This also did not work with same errors.
At the buster-backports version I tried the command dpkg-reconfigure
I had 340.108-3 installed. After I upgraded nvidia-legacy to 340.108-4
then the nvidia module built.
I'm not sure why the log file was truncated. I guess it doesn't matter
now.
