cvs2svn was to convert CVS repositories to Subversion or Git. Upstream
no longer develops it unfortunately. It also remained Python 2 only. I

I assume you used a privileged container, I can't reproduce this with an
unprivileged one with only CAP_SYS_ADMIN added.
