I just committed changes to texlive-ru and texlive-en such that lmodern
is not loaded for texlive-ru. I also added the line
\usepackage[T2A]{fontenc}
to texlive-ru.tex, which seemed to be the other crucial change. I
assumed the textual changes were related to (the many) changes
between 2010 and 2

Lomov (cc'd) as part of an update to the Russian translation of the TL
guide.
