I can browse, ssh. No problem.
However, acng still fails to install:

on a fresh system with working apt-get (even though not yet with full
internet access) apt-cacher-ng fails to install:
apt-cacher-ng (0.9.2-1) wird eingerichtet ...
Job for apt-cacher-ng.service failed because the control process exited with
