following extra config items
(amd64, checked kernels 5.4 and 5.4):
