Just to be able to replicate your setup, as our initial tests didn't catch
this one:
what packages did you have on jessie (I'm assuming squid3 + squid3-common
from jessie, or did you have any other installed?
The package did have the default config files or where they modified in some

No, the bug was absolutely correct - the error was my brain :-).
Follow-up Comment #2, bug #50579 (project wget):
RFC 2616 section 9.4 says that an HTTP server should return the same headers
for a HEAD request as it does for a GET of the same URL. So I see nothing
incorrect with wget relying on that behavior.
