As you suggested, I tried to download the source package (also for
quota_4.01-3) and compile it without libtirpc. I tested the rpc.rquotad
that was built this way and it looks to be working fine (I tried reading and
updating remote quotas, and it worked flawlessy).

I updated my quota package today, and collected some traces I think
you maybe find usefull:
(quota 4.01-3 on Debian Testing - jessie/sid):
# strace /usr/sbin/rpc.rquotad -F
[...]
open(/etc/netconfig, O_RDONLY)= 4
fstat(4, {st_mode=S_IFREG|0644, st_size=767, ...}) = 0
Q) Since I upgraded to Jessie the remote quota daemon doesn't respond
correctly anymore :
