Yes, this is a bug.
I suggest to use apt-get instead. Therefore use PACKAGES install or
PACKAGES install-norec.
aptitude is not inside the nfsroot by default. That's why this will be
a low priority for me to fix.
(where I switched to systemd) to Debian 12.
In my case it looks like insserv was a leftover of

The only drawback seems to be that this prevents any symbolic links from
being in the ISO.
Whether the detection of dangling symbolic links at ISO production time is
an advantage or a disadvantage is not so clear.

Well, I did my setup with puppetlab's core mysql module to setup a galera
cluster. That puppet module I maintain it in Debian. I did just the same way as
I was doing in Bullseye, so something broke...
Can we revert and have the directory pre-created by the package please ? ;)
