8+ years later, I encounter this bug again, and the first Google result is

now contains not just a file called default
Yes. The end result is that scmbug is still not distributed within
Debian.

Apparently, this installed 1.3.5-10sarge2.
After that, issuing an 'apt-get upgrade' resulted in:

failed.
I narrowed it down to the following. Apparently the "record" for 127.0.0.1
cannot be stored.
