I just tripped on this bug while upgrading my Debian-jessie box. It looks like
the upgrade is removing the file and then recreating it later:

Unpacking libgdk-pixbuf2.0-common (2.30.8-1) over (2.30.7-1) ...
Preparing to unpack .../libgdk-pixbuf2.0-dev_2.30.8-1_amd64.deb ...
Here's what I experienced was that after a distr-update which included
libgdk-pixbuf2.0-0:amd (from 2.30.7-1 to 2.30.8-1). I received the warning that
the install was likely broken, and tried the recommendation (below) which
failed.
/usr/lib/gdk-pixbuf-2.0/gdk-pixbuf-query-loaders
found 625203 2.30.5-1

My analysis of the problem is the following:
postrm (of the old package) removes the loaders.cache file unconditionally and
postinst (of the new package) creates it again.
That means, during upgrades there is a timeframe where loaders.cache does not
exist.
