We finally tracked this down:
I once upgraded the box to testing by mistake and then downgraded back to
stable/etch. Somehow (don't ask me why), the rules files stayed at the
newer version.
One of the differences is the support for the ACTION change and the |
operator, as used by the statement:

as the subject says, sometimes the permissions of /dev/null, /dev/(u)random
and some others gets set to 0660, which obviously is not very useful.
It's not related to rebooting, but happens at odd times when the system
is otherwise uprunning

I just do not believe this is an udev bug which only happens to you.
