Hi. I was able to solve this by renaming /etc/init.d/smbd to
/etc/init.d/smbd.orig. I still don't understand the root cause, but I believe
that something other than the unit file smbd.service was starting smbd early
and not waiting for the interface to be configured. Maybe

FYI the typo has been fixed in 2:4.5.6+dfsg-1 (#857232).

smbd should be transitively "After" network-online.target (thru nmbd.service).
Can you try to add "Wants=nmbd.service" in smbd.service" (in the Unit
section) and reboot?
