Indeed, the original issue reported in this bug was fixed in 1.11-1. However, the general issue of flaky tests is still there:
For testing this I installed Procps and *all*of the generated man pages and
that seemed to be fine.
That's slightly different to the patch I put in the bug report but I
emailed Helge the difference.

Perhaps I'm misunderstanding, but there is a Debian patch for RcppParallel here:

and all that does is force RcppParallel to use the Debian-provided
copy of TBB as opposed to the version normally
