I don't think it is possible to set this up in Debconf or postinst.
So, how about a note in "NEWS.Debian" and details in "README.Debian"?

Until Buster, the "kanjix.map" was provided by "texlive-base"
package. However, it seems that this file is not provided after
bullseye.
The generation and management of the "kanjix.map" file is done by

Dear Maintainer,
I need to view rather old DVI file generated by pTeX.
So I installed xdvik-ja and try "xdvi test.dvi".
But it shows only English texts and mathematical equations
but fails to show Japanese characters completely.
