surprised that this would fail on a different locale, and am having
trouble reproducing it (by setting LC_ALL=fr_CH.UTF-8).

OpenChange doesn't build with Samba 4.2, because it uses a Samba library
(samba-debug) that is now private. SAmba 4.2 is currently in
experimental. This means that OpenChange will start to FTBFS once Samba
4.2 hits unstable.
