I am unable to reproduce your bug.
$ TEXMACS_PATH=/usr/lib/texmacs/TeXmacs/
GUILE_LOAD_PATH=/usr/share/texmacs/TeXmacs/progs
Is there any specific reason as to why you are setting this variable?
What happens when you run texmacs without setting these variables?
OK, this bug can be reproduced by me after I removed /usr/local/ version of
TeXmacs.
So for me this grave bug is reproducible.
$ /usr/bin/texmacs
/usr/bin/texmacs: line 28: exec: texmacs.bin: not found
